RP 85-14 - TONY'S OF CARLSBAD- Request for approval
of a Minor Redevelopment Permit to allow the remodel
of an existing restaurant "Tony's #2" in the Big Bear
Center at 1-5 and Elm Avenue.
I. RECOMMENDATION
It is recommended that the Design Review Board ADOPT Resolution No.
054, APPROVING RP 85-14 based on the findings and subject to the
conditions contained herein.
II. PROJECT DESCRIPTION
The applicant is requesting a minor redevelopment permit to remodel
existing 2,398.5 square foot structure at 1-5 and Elm Avenue "Tony's
#2". This building has been vacant for several months but has
been used as a restaurant in previous years. The applicant proposes
to remodel the interior and exterior of the building to allow for
a more visually attractive structure at this site.
The proposed project is located in subarea 2 of the Village
Redevelopment Area. The goal of this subarea is create an east
gateway to the Village Centre and encourage a safe, pleasant and
inviting environment. As such, the proposed remodel and use would
be consistent with the goals and compatible with the uses designated
for this area.
Staff believes this proposal to be a significant improvement to
a delapidated structure. It is a step toward the further
beautification of the Big Bear shopping center and east gatev/ay
to the Village Centre.
III. DISCUSSION
As the Board may recall the construction of a "Wally's" restaurant
project was denied at serveral prior meetings held by the Board
as well as the Housing and Redevelopment Commission. The applicant
at that time was proposing an expansion of the existing "Tony's
#2" restaurant and could not accommodate the parking criteria given
the additional square footage.
The applicant has decided to leave the existing structure and do
a complete remodel. The proposed improvements will not add square
footage to the existing building, therefore; the new proposal does
not require additional parking.
The plan proposes an attractive building and criteria for design
encouraged for this area. With the exception of the existing
freestanding sign, on site, staff concludes that the proposed remodel
conforms with the standards adopted for subarea 2 of the Redevelopment
Area and the goals of the Village Design Manual.
