Pian review recommendations Lighting- Aisles, passageways, and recesses related to and within the building complex shall be illuminated with an intensity of at least twenty-five one hundredths (.25) footcandles at the ground level during the hours of darkness. Lighting devices shall be protected by weather and vandalism-resistant covers. Open parking lots shall be provided with a maintained minimum of one (1) footcandle of light on the parking surface during the hours of darkness. Lighting devices shall be protected by weather and vandalism covers. Landscaping- The exterior landscaping should be kept at a minimal height and fullness giving police, security services and the general public surveillance capabilities of the area. It should also be designed so as to not provide coverage for someone trying to hide. Storage or disposal bins- should be located away from the area of any loading or receiving area. Disposal bins should be designed in a manner as to not provide coverage for someone trying to hide or sleep. Doors- Wood doors shall be of solid core construction with a minimum thickness of one and three fourths inches. Hollow steel doors shall have a minimum sixteen U.S. gauge and have sufficient reinforcement to maintain the designed thickness of the door when any locking device is installed. Glass doors shall have fully tempered glass or rated burglary resistant glazing. t # All swinging exterior wood and steel doors shall be equipped with security hardware such as a dead bolt, re-enforced strike plate and latch cover. All double doors shall be equipped with an astragal constructed of steel a minimum of .125 inch thick which will cover the opening between the doors. The astragal shall be attached to the outside by means of welding or with non-removable bolts spaced apart on not more than ten inch centers. The inactive leaf shall be equipped with metal flush bolts having a minimum embedment of five-eighths inch into the head and threshold of the door frame. The jamb on all aluminum frame swinging doors shall be so constructed or protected to withstand 1600 pounds of pressure in both a vertical distance of three inches and horizontal distance of one inch each side of the strike, so as to prevent violation of the strike. Panic hardware shall be installed whenever it is required by the Uniform Building Code. Cashier-Special attention should be given to the cashier area. It should be placed to afford the cashier visibility of the entrances and exits with no signs or obstacles impeding surveillance. The entrance and exits should be well defined and marked to avoid conflicts. Viewers- The door to the rear should be equipped with a viewer. The entrances should be given additional lighting during hours of darkness. All exterior lights should be of the vandal resistant type. All roof openings shall be secured. By, Jodeene R. The impacts on public facilities created by the proposed project and compliance with the adopted performance standards are summarized in the tables below. This type of commercial property conversion was anticipated by the Local Facilities Management Plan for this Zone. FAdLITY IMPACTS COMPLIANCE WFTH STANDARDS \ FISCAL IMPACT The Fish House Vera Cruz project would generate positive economic impacts for the City and the Redevelopment Agency. The City receives 1% of the total annual sales generated as sales tax revenues. This project has been estimated to generate $20,000 annually in sales tax revenues. In addition, the Redevelopment Agency receives 1% of the assessed value of property located within the Village Redevelopment Area. This project is expected to increase the assessed value (Land plus improvements) of the site by approximately $400,000. The tax increment revenue increase would be about $4,000 and the total estimated tax increment revenues to be generated annually would be about $5,976. The total amount of revenues generated by the proposed Fish House Vera Cruz project for the City and the Redevelopment Agency would be approximately $25,976. The Housing and Redevelopment Department is supportive of this project, which would be a positive addition to the Village Redevelopment Area. The proposed restaurant will enhance the commerdal center function of the downtown and enhance the street landscaping and is therefore consistent with the goals and objectives of the Village Design Manual. 2. The project meets all the requirements of the Zoning Ordinance. 3. The engineering analysis by City staff indicates that points of traffic conflict have been mitigated through onsite circulation design, median constmction, and movement restrictions on the public street. 4. The pioject proposes a restaurant in the downtown core commercial area, dose to the beach. Seva:al amenities such as the addition of street landscaping and removal of derelict buildings will occur as a result of this project. The proposal is therefore consistent with the General Plan. Conditions: 1. Detailed mechanical equipment and mechanical equipment plans shall be submitted for review and on approval of the Planning Department prior to issuance of building pennits. 2. Signs shall be subject to approval of a separate City sign permit application prior to installation. 3. Detailed exterior lighting plans (induding fixtures) shall be submitted for the review and approval of the Planning Department prior to issuance of Building Permits. 4. The engineering analjrsis by Gty staff indicates that points of traffic confUct have been mitigated through onsite circulation design, median constmction, and movement restrictions on the pubUc street. 4. The project proposes a restaurant in the downtown core commercial area, dose to the beach. Several amenities such as the addition of street landscaping and removal of dereUct buUdings vydU occur as a result of this project. The proposal is therefore consistent with the General Plan. The project is designed around the easement. Use of the existing railroad right-of-way for parking was addressed by the Housing and Redevelopment Commission on 9-08-92 by approving sublease of 11 City leased parking spaces therefore there are no conflicts with boundaries. IMPROVEMENTS AU improvements along the project frontage are in and are not in need of repair. However the project is within the boundaries of the Carlsbad ViUage Drive Street Scape Project. A contract for the Street Scape Project has not been awarded, therefore this project is being required to constmct it's project frontage share of the improvements. If a contract is awarded before this project puUs a buUding permit then these improvements wiU not be required.
