I. RECOMMENDATION It is recommended that the Design Review Board ADOPT Resolution No. 103 APPROVING RP 87-7. II. PROJECT DESCRIPTION The applicant is requesting a minor redevelopment permit to refurbish an existing restaurant at 2747 Carlsbad Boulevard to include rebuilding the front deck, enclosing and extending the rear deck, and providing handicapped restrooms. The gross floor area of the on site structures will be approximately 2900 square feet. The site is leased from St. Michael's Episcopal Church which provides access to 41 parking spaces adjacent to the rear of the restaurant. III. ANALYSIS The project is located in the tourist serving commercial area of the Redevelopment Project. As such a restaurant is a beneficial use. From a development standard viewpoint the focus of an expansion becomes adequate parking. The previous tenant, "Betty's Garden Cafe", used the existing landscaped brick patio for dining. Restaurants are parked at a ratio of 1 space for every 100 square feet of gross floor area for the first 4,000 square feet, and 1 space for every 50 square feet of gross floor area in excess of 4,000 square feet. Therefore, no more than 1,150 square feet of patio dining area could be employed by the applicant. The existing situation also has autos parked on an unimproved area between the structure and the Carlsbad Boulevard right-of-way which requires backing out to enter the flow of traffic. The Engineering Department has conditioned the applicant to improve the Carlsbad Boulevard frontage which will also serve to preclude the hazardous traffic movement. As conditioned the project meets all development standards and the goals and objectives of the Village Redevelopment Area. Staff recommends approval of RP 87-7. ARCHITECTURE The expansion of the front deck area with its lattice work railing is in keeping with the original design of the structure. The hot mopped shed roof over the rear extension is somewhat less inspired but still suitable for the rear of the structure when considering the screening effect of the surrounding landscaping and structures. The five 5'xlO' windows placed around the enclosed deck will also serve to soften the box like aesthetics of the shed roof.
