I. INTRODUCTION

THE PLANNING COMMITTEE
From its origin in the late
19th Century St. Michael's
Episcopal Church of Carlsbad
had become familiar with the
phenomena of growth and
expansion. Indeed the small
"Old" Chapel that had been
relocated to the present site
is a constant reminder of the
continual growth at St.
Michael's. In more recent
years the need for expansion
of present facilities appears
to be imminent. In the year
of 1990, a Committee made up
of members of St. Michael's
was formed for the purpose of
orderly planning the Church's
immediate and future growth
needs.
PLANNING DOCUMENT 90-1
One of the first chores of the
Planning Committee was to
update previously recorded
congregational statistics and
surveys.
Ad-hoc committees would
contribute specific
information to eventually
become a segment of the
published committee report
entitled Parish Expansion
Plannina Document 90-1. The
Document would become an
important tool for continued
planning as it contains
essential information in the
formulation of the Master Site
Plan.

THE ARCHITECT
One of the duties of the
Planning Committee was
to select an Architect to
assist the Parish to further
the planning process and
develop a Master Site Plan
that will affect the future of
St. Michael's for many years
to come. Several Architects
were interviewed by the
Committee and the Vestry
approved their recommendation.
On the first day of December
1990, St. Michael's entered
into an Agreement with the
Architectural firm of
John C. Stevenson Architect,
Inc. of San Diego for the
preparation of a Master Site
Plan.
THE PROFESSIONAL TEAM
Before the completion of the
Master Site Plan, several
professional Consultants
became involved in the
planning and development
process. The list includes a
Civil Engineer, a Soils
Engineer, a Landscape
Architect and an Organ
Consultant. The Architect
coordinated the work of
this team of professional
Consultants to achieve a well
planned functional Master Site
Plan.

GOVERNMENTAL AGENCIES
Several governmental agencies
will eventually be involved
with the land use
approval of a portion
or all of the Master Site Plan
for St. Michael's. Some of
the City of Carlsbad agencies
that have been contacted are:
- the Redevelopment Agency
- the Fire Department
- the Planning Department
- the Building Department
- the Engineering Department
It had been determined that
since the site is in a special
zoning area that is under the
jurisdiction of the Carlsbad
Redevelopment Agency, approval
of the site development will
not be required by the
California Coastal Commission.

Ad Hoc groups of the
St. Michael's Planning
Committee established certain
guidelines to satisfy present
and future needs of
St. Michael's Church. The
needs were classified by the
Committee as they related to
six major areas of the site.
These major areas are shown
listed on pages 41, 42, 43 and
44 of Document 90-1. The
Committee also divided the
items listed under each major
area into two categories, one
being "Space" and the other
being "Requirements." Where
the Architect's design
recommendations refer to
project "Requirements" he is
referring to the Committee's
nomenclature of "Space and
Requirements" including all
items listed on the reprinted
portion of Document 90-1 that
follow.
Refer also to Appendix for
assigned responsibility of
requirements.

This statMMnt of needs is unique to the St. Hichael's Beabership. It answers
•any basic questions as to bow to Meet current requireaents and those of five
to ten years in the future. The list was prioritized as it was created.
The coabination of all iteas is needed now and is priority one. Adequate space
does aot exist for the adainistratiTe duties of the Rector and his staff. The
existing facilities will have to be aodified. The services of an architect will
now be solicited.
Throughout our discussions, concems of special iaportance have been noted as
they affect worship services. While aost are not obtrusive, failure to take thea
into consideration aught result in serious deficiencies. All decisions aade by
the architect and coaadttee aeabers aust be fully discussed. These special
concems include a possible unification of architectural styles, public address
systea, equipaent for the hearing iapaired, handicapped access, expanded storage
facilities, lighting and wiring, energy conservation, historical preservation
and a security systea against vandalisa and fire (though not necessarily in this
order).
The needs assessaent is the product of the Ad Hoc CoMittees and the result of
considerable discussion and brainstorming by the Planning Goaaittee. It is
divided into six basic areas and each area is divided into 1 - Space
(construction) and 2 - Requireaents (reaK>deling).

