HomeMy WebLinkAboutRP 83-05; Roberts Gift Shop; Redevelopment Permits (RP)STAFF REPORT DATE: May 11, 1983 TO: Design Review Board FROM: Land Use Planning Office SUBJECT: RP 83-5 - ROBERTS - A request for a use permit to allow a gift shop/paperpack book exchange at the northwest corner of Elm Avenue and Carlsbad Boulevard. I. RECOMMENDATION It is recommended that the Design Review Board ADOPT Resolution No. 019 APPROVING RP 83-5. II. DISCUSSION The applicant is requesting approval to allow a gift shop/paperback book exchange in the vacant half of an existing single-story, stucco building. The occupied half of the building houses the recently-opened "Sweet Encounters" Delicatessen. The two uses will share the lO-space parking lot and the 4 on-street spaces. No external modifications to the exterior of the structure are proposed, with the exception of a new identification wall sign. The site is located in sub-area 5 of the Village Redevelopment Zone. This sub-area encourages gift and novelty shops. Staff had some initial questions regarding a book exchange use, but any concerns were alleviated after an inspection of an identical use in San Clemente. As a result, staff believes this combination use will be an attractive and desirable use in the redevelopment area. The parking lot that will serve both this use and the delicatessen. It has recently been redesigned to accomodate 10 spaces. This lot, plus the 4 on-street parallel spaces, will equal the required 14 spaces needed by code to serve the two uses. Since sub-area 5 of the Village Redevelopment Zone encourages this type of use, and because the proposal can adequately accomodate its parking requirements, staff recommends approval of the use. ENVIRONMENTAL REVIEW The Land Use Planning Manager has determined that this project is categorically exempt from environmental review according to Section 19.04.070(5) of the Carlsbad Environmental Ordinance, and therefore, issued a notice of exemption on April 25, 1983.
