PROJECT: RP-92-07; VILLAS OF PACIFICA AND PACIFICA PALMS
The Engineering Department has completed its review of the subject
project for application completeness. The application and plans for
this project are incomplete . The items needed to make the
application complete are as follows:
1. A subdivision proposal requires an application for a tentative
subdivision map by state law. This requirement is in addition to
the Redevelopment Permit application.
2. Subdivisions involving condominiums require that an application
for a Condominium Permit or a Planned Unit Development Permit be
made as per city code.
3. A preliminary hydrology map and calculations were not submitted.
Pre-development conditions and post-development flows and
conditions need to be shown.
4. The following informational data required to be on the site plan/
tentative map/ exhibit is missing:
A. The ADT must be shown on the exhibit broken down by use.
B. Not all of the easements are plotted on the exhibit. Refer
to the title report, items 7, 8 and 9.
C. Methods of handling the drainage are not clearly shown.
D. Proposed density in dwelling units per acre is not shown.
In addition we have made a preliminary review of the project for
engineering issues. An in depth review was not made. Other issues
may be uncovered as further review takes place. The issues to date
are as follows:
1. The plans show planters and steps in the public right-of-way
of Carlsbad Boulevard and the corner return to Beech Avenue. For
this to occur an Encroachment Permit must be approved by the City
Council. A separate application for an Encroachment Permit must be
submitted.
2. The term "Vertical Lot" shown on the tentative map is not
recognized by us. Whenever the word Lot is used we want it to mean
a monumented parcel of land.
3. If all the issues can be resolved we could only support this
project as a one Lot condominium project. This due to the multiple
cross lot access issues. Other solutions might be possible.
4. The parking garage for the retail use needs to have a through
circulation. The long cul-de-sac layout is the issue. Providing a
turnaround would not suffice to resolve this issue. We could
support a right in and right out connection to Carlsbad Boulevard.
5. To fully evaluate the parking layouts include a dimension for
the columns. A 5 foot by 24 foot backout clearance is required for
each end space. An additional 2.5 foot width is required for each
space adjacent to a solid wall for door opening.
6. The circular entrance from Christiansen Way has a radius too
small as measured by scale for passenger vehicle turning. The
outside turning radius for a P-design vehicle is 24 feet minimum.
Show actual dimensions for a full evaluation.
7. The width as measured by scale of each end of the above
circular entrance does not meet our minimum of 12 feet. Again show
actual dimensions.
8. The "proposed service drive" shown on Carlsbad Boulevard is
not acceptable. Parked service vehicles will completely block
pedestrian travel. Unloading of trucks could block the bicycle
lane.
9. The use of the 5 foot road easement across APN 203-172-20 as
a walkway is probably not a permitted use. Also this easement is
appurtenant only to APN Parcel 203-172-21 and not to APN 203-172-23
and 12 which will also use the easement. It may be that you do not
have sufficient interest in the property for this use.
10. The gated entrance to the condo parking does not meet City
Policy No. 3. You need to provide a turnaround in front of the
gate. One solution to this might be to move the gate out to the
circular entrance. A full evaluation of the circular entrance and
finding it workable would be needed.
11. You will be required to meet the NPDES permit requirements
to reduce urban pollutants in the drainage. The size of the
structures and the lot coverage you are proposing may severely
limit your ability to meet this requirement.