PLANNING COMMITTEE
& ARCHITECT
For a period of
approximately six months,
periodic meetings were held
between Ad Hoc groups of the
Planning Committee of
St. Michael's and the Architect.
Father Woodridge was always
in attendance. The initial
meetings included an in-depth
understanding of the Parish
Expansion Planninq Document 90-1
by the Architect as explicit
descriptions of the requirements
of the Document 90-1 were
given to him by Committee
members. An on-site survey of
all facilities on the site was
conducted. Before the
Architect's work began, the
Planninq Document 90-1 was
critiqued by the Architect and
revised and amended as deemed
appropriate by the Committee.
From the Planninq Document 90-1
flowed the planning process
that evolved into the Proposed
Conceptual Master Site Plan.
Periodic presentations of the
concepts of the use, size and
relationship of various
structures on the site were
made by the Architect to the
Committee of-the-Whole and the
Vestry and approval of the
conceptual site plans were
forthcoming.
FUNCTIONAL RELATIONSHIP STUDIES
In an effort to study
functional relationships of
required spaces, the Architect
prepared several series of
sketches diagraming such
relationships. For clarity,
the Architect labeled each
major area designated in the
Document 90-1 by the Planning
Committee with consecutive
Roman numerals. The major
areas remain in the same order
as they appear in the Document
90-1. Requirements listed
beneath the title of the major
areas are numbered
consecutively and basically
conform to those listed in the
Document 90-1. Responsible
parties for implementation of
the program requirements
appear in the Appendix of this
report. The following sheets
show the current series of
acceptable diagrammatic

From the onset of the Project
the Architect was aware of
certain aspects of current
site or building conditions
which would be a "challenge".
One such condition is the
large expanse of the Church
roof when viewed from Carlsbad
Boulevard and the southeast
corner of the site. The view
of the massive roof is further
exacerbated by exhaust fan
covers and plumbing pipe vents
that penetrate through the
roof. Another undesirable
condition is that the sloping
Church roof as viewed from
Carlsbad Boulevard visually
bisects the freestanding tower
east of the Parish Hall. The
tower serves little purpose.
Buildings and hardscape
pavement have been constructed
in a manner that has no
overall design coherence.
On a more positive note, two
meetings with an Assistant
Planner of the City of
Carlsbad and conversations
with the Chairperson of the
Carlsbad Redevelopment Agency
indicated that special design
treatment of the site is in
order. St. Michael's Church
property is classified as CT
(Commercial/Tourist) Zoning
Sub-Area 5. The Villaqe
Desiqn Manual contains several
prescribed design features for
this sub-area. The document
refers to the intersection of
Carlsbad Boulevard and
Christiansen Way as being one
of importance and indicates
any corner of a site that
shares this intersection
should receive "special
attention" relative to its
design. Considerations such
as "viewpoints, gateways, and
preserving local landmarks"
are strongly recommended.
In the design concept of the
Master Site Plan of
St. Michael's Church, all
of these design suggestions
have been incorporated. An
entry plaza, a gateway, and <
view into the site has been
created in the proposed
design.

In addition to those
recommendations by the
Planning Agencies, the
Architect demonstrated that
almost all of the present
central court area will be
preserved and enhanced with
designed landscape and
coordinated hardscape.
To emphasize the strong visual
axis created diagonally into
the proposed site plan, a
major piece of sculpture,
possibly a large Celtic cross,
has been dedicated a
predominant position in the
center courtyard area.
To give the site a sense of
security and unity a short
garden wall with intermittent
landscaped niches surrounds
the site. The wall separates
public space from the more
private gardens and patios.
As a result of these
considerations, the following
initial conceptual
Master Site Plan
was created.

ARCHITECTURE
It is recommended that an
important feature of the
Master Site Plan design
concept should be unification
of the building design of
those presently constructed
and of those that are to be
constructed. Since the "Old"
Chapel represents the heritage
of St. Michael's Church, the
design Architect designated to
create new buildings and to
renovate presently constructed
buildings should be encouraged
to reflect the motif of the
Old Chapel.
The proposed Master Site Plan
should be reinforced by the
Architecture within the site.
The following conceptual
building plans are examples.

