HomeMy WebLinkAboutRP 86-18; Soohoo Redevelopment; Redevelopment Permits (RP)ITEMS STAFF REPORT DATE: OCTOBER 15, 1986 TO: DESIGN REVIEW BOARD FROM: REDEVELOPMENT OFFICE SUBJECT: RP 86-18 - SOO HOO - A minor redevelopment permit to renovate an existing office structure at 2885 Hope Street for use as a dental office and social service center. I. RECOMMENDATION That the Design Review Board ADOPT Resolution No. 087 RP 86-18. II. PROJECT DESCRIPTION AND BACKGROUND The applicant is requesting approval of a minor redevelopment permit for the renovation of an existing office building at 2885 Hope Street for use as a dental office and social service counseling center. The specific renovations include enlarging all windows, restuccoing and insulating walls, construction of a handicapped access ramp, plumbing and electrical service for a dental office, interior remodel, and site work to include landscaping and parking area modifications. Six parking spaces will be provided on site. The project is located within subarea 6 of the Village Redevelopment Area. There will be no expansion of the existing 1406 square foot gross floor area structure. III. ANALYSIS 1) Does the project conform to the goals and standards of the Village Design Manual for Subarea 6? 2) Does the project meet the standards of the zoning ordinance? The existing character of Subarea 6 is residential surrounded by a buffer of office/professional uses. The proposed project id located on the edge of the subarea and will serve as the requisite buffer zone. The design manual requires 20% of the lot to be landscaped; the applicant is proposing 25% landscaping. As the project entails an existing office building where no expansion is occurring the zoning ordinance focus becomes the intensity of the use for determination of parking requirements. The office equally divided between medical and professional office; 703 square feet of gross floor area for each use. Medical office parking requirements are 1 space for every 200 square feet of gross floor area, while professional office parking requirements are 1 space for every 300 square feet of gross floor area. Using these standards six parking spaces are required to meet the standards of the zoning ordinance. The applicants' proposal having been reviewed by the engineering department has been suitably conditioned to provide adequate on site circulation and off street parking. Specifically the applicant will be required to remove the existing two car garage to allow for adequate circulation and parking turnaround dimensions Staff is able to support the project, as conditioned, due to its conformance to the goals and standards of the Village Design Manual and therefore recommends approval of RP 8 6-18. ENVIRONMENTAL REVIEW The project qualifies for a Class 1 categorical exemption under the California Environmental Quality Act. ATTACHMENTS 1. Design Review Board Resolution #087 2. Location Map 3.
