Re: Carlsbad Inn Tennis Facility
Dear Mr. Stober:
Thank you for the opportunity to comment on the Negative Declaration
granted to Carlsbad Inn by the City of Carlsbad for a Tennis Club
facility in the City's downtown redevelopment area. The proposal to
construct such a facility within the AT & SF Railroad right-of-way
raises two concerns as to consistency of the project with the
policies of the Coastal Act. Both of these concerns involve the
provision of adequate parking as it relates to the public access
policies of the Coastal Act.
Chapter 3 of the Coastal Act contains a number of policies including
Sections 30210, 30212.5 and 30214, which call for proper planning
and permit review to assure that opportunities for public access to
the coast are protected and enhanced. The village redevelopment
area of Carlsbad, in which the proposed project lies, is adjacent to
Carlsbad State Beach, a heavily used recreation area. A continuing
problem within this area has been a lack of available public
parking. The development of the area with both residential and
commercial projects has created a situation where beach visitors
compete with area residents and shoppers for the limited on-street
parking which does exist.
For some time now the possibility of using portions of the AT & SF
right-of-way for parking resevoirs has been discussed by area
planners. The expanse of the right-of-way and its proximity to the
beach makes it a good location for the provision of much needed
public parking. To provide such parking however, would require a
careful and comprehensive plan to locate the parking in the areas
where it is most needed. Thus, a proposal to construct a tennis
facility prior to development of such a comprehensive plan for the
railroad right-of-way is a cause for concern.

As an additional note, the establishment of a tennis club will
create the need for additional parking to serve its patrons. Staff
of the Coastal Commission would hope that adequate parking for the
project would be provided on-site so that no new competition for the
existing on-street parking occurs.
In the event that the Carlsbad Inn project does proceed prior to
development of a comprehensive plan for the right-of-way. staff
would also recommend that some consideration be given to the
development of additional parking, available to the general public,
concurrent with construction of the proposed tennis facility.