LANDSCAPE ARCHITECTURE
The landscape design has been
developed to incorporate most
of the existing landscape
features while providing new
pedestrian circulation paths
and new focal points. A
public entry courtyard has
been created at the corner of
Carlsbad Boulevard and
Christiansen Way to give
importance to the main
pedestrian entry of the site.
A sculpture of St. Michael in
a circular planter is
suggested and aesthetically it
becomes the focal point of the
entry courtyard. The
sculpture also denotes the
beginning of a visual diagonal
axis that extends into the
site and terminates in the
central court with a monumental
Celtic Cross. This view is
framed by the gated entry
archway. The Celtic Cross has
a backdrop of green contrasting
foliage to give it further
emphasis.
The visual axis is enhanced
with pedestrian walks, gardens
and buildings. Special paving
in the major diagonal walkway
consisting of individual
paving blocks are suggested.
This paving would consist of a
triad of hexagons and would be
installed in the entry
courtyard and in front of
major entries to buildings in
the site.
Several garden areas are
planned for meditation. These
areas will be created using
plantings, pathways, benches
and sculpture. Wherever
possible existing trees and
open space areas are being
preserved and developed for
greater use. This is
particularly true for the
present central courtyard
area.

Over the past eight months,
the Ad Hoc Committees of St.
Michael's Planning Committee,
the Architect and the
Landscape Architect have met
many times to bring focus to
the future needs of
St. Michaels Church as
they relate to interior and
exterior spaces, both new and
existing. These needs coupled
with creativity in design of
proposed building and
landscape should result in a
functional and aesthetically
pleasing facility for

SITE ENTRY GATES
Although several meetings have
been held between the
Architect and a Carlsbad City
Planner, the Master Site Plan
has not yet been formally
submitted for City Planning
Approval. The purpose of
these meetings was to
establish a rapport and
understanding between
Architect and Planner and to
exchange ideas and information
to achieve a meeting of the
minds in order to present and
achieve acceptance of the
Parish's plan to the City
Planning Department and
Redevelopment Agency. This
has been accomplished. The
Master Site Plan is now ready
for submission to the
community agencies and others
having interest in the Parish
development.
The Architectural renderings
are to assist in visualizing
the principal features of the
site.

In the Fall of 1991, after
presentation of St. Michael's
Master Site Plan to the
Episcopal Diocese Committee of
Facilities and Architecture
the Plan will be submitted for
preliminary review to the City
of Carlsbad Planning
Department and Redevelopment
Agency.
PHASING
On 15 July 1991, the Vestry of
St. Michael's voted
unanimously to accept the
following phasing for building
priorities in the order
presented:
1. Administration Building
(New)
2. Parish Hall Building
(Renovation)
3. Church Building (Addition
& New)
4. Education Building
(Addition & Renovation)
5. Chapel (Upgrade)
Construction phasing of the
above priorities will allow
for the orderly development of
the Master Plan and, in so
doing, making the financial
aspect of such a program
more affordable by extending
it over a longer period of
time.

DESIGN & CONSTRUCTION
For each phase of the work
the normal sequence of events
involving construction of the
buildings is as follows:
1. Preparation of
Schematic Building Plan
and Outline Specifications
2. Preparation of Design
Development Building Plans
and Selection of Systems,
Materials and Structure
3. Preparation of Building
Contract Drawings &
Specifications
4. Competitive Bidding
5. Construction
It is generally an accepted
resolution of the people of
St. Michael's that the most
current pressing need is for
administrative space. This
function of the Church is
inappropriately operating in
the confines of two classrooms
of the Education Building.
Privacy and efficiency of
operations is sorely needed.
Certain spaces that are
normally provided for
administrative functions are
nonexistent.
Preparations for construction
of the Administration Building
will commence when Contract
Drawings and Specifications
are prepared by the
Architect.
SUMMARY/CONCLUSION
The "challenge" has been met.
The Master Site Plan is not
carved in granite, but is
rather the basic foundation
for future growth.
Modification may be made to
the Master Site Plan from time
to time as circumstances
impact on the long range
Program; otherwise, as it
evolves it becomes a finely
polished stone.
It is the sincere desire of
the professional design team,
in harmony with St. Michael's
Planning Committee and the
people of St. Michael's that
the Master Site Plan that
accompanies this manual will
successfully meet the needs of
St. Michael's-by-the-Sea
Parish into the next
century.
