Dear Debbie;
Enclosed is a blueline with an exterior lighting plan. I said I would repeat this plan
8 times but after I did it once I didn't want to do it again - so I hope the one copy
is enough. If you need more - let me know.
Without listing specific brands and manufacturer's I showed where there are
down lights and where there are wall mounted lights. Even the wall-mounted
fixtures will direct their light down so the amount of light spilling over into
adjacent properties is kept to a minimum. I have included a drawing of a
'Halophane Outdoor Architectural' light to illustrate the style of parking lot light.
The wall mount fixture would be of a similar nature.
I also showed where the bicycle racks would be near the back near Tyler Street.
A group of 10 racks takes approximately 9' in length. I showed (2) racks of 10 for
a total of 20 bike racks.

Dear Debbie:
The following is information and responses per your request, in your Dec. 3,1997 letter to Frank
Sorino. for our assistance for findings to justify our request for variances for the Recreation
Facility.
To the 1 st point of practical difficulties or financial hardship I reference;
Without both variances, the project, as conceived, would no longer be viable. Specifically the
space available would no longer support a basketball court. Both the roof pitch and the side yard
setback requirement come into play here.
The roof, if required to have a 4:12 pitch over the gym, would cause the lower part ofthe framing
members to be at approximately 15 feet above the floor, or lower. A 20 foot height is considered a
minimum v\rtiile 24 feet is preferred (AlA's Architectural Graphic Standards).
As designed, the length ofthe court and the out of bounds area is 71'-6". Using the minimum
standard of a 3' out-of-bounds (between the end line and the wall) area at each end, the court
length is 65-6". If we are required to maintain a 5' setback at each sideyard the court shrinks to
55 -6". At this length the circles at the free throw line would overlap each other. The standard for
the length of a high school basketball court Is 84'-0". A college court is 94'-0" long.
The required 4:12^oof pitch would also have a negative impact on the amount of buildable area
available on the 2 floor Since the roof line from the gym continues over the study and
administrative offices in the rear, a pitched roof in this area would reduce the total buildinq area bv
10 to 15%. y«^auy
If the roof pitch and sideyard setbacks are enforced and variances not allowed this would render
this Site virtually not useable for the proposed purpose. The real financial hardship would then
come in the attempt to locate and purchase a suitable property in the neighborhood from v^^ich
the youths come.
To the 2"^ point of exceptional circumstances or conditions unique to the property or proposed
development, I reference;
The property was purchased prior to the revisions of the regulations related to the setbacks The
slow moving nature ofthis non-profit organization, its deliberate decision making process and its
rnethod of CDBG funding reduces its ability to act in a manner similar to a for-profit organization It
doesn t have the history and expertise to develop a property in an expeditious manner

The very nature of Join Hands and its commitment to the youth in Carlsbad's neediest
neighborhood is the exceptional circumstance unique to this project.
To the 3'*^ point which requires the granting of a variance not be injurious or materially detrimental,
I reference:
The building as designed represents an architectural credit to the community, The landscaped
courtyard on the Roosevelt Street side is exactly the sort of streetscape which enhances a
community's appearance. The absence of side yards is a benefit in this instance. A 5' space not
visually or physically accessible to the public on each side of the building was going to benefit no
one. It would provide the hidden space inviting trash and bad behavior which no community
wants. Allowing this space to be brought inside as useable indoor space and to the front and rear
as landscaped space is the best use of this available space.
The building design from both the front and rear has the appearance of Mission style architecture
both in materials and proportions, Almost every passer by will see the pitched red tile roof and not
give a thought to the fact that a portion of the building does have a flat roof. If the project were
buildable with a pitched roof, it would not be a superior design to have a long exposed roof as a
chief design element.The project, as designed, is arguably better looking than anything in the
vicinity and would only enhance property values.
To the 4*^ point that the granting of a variance will not contradict the standards established in the
Village Master Plan and Design Manual, I reference the Goals and Objectives ofthe report.
The goals include the encouragement of removal of blighting conditions from the Village and to
retain and increase uses serving the Carisbad residents. The design principles include the
encouragement of a variety of setbacks; informal character, minimize privacy loss for adjacent
residential uses, encourage off-street courtyards accessible from major pedestrian y^/alkways and
treat structures as individual buildings set within a landscaped green space. The design principles
which include building forms, building and facades and even roof forms are met in principle with
the design we propose. While in plan the flat roof over the gym might not seem a minor roof, as
encouraged in the design principles, in actuality it would be a minor roof because the front and
rear fecades provide so much visual interest that the roof over the gym becomes almost hidden.

