The project is within Sub-Area 6 of the Village Redevelopment Area. I. RECOMMENDATION That the Design Review Board ADOPT Resolution No. 140 approving RP 89-1. II. PROJECT DESCRIPTION AND BACKGROUND The applicant is requesting a minor Redevelopment Permit to convert and renovate an existing 1,036 square foot residential structure and attached 1,050 square foot garage. This structure would be used as a general office building. The garage would be used for parking for that office building. As shown on the location map, the site is surrounded by single family residences to the west and north. Existing office buildings are located to the south and east. III. ANALYSIS Planning Issues 1. Is the project consistent with Carlsbad's Redevelopment Program? Specifically, the Village Area Redevelopment Plan and Village Design Manual? DISCUSSIQN Both the Redevelopment Plan and the Village Design Manual encourage the development of offices within Sub-Area 6. Sub-Area 6 is a transitional buffer area between residential uses to the east and the Village Core Area to the west and south. As such, office structures and uses should be compatible and complimentary to surrounding residential uses. As shown on Exhibits "A" and "B", the applicant proposes improvements both to the site and the buildings. The structure will be reroofed and restuccoed, resided and painted. This will up-grade the property, yet retain its predominately residential character for land use compatibility. The project will RP89-2 - BENTSON MAY 17, 1989 PAGE 2 provide handicapped parking and access and utilize the existing garage structure for regular parking. Signage as shown on the front elevation is subdued. This helps assure visual compatibility with surrounding residential uses. Exhibit "B" shows the proposed landscape plan. The landscape plan provides an intensification of landscaping on the site which will help screen the use from surrounding residential uses and assure a positive presentation of the office space. By providing four parking spaces, the proposed office building will meet the City's minimum standards for general office use. Conditions have been imposed on the project to assure that only general office uses will occupy the site and that the project is a positive contribution to Carlsbad's redevelopment efforts. As conditioned, staff recommends that the Design Review Board approve RP 89-1. IV. ENVIRONMENTAL REVIEW On March 14, 1989 the Planning Director has determined that this project qualifies for a Section 15303 (Class 3) exemption for conversion of small structures. ATTACHMENTS 1.
