I have no problems with the conclusions of the traffic study.
I do wish the consultants had given a little attention to
pedestrians at Carlsbad Boulevard and Oak Avenue. I understand
from Bob Johnson that we are under some pressure to "do
something" about pedestrian crossing the boulevard there,
mostly going to and from the beach.
Although, "... the intersection of Carlsbad Boulevard and Oak
Avenue would be borderline for signalization, if Lincoln Street
were to be closed," it is my opinion that a traffic signal there
would do more harm than good in promoting pedestrian safety.
The Boulevard there is a wide street with curves and poor sight
distance. It is a beach area where drivers are fast, arrogant,
flamboyant, and particularly subsceptible to distraction.
At present, pedestrians know that their safety is in their own
hands. With a traffic signal, they tend to put their faith and
trust in the red light requiring traffic to stop. When traffic
doesn't stop, it's usually fatal, and it happens all the
t ime.
I recommend a pedestrian overcrossing. Yes, it would be
expensive. Yes, it would be ugly. But it's the only positive
means of separating pedestrians who really want safety from
motor vehicles. A pedestrian undercrossing (tunnel) is not a
good solution. One problem is solved, but several even worse
are created.
In my opinion, a fair trade-off for the street closure would be
for the developer to pay for a substantial part of the cost of
the pedestrian overcrossing as well as the full median in
Carlsbad Boulevard, from Elm to Oak.

I am a honeowner in the MonteijeyHaneowner's Association.
We feel very strongly against the proposed erection of the
5,000 sq. ft. building and also the close of Lincoln Street
to thru traffic, with 16 parking spaces situated perpendicular
to the curb on our side of the street.
This would not be beneficial to the Monterey Haneowners.

Dear Ms. Landers:
I have spoken with you over the phone about the calls I
have received from some of the Monterey property ovmers who
voiced their objections to the proposed plans for the above-
referrenced property, and you informed me that as of January
6th, you had received 8 letters from owners who also voiced
their objections.
I have just learned, and believe you should also be
made aware, that the sale of one of the Monterey units fell
through because of fears of the prospective purchaser that
the City of Garlsbad might approve these plans, and his be-
lief that this would devaluate the Monterey property.
The facts are: Mr. Arraen Norhadian, owner of units #12
and #13» had sold both units to a Mr. Eugene Poore. Escrow
on #12 closed around December 12, 1986, and #13 was due to
close shortly thereafter; however, Mr. Poore became aware
that Carlsbad was contemplating approval of the plans which
would turn Lincoln St. into a parking lot directly in front
of the Monterey complex. He therefore withdrew from the pur-
chase of unit #13f stating that if allowed to go through, this
plan would devaluate the Monterey property and that he v/as no
longer interested in purchasing the second unit.

We are owners of Unit #27 at the Monterey complex at
3080 Lincoln in Carlsbad.
Having heard about the proposed plans for the site now occupied
by the Katmandu, we are very strongly in disagreement for many
reasons some of which are:
Decrease in visibility of the front yard
of the Monterey complex making it much more
at risk for criminal activity.
Removal of seven parking spaces on Lincoln
from general use on a first come, first served
basis giving them over for exclusive use of the
proposed building.
Thank you for this opportunity to express our disapproval of

Dear Ms. Landers
I just purchased condo #12 in the Monterey Condo's in Carlsbad,
California. We have just received word that there is a company
trying to build some condos on Carlsbad Blvd., in front of the
Monterey Condos.
On September 1, 1986 I went to Carlsbad City to find out if any
new buildings were being planned near our condos. I was told that
there was none!!
How can the city turn our front street into an alley with trash bins?
Now looking at the Monterey Condos, the lawns and the trees, I feel
it is very attractive to the eye. Plus any new buildings in front
more than one story high would hurt our view and the breeze from the
ocean, which we do need in the sunraier time.
As a homeowner in Carlsbad I disaprove of this building.

Dear Adrienne Landers:
This letter is to state that as an original homeowner of the
property known as The Monterey, situated at 3080 Lincoln,
Carlsbad, Ca. 92008, I am very negative on the notice I received
stating the city of Carlsbad has granted tentative approval
for the erection of a 5000 sq. ft. building and the closing of
Lincoln Street to through traffic.
There seems to be great discrepancy as to the intent and purpose
of the plans expressed by the owners. Max and Ann Inciyan and the
informations we have noted on the plans our Association has
received from the City. It would not be to the best interest of
The Monterey owners to allow this building to be erected as the
plans show.

