HomeMy WebLinkAboutRP 84-11A; Dini's By The Sea; Redevelopment Permits (RP)% APPLICATION COMPLETE DATE: MARCH 28. 1992 STAFF REPORT DATE: MAY 20, 1992 TO: DESIGN REVIEW BOARD FROM: PLANNING DEPARTMENT SUBJECT: RP 84-lirAVCDP 92^ - DINFS BY THE SEA - Request for an Amendment to a Major Redevelopment Permit and a Coastal Development Permit to allow the constmction of a 325 square foot patio addition for outdoor dining to the existing restaurant on property generally located on the northeast comer of Carlsbad Boulevard and Walnut Avenue, in Local Facilities Management Zone 1. I. RECOMMENDATION That the Design Review Board ADOPT Design Review Board Resolution Nos. 185 and 186 recommending APPROVAL of RP 84-11(A) and CDP 92-4 to the Housing and Redevelopment Commission based on the findings and subject to the conditions contained therein. II. PROJECT DESCRIPTION AND BACKGROUND The applicant is requesting an amendment to Redevelopment Permit 84-11 (Tamarack Beach Resort) and a Coastal Development Permit, to allow the constmction of a 325 square foot patio on the west side of the existing restaurant located on the northeast comer of Carlsbad Boulevard and Walnut Avenue at 3290 Carlsbad Boulevard. The patio consists of constmcting a 30" stucco wall with a 30" glass windscreen above the wall. The color and texture of the wall will match the existing materials. The patio will project 10' from the existing stmcture. The project site is located in Sub-area 5 of the Village Redevelopment Zone. This zone serves as the Village Commercial-Tourist area, which conforms to the General Plan designation for the site as Travel-Service. The original 54 unit time-share condominium, 23 unit hotel and restaurant was approved by the Housing and Redevelopment Commission in 1984. in. ANALYSIS 1. ZONING The project site is in Sub-area 5 of the Village Redevelopment Area, which serves Commercial-Tourist and highway tourist activities. The design goal of this subarea is to coordinate tourist, recreational and commercial activities of the beach area. The proposed addition follows these goals by adding to the tourist-commercial providing service of a restaurant. VILLAGE DESIGN MANUAL DEVELOPMENT GUIDELINES AND DESIGN STANDARDS The proposed project will conform to the development guidelines for the Village Redevelopment Area. The manual calls for lot coverage not to exceed 80%. The proposed patio and existing project will total 59% lot coverage. The manual states that open areas for buildings should be devoted to landscaping, that may take form as patios. Commercial properties are not required to maintain a front yard setback. The existing firont yard setback will be reduced to 4.0' and the remainder will be landscaped. The existing palm trees in firont of the restaurant will all remain except one that will be relocated adjacent to the others. The overall landscape coverage will be 32% for the project site where the guidelines require a minimum of 20%. The overall parking requirement for the time-share, hotel and restaurant is 133 spaces. The current amount of parking spaces available is 139 spaces. The patio addition will require 4 additional spaces based on the parking requirement of 1 space per 100 square feet of area. Since there are currently six extra parking spaces available, the four additional parking spaces are currently provided for. COASTAL PLAN The Village Design Manual is the Local Coastal Plan for Carlsbad Village Redevelopment Area. The project complies with all of the requirements of the Design Manual and the City's Zoning Ordinance. Therefore, the project is consistent with the Local Coastal Program. ENVIRONMENTAL REVIEW The Planning director has determined that the project is exempt firom environmental review per section 15301 of the Califomia Environmental Quality Act. This section exempts expansions of stmctures up to 10,000 square feet within an area where all public facilities are available and no environmentally sensitive resources exist. ATTACHMENTS 1.
