SUBJECT: RP 84-18 - VALENTA - Request for a Redevelopment Permit
to allow a residential care facility at 2714 Madison
Street.
I. RECOMMENDATION
It is recommended that the Design Review Board APPROVE the
Negative Declaration issued by the Land Use Planning Manager and
ADOPT Resolution No. 048 APPROVING RP 84-18 based on the
findings and subject to the conditions contained therein.
II. PROJECT DESCRIPTION
The proposed project involves the demolition of an old, existing
single-family house, and its replacement by a large, 2-story
residential care facility. The facility, will provide care for
ambulatory (able to walk) elderly guests.
The project is proposed on a 9,700 sq. ft. lot situated in Sub-
area 6 of the Redevelopment area. Land uses within the subject
block appear to be in a state of transition, with older single
family homes, older and newer multi-family dwellings, and newer
office buildings. Property immediately to the south (closer to
downtown) contains a recently-constructed office building.
Single-family homes and small offices are predominant northerly
of the site.
The applicant proposes a maximum of 18 beds in the facility.
The proposed two-car garage and six uncovered parking spaces
comply with City parking requirements for such a facility.
II. ANALYSIS
Planning Issues
1) Is the proposed project consistent with the goals of
the Redevelopment area?
2) Is the proposed project compatible with existing and
future land uses in the area?
Discussion
The Village Design Manual identifies Sub-area 6 as a primarily
"residential area, surrounded by a buffer of Office/Professional
uses". Residential, professional, and general office uses are
encouraged. The proposed residential care facility meets these
criteria.
The proposed project should not have a negative impact upon the
neighborhood. The project will more closely resemble a
residential project for elderly people, than a licensed medical
facility. Problems usually associated with medical or
professional care facilities (ambulances, etc.) will generally be
avoided due to the nature of the use. As such the project
should fit well in a neighborhood containing such a variety of
land uses. A similar facility presently exists directly across
the street with no apparent adverse effects. The eight on-site
parking spaces should be sufficient to handle expected vehicular
traffic for the project.
ARCHITECTURAL DESIGN
The project proposes a quasi-Scandanavian motif, incorporating a
sharply-pitched shingle roof, arched doorways, and rough-sawn
timbers, outlining a brick veneer exterior. The top of the roof
pitch will not exceed 32 feet high.
ENVIRONMENTAL DOCUMENT
The Land Use Planning Manager has determined that this project
will not have a significant impact on the environment and,
therefore, has issued a Neqative Declaration on December 24,
1984.

The City of Carlsbad has conducted an environmental review of the
above described project pursuant to the Guidelines for Implementation
of the California Environmental Quality Act and the Environmental
Protection Ordinance of the City of Carlsbad. As a result of said
review, a Negative Declaration (declaration that the project will not
have a significant impact on the environment) is hereby issued for the
subject project. Justification for this action is on file in the
Land Use Planning Office.