Dear Ms. Landers:
I was just informed of the proposed plans for this triangular piece of
property. As a relatively new property owner at 3080 Lincoln Avenue I was
dismayed, to say the least, when advised of these plans.
I am listing some of the items that come to mind.
1. As I understand it, that portion of Lincoln would be shut off to through
traffic. This would create considerable traffic problems in the immediate
area with all South to North traffic being diverted, including emergency
traffic.
2. The portion of Lincoln behind the proposed building would become nothing
more than an alley with trash bins, visable car ports, etc.
3. This, in turn, would ruin our property values. ^
km Our complex of about 25 units would lose most of our guest parking area,
which we need, especially in the summer period.
5. The proposed perpendicular parking, backing up to the open carport area,
would not leave enough room for cars or trucks to maneuver.
6. The ocean breezes we now enjoy would be lost for the most part with the
three story proposed building.
7. The overall aesthetic appearance of our complex and the surrounding area
would be greatly affected. Along this line, my idea of what would really
enhance the area along Carlsbad Blvd., would be for the City of Carlsbad to
purchase this triangular piece of property, and build a beautiful fountain
or some other beautification project to enchance the immediate area.
I trust that after reviewing the plans subfjjitted that this project will
be denied and that the present atmosphere vi\]ype continued or improved

Dear Andrienne:
It has come to my attention that the City of Carlsbad
is about to approve the erection of a 5,000 square ft.
three story building in front of the Monterey complex.
The city proposes to remove the street in front and to
grant parking priviloges to the current owner of the
complex known as the Kotmandou.
This individual purchased what in my minds was a
piece of property with a building on it and to change
the value of the property by decreasing the value
of my property is very unfair. You would interfere with
the entrance to our complex and deplete the current
available parking. We also would no longer be able
to enjoy what limited ocean breezes are available and
the view would be of a parking lot and and the rear
of a three story building.
I have been a property owner in Carlsbad for quite a
few years and my mother-in-law lived in the complex for
ten years before that. I would think you would have an
open City Council meeting before entertaining such a major
move.
If the City of Carlsbad approves such a radical change
to our property I will certainly entertain a lawsuit against
the city to compensate me for the decrease in value of
my property. I might add that there are twenty nine
other property owners that feel as I do.

Pursuant to our recent telephone conversation I hereby wish to
strongly reiterate my opposition to the proposed building change
by the Katman Du Trading Go. in the 3000 block of Garlsbad Blvd.
I am the ov/ner of Unit #1 of the Monterey Condominium complex
at 3O8O Lincoln Ave. My feeUng is that erecting a 3 story-
building v/ill not only increase the noise factor because of con-
tinual slamming of car doors but v;ill also add to the fumes
factor emanating from the exhausts of the cars and lingering due
to the blockage by the proposed building.
Also, noise, smell and flies emanating from a proposed garbage
bin V/ill be highly objectionable.
I hope the Gity will consider the interest 01 the thirty ovmers-
and- or tenants of the Monterey.

I am writing you to protest "Site Plan for 3076 Carlsbad
Blvd.
I have been a property owner in Carlsbad for many years,
namely, 3080 Lincoln #29. Up u.ntil now we have felt the plan-
ning board has acted responsibly and in consideration of all
property owners. But if this plan is approved it will show
favoritism towards a developer and no consideration for exist-
ing property ov/ners on Lincoln. The proposal to desiginate
reserved parking spaces for their complex on our side of the
street is preposterous and possibly illegal.
vve, the owners of the condominium, known as"The Monterey",
have spent considerable time and money to enhance the beauty
and value of our property. To approve a plan that would so
favor a developer at the expense of other property owners in
the area is totally irresponsible. I strongly urge you to rec-
commend disapproval of this plan.

Dear Ms. Landers:
We are owners of unit #4 at the Monterey on 3080 Lincoln
St. in Carlsbad, and feel the proposed plan for tbe
Katmandu would be highly detrimental to our property.
Presently our parking is just adeguate, since only one
parking space is allotted per unit c.t the Monterey, and
most tenants have two automobiles. Closing Lincoln St.
and reserving most of the parking for the Katmandu pro-
perty would cause a major problem.
In addition, we are concerned about the 3-story height
of the building. It would completely block the ocean
breeze we need in summer. The placement of trash bins
is also most unfortunate.
We are not against change, but reguest the City recon-
sider this complex, as it would ruin a complex that is
very attractive and well cared for.

We have been owners for 10 years, U)e have loved our Condo and Carlsbad
But, the last few years the renovation of Carlsbad has left all of us
hating what we once loved very much. Tourists, and their filth. Cut of
state, / country developers who come in rape a beats/tiful place, raise the
cost of living there and then leave it for the residents to solve the
problems they caused. UJe have seen this happen time and time again
whereever we have lived. Now UJE DC NCT PLAN TC ASK FRIENDS AND TENAN.S
TO FACE ANOTHER RESITRICTION TC THEIR VIEW AND ATMOSPHERE. UIE WILL
FIGHT THE NEW PROPOSAL "THE HATWANDOU" PLANS FDR US. AND WE MEAN FIGHT.
Try us and see. We are sick and Lired of working and scraping our butts
off year after year so we may find our place of peace and contentment only
to have city planners and greedy land developers who have no interest in
the area other than money, come in and destroy what we built up for our
selves thru the years. You do not have that right. No one has the right
to destroy anothers persons peace and contemtment or pursuit of joy in
life. We were there first. We count. As we said Try Us And See.
