HomeMy WebLinkAboutRP 90-02; Carlsbad Historical Society Museum; Redevelopment Permits (RP)APPLICATION COMPLETE DATE: August 8. 199Q STAFF REPORT DATE: SEPTEMBER 19, 1990 TO: DESIGN REVIEW BOARD FROM: PLANNING DEPARTMENT SUBJECT: RP 90-2/CDP 90-1 - CARLSBAD HISTORICAL MUSEUM - Request for a Redevelopment Pennit and Coastal Development Permit to relocate a single family dwelling from 1101 Knowles Avenue to a site just east of Alt Karlsbad on Christiansen Way in Sub-area 5 of the Village Redevelopment Area. I. RECOMMENDATION That the Design Review Board ADOPT Design Review Board Resolution Nos. 154 and 155 APPROVING RP 90-2 and CDP 90-1, based on the findings and subject to the conditions contained therein. IL PROJECT DESCRIPTION AND BACKGROUND The Carlsbad Bicentennial Historical Society is proposing to move an existing, historically significant structure from its current site at 1101 Knowles Avenue to a new location on Christiansen Way. At its new location, the house will function on a temporary basis, as a museum and office for the society until a permanent structure is built. III. ANALYSIS Planning Issues 1. Is the proposal consistent with the goals of the Redevelopment Plan as it implements the General Plan? 2. Does the proposal comply with the land uses specified in the Village Design Manual for Sub-area 5? 3. Does the proposal comply with the development standards for Sub-area 5? 4. Is the proposal consistent with the Local Coastal Program? Discussion The subject site is located in Sub-area 5 which has traditionally functioned as the major tourist- serving commercial center in the Village Redevelopment Area. The implementing General Plan document for this area, the Village Design Manual, states that the design concept for Sub-area 5 is to coordinate tourist, recreational and commercial activities of the beach area with the Village Center. It says further that the Design Review Board will be concemed with preserving local landmarks. Since the museum will serve tourism and preserve a local historic building, it complies with the goals for the Redevelopment Area. (!) RP 90-2/CDP 90-1 - CARLSBAD HISTORICAL MUSEUM SEPTEMBER 19, 1990 PAGE 2 Permitted land uses in Sub-area 5 include those allowed in the C-1, C-2 and R-3 zones. A museum is not specifically listed among the land uses permitted in those zones; however, the C-1 zone allows institutions of a philanthropic nature. The proposed museum will be operated by the Carlsbad Historic Society, a nonprofit orgamzation, and thus complies with this provision. The proposed structure also complies with all development standards. A 10' frontyard setback has been provided with sideyards of 10 and 7.4 feet. Parking spaces for museums are required at one space for each 500 square feet of floor area. The proposed building with 714 square feet has provided three parking spaces with access taken from Christiansen Way. Although the structure will be placed on a permanent foundation, permanent facade improvements have not yet been determined by the Historic Society. At this time the roof will be replaced, the siding repainted, and shutters added at the windows. The site is located within the boundaries of the Coastal Zone and must, therefore, comply with the Local Coastal Program. The Local Coastal Program for the Village Redevelopment area is implemented by the provisions of the Village Design Manual and Redevelopment Plan. Since the proposal is consistent with those documents (as described above) it meets the requirements of the Local Coastal Program. IV. ENVIRONMENTAL REVIEW The Planning Director has detennined that this project is exempt under Section 15303 of the Califomia Environmental Quality Act Guidelines.