INFORMATION ON JOIN HANDS PROJECT
On November 24, 1997, the Design Review Board considered an application from the Join
Hands organization for a permit to construct a new 9587 square foot youth facility on vacant
property located on the west side of Roosevelt Street, between Pine and Walnut. The project
would require approval of several variances in order for it to be constructed as proposed by the
applicant. Staff did not recommend approval of all of the required variances. However, the
Design Review Board indicated at the hearing on November 24th that they would like to
consider approval of all of the required variances in order to approve the project as currently
designed. Therefore, the project was continued to a new public hearing to be held on January 26,
1998 to allow for the Board's consideration of the required variances. The variances required are
outlined below:
\. Front and Rear Setbacks: The project as proposed will require variances to allow for front
and rear setbacks which exceed the maximum standard range of 10 feet. Staff recommended
approval of the variances for the setbacks exceeding the standard range. A variance will also
be required to allow a portion of the front setback (approximately 12 feet) to be reduced to
zero (0) feet. The front area which is proposed to be built to the property line represents the
arched entry into the building. Staff did not recommend approval of the variance for the
reduced front setback. Staff recommended redesign of the project to allow for a minimum 5
foot setback along the entire front of the building.
2. Side Setbacks: The project as proposed has no side yard setbacks. The youth facility is
proposed to be constructed from property line to property line on the sides. Per the Village
Master Plan and Design Manual, the building is required to have a minimum 5 foot side yard
setback on the north and south sides. Staff recommended against approval of the variance for
the 0 foot side setbacks. Staff recommended redesign of the project to allow for a minimum 5
foot side setback on both sides of the facility.
3. Building Roof: The height limit for the area (District 5) in which the proposed project is
located is 30 feet with a required 4:12 roof pitch for all buildings. The building height and
roof pitches for the proposed building are consistent with the standards set forth within the
Village Master Plan and Design Manual, with the exception that a portion of the building (the
gym facility) has a flat roof A variance would be required to allow the gym portion of the
facility to be constructed with the flat roof Staff did not recommend approval of a variance
for the flat roof Staff recommended redesign of the project to allow for the minimum 4:12
roof pitch on the gym portion of the building.

In addition to approval of the above variances, the Design Review Board would need to make a
recommendation on the parking standard to be applied to the project. No parking standard
currently exists for youth facilities. Therefore, the Board is required to recommend application of
the most comparable parking standard set forth within the Municipal Code. Staff recommended
to the Board that the elementary school parking standard be selected as the most comparable
parking requirement due to the similarity of the age group to be served by the organization. This
standard requires one space for each employee of the organization. Join Hands has indicated that
they would have one fiill-time and one part-time employee, which would require a total of two
parking spaces on site. The organization has proposed two regular parking spaces and one
disabled (van accessible) parking space, for a total of three parking spaces on site.
The elementary school parking standard also requires an adequate loading and imloading area in
addition to the parking spaces. Staff had determined that there was adequate area in front of the
building, at the street curb, for the loading and unloading of participants in the Join Hands
programs. Therefore, no on-site loading/unloading area was designed into the project as currently
proposed. The Design Review Board indicated that they would give fiirther consideration to the
parking issue and loading/unloading area at the next hearing. Some of the Board members
indicated that they would like for the applicant to provide more parking on-site. However, there
was no discussion as to whether or not the Board felt that the elementary school standard was the
most comparable and should be applied to the project.

Dear Frank:
As you are aware, the Design Review Board continued their review of the Join Hands application for a
new youth facility to a new hearing date (January 26, 1998) to allow them the opportunity to consider
granting the variances required to allow for the reduced setback standards and the flat roof for the gym.
While there is no guarantee that the variances will ultimately be granted, the Design Review Board did
indicate, as a majority, there support for considering approval of the required variances. In order for the
Board to be able to grant the variances, they must approve findings which can withstand a legal
challenge by a person, or persons, who may object to the project. The findings that must be made are
identified below. Your assistance in providing information which will assist in preparing the fmdings
necessary to support the variances is requested at this time. Please provide your responses to the findings
by no later than December 19, 1997.
The following findings must be made to grant the variances for the setbacks which are below the
standard range and for the flat roof on the gym, as currently proposed within your project application.
Please provide your responses to these findings and note that financial hardship alone is not a complete
justification for granting a variance.
1. The application of certain provisions of this chapter will result in practical difficulties or
unnecessary hardships which would make development inconsistent with the general purpose and
intent of the Carlsbad Village Area Redevelopment Plan.
2. There are exceptional circumstances or conditions unique to the property or the proposed
development which do not generally apply to other properties or developments which have the same
standard, restrictions, controls.
3. The granting of a variance will not be injurious or materially detrimental to the public welfare, other
properties or improvements in the project area.
4. The granting of a variance will not contradict the standards established in the Village Master Plan
and Design Manual.
It is important that you provide very specific justifications and not general statements which address both
the reduced setbacks and the flat roof Although it may seem reasonable to simply argue that other
buildings have used your same design standards, the purpose of the new design guidelines is to set a
higher standard and to discourage large square buildings which are built property line to property line

