Dear Lance:
Per Section number 21.44.050(4) of Parking Ordinance No,
9804, the owner of the State Street Plaza hereby makes a
formal request for joint use parking to accommodate the
Unity Church. The joint use arrangement shall be based on
the information previously sent to you contained in the
letter of September 2, 1987.

Dear Mr. Schulte:
Per request from the William Hofman Company, we will do the
folllwing improvements by September 30:
1, We will repair the crack in the sidewalk on Roosevelt Street.
2, We will install a small wooden wall extending the concrete
retaining wall out to the sidewalk.
3, We have removed the extra trash container from the parking
area .

SUBJECT: Parking Demand and Hours of Operation for the
State Street Plaza,
Dear Lance:
Enclosed please find the revised tables for the hours of
operation and weekly parking demand for the "State Street
Plaza". In addition, an exhibit showing the present
occupants and their location within the State Street Plaza
and a parking diagram is enclosed. The revisions to the
tables and the exhibit were generated as a result of our
discussions at the August 24, 1987 meeting at the city of
Carlsbad,
At that meeting, we discussed the remaining issues that
were of concern to the Planning Department. Of major
concern was the parking demand at State Street Plaza. You
indicated that with the submittal of the enclosed tables,
the parking demand issue has effectively been resolved. To
reiterate, these tables indicate that at no time during the
week does the parking demand exceed the number of spaces
available at State Street Plaza. In addition, the parking
diagram shows that the existing parking configuration
conforms to the parking ordinance standards.

Dear Steve:
Meeting at State Street Plaza to discuss Unity
Church Engineering Issues.
This letter is a summary of our meeting on August 24, 1987
at the State Street Plaza to resol ve the engineering issues
for the Unity Church conditional use permit. A nuraber of
issues were raised in the city's June 26 , 1987 letter
including drainage improvements, closure of north driveway,
public improvements and the trash enclosures.
Our discussion of the issues were as follows:
1. Public Improvements - The City would like to see the
cracked sidewalk on Roosevelt Street repaired prior
to the Unity Church commencing its services. You
indicated that the drain along State Street did not
have to be addressed by Unity Church.
You would like the northern property line near
Roosevelt Street provided with a small wall to
prevent dirt from the adjacent property spilling
onto the State Street Plaza property. Also, this
wall would prevent unsafe turning movements into the
Plaza from Roosevelt Street into the most northerly
driveway.
2. Future Agreement - The City would like the owner of
the State Street Plaza to pursue an agreement with
the adjacent property owner to the north for a joint
parking use agreement. This would allow for more
integrated planning of the parking lots on both
properties. In lieu of an agreement, the City would
accept a letter frora the State Street Plaza owner
indicating his willingness to enter into such an
agreement at a future date.

3. Trash Enclosure - The extra trash bin not contained
in an enclosure must be removed. The need for
additional trash pick up must be addressed by the
property owner. The possibility of a common trash
enclosure with the adjoining property will be
proposed as the adjacent lot develops. This common
trash enclosure could be part of the above
agreement.
This is a sumraary of the meeting as we understand it.
Please call rae at your earliest convenience if you find any
discrepancies. Again, thank you for meeting with Sheila
and me to resolve these issues.

SUBJECT: Hourly Parking Demand for State Street Plaza.
Dear Lance:
As you requested in our telephone conversation on August 18,
1987, enclosed please find the hourly parking demand for all
tenants located in State Street Plaza. The table shows the hours
of operation, square footage per tenant, parking demand ratio and
the parking spaces required per tenant for Monday-Friday,
Saturday and Sunday. As you can see, the table shows that at no
time does parking demand exceed the parking spaces available at
State Street Plaza.
I hope this additional information helps resolve the parking
issue for State Street Plaza, In addition, I am meeting with
Steven Jantz on Friday morning at the State Street Plaza to
discuss the drainage and public improvements issues. With these
issues resolved, we look forward to a scheduled hearing.

call.

these numbers accurately reflect the parking space demand during
the Unity Chapel hours of operation. This demand is well below
