SUBJECT: RP 90-5/CDP 90-2 - ROOSEVELT PARKING LOT - Request for a
Redevelopment Pennit and Coastal Development Pennit to constmct a 55-
space public parking lot on the northeast comer of Carlsbad Village Drive
(formerly Elm Avenue) and Roosevelt Street in Sub-area 1 of the Village
Redevelopment Area.
I. RECOMMENDATION
That the Design Review Board ADOPT Design Review Board Resolution No. 158
APPROVING the Negative Declaration issued by the Planning Director, and ADOPT Design
Review Board Resolution Nos. 156 and 157 APPROVING CDP 90-2 and RP 90-5.
II. PROJECT DESCRIPTION AND BACKGROUND
During the streetscape program on Carlsbad Village Drive, the Housing and Redevelopment
Commission directed staff to locate additional parking on or near this street and to
maximize the number of spaces at each potential site. In response to this direction, staff
has negotiated a 5-year lease, with option to purchase, on a 17,500 square foot site at the
northeast comer of Carlsbad Village Drive and Roosevelt Street. On this site, a 55-space
public parking lot is proposed.
The site is located in Sub-area 1 of the Village Redevelopment Area. It is also in the
Coastal Zone and thus is subject to the Local Coastal Plan for the Redevelopment Area.
The lot is not being proposed to satisfy off-street parking requirements of other land uses
in the Redevelopment Area since doing so would require a Local Coastal Plan Amendment.
Use of this site as a parking lot is projected to be temporary while long-term parking
solutions are sought and a new Master Plan for the Village Area is developed.

III. ANALYSIS
Planning Issues
1. Does the proposal comply with the goals and policies of the General Plan as well
as those specified in the Village Design Manual for Sub-Area 1?
2. Does the proposal comply with the intent of the Village Design Manual?
3. Is the proposal consistent with the Local Coastal Program?
DISCUSSION
The proposed parking lot does comply with the goals and policies of both the General Plan
and the Village Design Manual for Sub-area 1. The goal of this Sub-area is to function as
a major financial, specialty, commercial center for the downtown area. The proposed
project complies with this goal by providing parking facilities to serve retail uses, by
encouraging pedestrian activity, and by improving automobile circulation in the Village
Center and along Carlsbad Village Drive.
The layout and design of the proposed parking lot complies with the intent to provide
landscaped parking areas in the Village Center. The 55 space parking lot provides a
combination of 28 compact stalls and 27 regular stalls accented with perimeter landscaping
and interior tree wells. Aisle widths comply v^th engineering standards with the exception
of the one which parallels Roosevelt Street. That aisle will be 22.5 feet wide but will be
workable as it exclusively serves a short row of compact stalls.
The LCP designation for the proposed site is "core area/general commercial". Although not
a retail use, the parking lot is consistent with this intent by providing convenient, safe, and
attractive off-street parking to encourage pedestrian traffic and improve general circulation
for retail uses in the area. The lot v^ll be conditioned to prohibit its use firom meeting off-
street parking requirements for other land uses in the Village Redevelopment area unless
a formal amendment to the Local Coastal Program is approved by the Califomia Coastal
Commission.
rv. ENVIRONMENTAL REVIEW
The site was field checked during environmental review. It was found to have been
previously graded and developed with three residential units. No archaeological sites, rare
or endangered plant or animal species are known to exist on the site. The Planning
Director has determined that the proposed project could not have a significant effect on the
environment and has issued a Negative Declaration. A copy of the Negative Declaration
is on file at the Planning Department.

Coastal Development Permits to implement the Village
Redevelopment Area's Streetscape Project.
I• RECOMMENDATION
That the Housing and Redevelopment Commission ADOPT Resolution
No. 126, 127, 128, and 129, APPROVING CDP 88-7, CDP 88-8,
CDP 88-9 and CDP 88-10, based on the findings and conditions
contained therein.
II. PROJECT DESCRIPTION AND BACKGROUND
As indicated by the separate applications, the project has four
distinct components. *
The f irst'com.ponent is the enhancement of the Elm Avenue and
Carlsbad Boulevard Streetscapes. The enhancement would extend
from Pio Pico to Garfield Street on Elm Avenue from Oak to
Pacific Street on Carlsbad Boulevard. The project proposes; 1)
resurfacing roadways and sidewalks, 2) enhancing the landscaping
of the roadt^ay medians and parkway, and 3) roadway improvements
to enhance circulation and access to the Village. On-street
parking and bike routes on Elm Avenue will be eliminated by the
proj ec t.
The second component is the Streetscape Sculpture. This project
is located on State owned property west of Carlsbad Boulevard,
between Pine and Oak Avenues.
The third component is the portion of the Streetscape Program on
Elm Avenue and Carlsbad Boulevard which is within the Coastal
Development Permit Appeals area. Approvals of projects within
this area can be appealed to the California Coastal Commission.
The last component of the project is an off-street Downtown
parking program.

III- ANALYSIS
Does the project conform to the Village Redevelopment segment of
Carlsbad's adopted Local Coastal Program?
On December 14, 1987, the California Coastal Commission granted
permit authority to the Redevelopment Agency to issue Coastal
Development Permits. Coastal Development Permits must implement
the Village Design Manual and the specific Coastal requirements
outlined in the Village Design Manual. For the project, those
requirements relate to urban design, the provision of adequate
off-street parking and the elimination of bicycle facilities on
Elm Avenue.
The Streetscape Project's Design clearly implements the design
goals of the redevelopment area. The Streetscape Project will
provide landscaping, enhanced pavement, pedestrian furniture -
such as benches and trash compactors, public art and signage.
The specific coastal requirements do not allow reductions, or
off-site provision of, off-street parking requirements for
redevelopment projects unless amendments or exemptions are *
formally approved by the Coastal Commission. The proposed •
Streetscape Project will remove appr ox ifna te 1 y 92-95 on-street
parking spaces. Although not a Coastal requirement, these 92-95
on-street spaces will be replaced by the 111 off-street spaces
proposed by the Downtown Parking Program. The project complies
with the Specific Coastal parking standards of the Village
Redevelopment Segment of Carlsbad's Local Coastal Program for two
reasons. First the proposed project in total will increase the
amount of parking by 16-19 spaces, second, the 111 off-street
parking spaces will not be used to satisfy any required off-site
parking requirements for any other redevelopment project-
Carlsbad's circulation element of the General plan identifies Elm
Avenue as a bicycle route and the Village Design Manual
specifically encourages bicycle linkages within the redevelopment
area. Although the proposed project could make safe bike travel
on Elm Avenue difficult, it will provide bike routes one block
north on Grand Avenue from Harding to Carlsbad Boulevard. As a
result, this improvement would be consistent with Carlsbad's
circulation element to provide safe and efficient bike travel in
the area.
IV. ENVIRONMENTAL
The Planning Director has determined that this project has
already been considered in conjunction with a previously
certified Negative Declaration dated, January 20, 1988, and
confirmed by Housing and Redevelopment Commission Resolution No.
98, February 2, 1988, and therefore, has issued a Notice of Prior
Environmental Compliance dated January 18, 1989. A copy of the
Negative Declaration is on file in the Planning Department.