and built squarely to the height limit. It is important for you to share the specific reasons as to why your
project is different from others which could have been built on the site and should receive the requested
variances. Also, you should provide information on why an alternate site could not be used for your
facility - why is this the best site for the project?
Again, please forward your response to the above findings to my office no later than December 19, 1997.
Your responses will assist staff in preparing the potential findings to be approved by the Design Review
Board to grant the necessary variances for your project.
In addition to the above information on findings, please provide my office with a summary of the youths
served by your organization. Please provide written information on the following: 1) range of ages of
youths participating in the Join Hands programs, include the average age; 2) percentage of youths which
arrive from the immediate neighborhoods and those arriving from other cities or other parts of Carlsbad;
3) proposed list of programs to be provided at the site, including special events and possible hours for
these programs; 4) total number of youths anticipated to be at the facility at any given time, provide a
range if appropriate for various hours of the day; and 5) average income level of youth families
participating in the program. It would be helpful for you to provide as many statistics as possible related
to the youths you serve and the programs you provide, or propose to provide, at the subject facility.
Please provide your justification for providing only three parking spaces on site. Also, please indicate the
location you intended to be the primary "drop off/pick up" for youths arriving by vehicle.
The above information will assist staff in preparing a supplemental report for the Design Review Board
to be considered at the next public hearing to be held on January 26, 1998.
Based on some of the comments made during the public hearing on November 24, 1997, I wanted to
remind you that you will be expected to build the youth facility as designed within your plans, if the
project is ultimately approved by the Design Review Board and the Housing and Redevelopment
Commission (City Council). You must maintain substantial conformance with the plans in order to
obtain your Certificate of Occupancy to use the building. This means that all of the landscaping must be
installed, the parking lot must be built, the fences must be constructed, and the building itself must
reflect the design presented to the Design Review Board. The interior of the building may be modified
slightly to meet building code requirements, including disabled access requirements. However, it is
important to remember that the use of the building is being approved through the discretionary review
process. You will not be allowed to intensify the use of the building by adding programs and services in
the future which are not anticipated through approval of the current application. It may, however, be
necessary for you to eliminate some of the services and anticipated programs in order to meet disabled
access requirements or to provide showers, as discussed during the public hearing; this is acceptable.
The Design Review Board requested that the following issues be discussed as well when the project is
returned to them in January, 1998:
1. Bike Racks. You should identify the location for bicycle racks on your site plan. Indicate how many
bicycles you will be able to accommodate with the proposed racks.
2. Lighting Plan. The Board requested that you submit a preliminary lighting plan for the exterior of the
building and the parking lot. Please prepare the lighting plan and provide 10 copies to my office by
January 2, 1997.

3. Operational Hours. The Design Review Board indicated that they may wish to place limits on the
hours of operation for the subject facility. Based on your comments during the public hearing, it is
staffs understanding that you would be willing to accept hours of operation as follows: 3pm to 9pm,
Monday through Friday, and Sam to 9pm on Saturday; closed on Sunday. If you accept this condition
to limit the operating hours ofthe facility, please understand that under no circumstance would you
be allowed to provide programs or services before or after the hours noted above. For example, this
condition would mean that you would not be able to have any youths at the facility after 9pm
Monday through Saturday. If you do not believe that you will be able to comply with a condition
limiting the hours of operation for the facility, please let me know within a written response to my
office.
4. Adult Supervision. The Board will consider a condition to require the Join Hands organization to
provide adult supervision at all times within the facility during its hours of operation. During the
public hearing on this issue, you indicated that the proposed condition would not present a problem
for the organization. Therefore, it will be included in the conditions for approval of the project for
consideration by the Board at the next public hearing.
As explained during the public hearing on November 24th, the Board was required to continue review of
the Join Hands application to a new public hearing to be held on January 26, 1998 because proper notice
was not given to property owners within 600 feet that the Board would be considering the additional
variances for the reduced setbacks and the flat roof The Board was unable to simply grant these
variances at the subject meeting without the appropriate fmdings and the proper notice. If you have
questions about the process, please feel free to contact me.

