SUBJECT: RP 84-5fA) INDIANA PLUMBING - Request for a Minor Redevelopment
Permit to renovate two existing buildings at 3135 Tyler Street for
use as commercial, manufacturing and warehouse uses. The project
is located within subarea 4 of the Village Development area.
I. RECOMMENDATION
That the Design Review ADOPT Resolution No. 142 approving RP 84-5(A).
II. PROJECT DESCRIPTION AND BACKGROUND
The applicant is requesting an amendment to an existing Redevelopment Permit.
That permit allowed construction of 7,000 square foot of "Butler Building"
Warehouse along with an existing 6,150 square foot commercial building. The site
is .76 acres in size with 230 feet of frontage on Tyler Street. The applicant
proposes utilizing the 6,150 square foot commercial building for commercial and
manufacturing uses. The applicant at this time has no particular plans for the
7,000 square foot "Butler Building", but has reconfigured the site to allow a
maximum amount of parking. In addition to the requested change in use, the
applicant is proposing to provide two restrooms, a water and sewer hook up to
the 7,000 square foot "Butler Building", and certain site enhancements such as
landscaping and outdoor eating facilities.

DISCUSSION
Both the Redevelopment Plan and the Village Design Manual encourage the
development of heavy commercial/limited industrial uses within subarea 4. The
proposed uses are consistent with this direction. As shown on Exhibit "A", the
applicant proposes improvements both to site and the existing buildings.
Structures will be repainted and rehabilitated to accommodate the change in use.
In addition, the parking lot will be restriped to more efficiently accommodate
automobiles and turn movements. Formal loading areas further improve site
circulation for delivery vehicles. The addition of restroom facilities will be
an added improvement to the site as would be the outdoor employee eating areas.

One of the design goals of subarea "4" is to improve and control circulation in
the area. Of major concern is adequately accommodating vehicle turn movements
and providing adequate safety and convenience for pedestrians. The applicant
would like to continue to use the front yard setback parking that presently
exists on the site. The Engineering Department has reviewed this proposal and
finds that given the low amount of traffic volumes on Tyler Street, this would
be appropriate in this case.
At this time no specific use in the 7,000 square foot Butler Building is
proposed. The applicant is requesting that specific uses consistent with subarea
"4" be approved by the Redevelopment Director prior to the issuance of business
licenses. Uses would be those permitted by the Design Review Manual and the
Village Design Manual and Village Redevelopment Plan. To accommodate this
flexibility in use the applicant has provided 36 parking spaces. This amount
of parking would provide one space per 350 square foot for the Butler Building
and allow the 6,150 square foot commercial manufacturing building to be parked
at City standards. The project site has been conditioned that no business
license shall be issued for this site that would allow the City's minimum parking
standards to be exceeded.
The proposed project is an improvement to the existing site. Staff recommends
that the Design Review Board approve RP 84-5(A).
IV. ENVIRONMENTAL REVIEW
On July 7, 1989 the Planning Director has determined that this project qualifies
for a Section 1530 (Class 3) exemption for conversion of small structures.
