STAFF REPORT

SUBJECT: RP 86-15 - THE VIDEO PLACE - Request for a Minor
Redevelopment Permit to operate a video tape
rental and sales store at 325 oak Avenue.
I. RECOMMENDATION
It is recommended that the Design Review Board adopt Resolution
No. 082 APPROVING RP 8 6-15.
II PROJECT DESCRIPTION
The applicant is requesting a Minor Redevelopment Permit to
operate a video tape and video cassette recorder rental and
sales store at 325 Oak Avenue. The 1100 square foot structure
has been used previously as a restaurant supply house and a
health food store. The applicant will be renovating the site
and structure. The seven space parking lot will be resurfaced
and restriped. The project is located in Subarea 5 of the
Redevelopment Area.
III. ANALYSIS
1) . Does the project conform to the goals of the Village
Design Manual?
2) . Does the project meet the standards of the zoning
ordinance?
Subarea 5 of the Village Design Manual is envisioned as serving
as the major tourist/tourist commercial related center for the
Redevelopment Project Area. The Redevelopment Area presently
offers little night time tourist oriented entertainment beyond
restaurant dining. This project will help fill that void.
Establishments, such as the Tamarack Beach Resort, routinely
provide video cassette players as part of each units entertain-
ment package.
The project meets or exceeds the standards of the zoning
ordinance. Seven parking spaces are provided where only four
are required. The Engineering Department is requiring a reci-
procal access agreement for the adjacent property to the west
as well as provision for improvements along the Oak Avenue
frontage.
For all of these reasons, staff is able to support the request
for approval of Minor Redevelopment Permit 86-15.
IV. ENVIRONMENTAL
The Planning Director has determined that this project qualifies
for a categorical exemption under the California Environmental
Quality Act.

III. ARCHITECTURE/DESIGN
The proposed upgrade will substantially alter the exterior facade
of the block structure. A red Spanish tile mansard will be installed
on the market portion of the building. V7indow openings will be
enlarged and grated with wrought iron. A used brick veneer will
be attached to the lower quarter of the facade. Stucco will be white
with a coffee brown painted trim.
