Dear Mr. Griffo:
The City of Carlsbad Code Enforcement Officer recently notified the Good Shepherd
Church that the modular and storage bin at 3030 Harding Street (APN 203-352-15) has
not been reviewed and approved by permit. The Village Design Manual indicates that
commercial, residential and professional land uses may be permitted in Sub Area 1 of the
Village Redevelopment Area. '
The existing land use for 3030 Harding Street is R-1 or single family residential. A change
of use at this site needs to be reviewed and approved by the Design Review Board to
remain. The Design Review Board may approve or deny minor Redevelopment Permit
requests for projects located within the Village Redevelopment Area.
If Mr. Capriotti would like to continue utilizing this site for storage and the modular as an
office, a minor Redevelopment Permit, Coastal Development Permit and Building Permit
is needed. Attached to this letter is the checklist to assist in the preparation of a
complete Redevelopment/Coastal Development Permit application. An application and site
plan must be submitted to the Planning Department, which is located at 2075 Las Palmas
Drive to begin the review/approval process.

RE: "Lost Lamb Ministcry"- Modular and storeagc bin
It has come to our attention that located in the southeast portion of church parking lot is an
unpermitted modular and storeage bin used for non-profit services. A verbal meeting with Mr.
Gino Caprioletti reinstated the neccessity to apply for a redevelopment permit prior to any
useage or erection of a temporary facility on these grounds. There are safety and health concerns
as well.
Compliance can be made by contacting redevelopment for an application for this use. In the
interim, the modular and storeage bin must be removed from these premises until prior approval.
The time allowed is until Monday, August 3, 1992 for the removals and application with
redevelopment.

Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning
Department has reviewed your Redevelopment Permit, application no. RP 92-11, as to its
completeness for processing.
The application is incomplete, as submitted. Attached are two lists. The first list is
information which must be submitted to complete your application. All list items must be
submitted simultaneously at the Commtmity Development BmlHing mmiter and a copy of
this list must be induded with vour submittals. No processing of your application can
occur imtil the application is determined to be complete. The second list is issues of
concem to staff. When all required materials are submitted the City has 30 days to make
a determination of completeness. If the application is determined to be complete,
processing for a decision on the application will be initiated. In addition, please note that
you have six months from the date the application was initiallv filed, October 8, 1992, to
either re-submit the application or submit the required information. Failure to resubmit
the application or to submit the materials necessary to determine your application complete
shall be deemed to constitute withdrawal of the application. If an application is withdrawn
or deemed withdrawn, a new application must be submitted.

PLANNING:
1. The proposal as submitted includes only parcel 203-352-15 (3035 Harding Street).
The plan indicates that you are requesting approval of a trailer and storage bin
located at 3035 Harding Street, however, according to Mr. Caproitti and our
Redevelopment Office, the Lost Lamb Ministry operation also includes the use of the
Good Shepherd Chtirch parking lot for assembly (services) and distribution of goods.
The plans must identify both the facilities (storage bin) at 3035 Harding Street and
a breakdown of the uses conducted in the parking lot at 825 Carlsbad Village Drive
(services, dining, and distribution, etc.) including the area of the parking lot being
utilized and the days/hours of use. Also, plans mtist be resubmitted showing the
removal of the modular office. (See Item 1 under Issues of Concem bdowL You
must specifically define on the attached Project Description form what you wish to
include in this application.
2. A copy of the Redevelopment Permit application is being retumed to you for
correction. The following infonnation must be corrected/provided prior to
resubmittal:
(a) The proposed storage bin is located at 3035 Harding Street (Assessor Parcel
No 203-352-15). The application submitted involves only this parcel;
therefore. Item No. 3 on the application (Brief Legal Description) should
specify Map 775, Town of Carlsbad, Block 57 and the address (3035 Harding
Street). If after reading Item 1 under Issues of Concem below, it is still your
intention to include the use of the Good Shepherd Church parking lot in this
application, then you must include the 825 Carlsbad \^age Drive address.
(b) Item No. 21 should include a description of the project being proposed.
(c) The application must be signed by both the owner (Pastor of Good Shepherd
Church) and Genio Caproitti.
ISSUES OF CONCERN
PLANNING:
1. The Good Shepherd Church (APN 203-352-18) is located in Sub-area 1/Ehn Avenue
Special Treatment area of die Village Redevelopment Zone allowing commercial
types of uses. Activities ctirrently being conducted in the Good Shepherd Church
parking lot are not permitted since all uses must be conducted wholly within a
building in commercially zoned properties. The Good Shepherd Church is allowed
to continue to operate without a Redevelopment Permit unless an expansion of use
is proposed. An expansion of use such as the use of the parking lot for services, etc.
also requires approval of a Minor Redevelopment Permit by the Design Review
Board. The Planning Department cannot support conducting any uses in the paiking
lot along Carisbad \^]lage Drive since it is not pennitted by the A^llage Design
Manual or the Carlsbad Zoning Ordinance in this Special Treatment Area. All uses
must be conducted within the Good Shepherd Church including the ofiice.
2. If a storage bin is to be retained, it is necessary that it be adequately screened from
Carlsbad Village Drive. Screening may be achieved by painting the storage bin to
match the existing rear accessory structure and adding fencing to match the existing
fencing along the property line west so that the storage bin and any activity
associated with the bin is screened. As stated above, this permit will only address
the storage bin unless you specify otherwise; no expansion of use in the parking lot
is included in the application request reviewed to date.