The following represents a summary of the Design Review Board meeting held on Monday, November
24, 1997:
RP 97-03 - JOIN HANDS YOUTH FACILITY
The Design Review Board held a public hearing to consider an application for a Major Redevelopment
Permit to allow for the construction of the Join Hands Youth Facility on property located on the west
side of Roosevelt Street (mid-block), between Pine and Walnut. Staff had recommended approval of
the project with a requirement for the applicant to redesign the project, to the satisfaction of the
Housing and Redevelopment Director, to reduce the building footprint to allow for minimum front and
side yard setbacks of 5 feet, and to allow for a pitched roof (4:12) on the gym portion of the facility.
The Board indicated that they would like to reconsider the project at a future public hearing with the
potential of granting variances for the front and side yard setbacks, which would allow a portion of the
front and the sides of the building to have no setback from the property line as currently proposed. The
Board also indicated that they would like to consider approving a variance for the flat roof on the gym
portion of the building and some additional conditions for the project. The additional conditions to be
considered include 1) limitations on the hours of operation, 2) requirement for adult supervision at all
times, and 3) provision of bicycle racks. The Board also requested a preliminary lighting plan for
review prior to action on the subject permit.
The subject redevelopment permit has been continued to a public hearing to be held on January
26, 1997. At the next hearing the Board has three potential actions, the first is to deny the project on
the basis that it does not meet the current development standards as designed. The second potential
action is to approve the project as originally recommended by staff, which would require a partial
redesign of the project to allow for minimum 5 foot front and side setbacks and the pitched roof for the
gym portion of the facility. If appropriate findings can be made, the third potential action is to approve
the project with variances for the zero front and side yard setbacks, the flat roof on the gym, and the
requirement to provide an on-site loading and unloading area for the facility,

Dear Frank:
As we discussed on November 6, 1997, the Housing and Redevelopment Department received comments
from the Building Department which indicate that you may have some difficulty in obtaining the
required building permit for the Join Hands Youth Facility as currently designed. Attached is a copy of
the comments from the Building Department on a few of the issues of concem as related to compliance
with the Building Code, You and your architect should immediately make arrangements to meet with an
official from the City's Building Department to review the building code requirements for the subject
building.
The Housing and Redevelopment Department will continue its efforts to present your project, as
presently designed, to the Design Review Board on November 24, 1997. As we discussed, if any of the
building code requirements result in a change to the exterior design of the building or the building
footprint, you may be required to obtain an amendment to your redevelopment permit, if ultimately
approved by the City Council, If the Design Review Board recommends approval of your project, with
the requested variances, the project will then be presented to the Housing and Redevelopment
Commission (City Council) for final approval. After you receive your land use approvals, via the
redevelopment permit process, you will then submit detailed construction drawings to the Building
Department for plan check review. In order to be allowed to build the subject building, you will be
required to comply with the applicable building codes and be in substantial conformance with the
approved redevelopment permit.
Also, as we discussed on November 6th, staff still needs to receive 10 copies of a plan which provides
the details of the proposed signage for the building. Please note that the signage proposed must comply
with the standards set forth for signage in the Village Redevelopment Area, Attached is a copy of the
applicable sign standards.

My notes show that these conditions were not included in the engineering conditions
memorandum, dated September 8, 1997. Were they added after that? If not, please
delete them, especially condition no. 4, which requires bonding of public improvements.
Since the amount of public improvements on this project are minimal, we are allowing
the developer to construct them with a Right-of-Way permit, which is noted in condition
no. 7.

Re: RP 97-03, Join Hands Project
The proposal as drawn will face some plan check challenges when Mr. Sorino
eventually applies for a Building Pennit. The gym is an assembly occupancy, Its a
pretty restrictive type of constmction. I strongly recommend they have an architect
assist with the building design, if they do not already have one.
The facility as shown would need to be provided with an elevator to comply with
access regulations. This is because they are providing services on the second floor
that are not available on the first floor. The floor plan uses need to be modified to
stay away from this expensive addition to the building. Additionally, second exits are
required from each of the second floor areas if the calculated occupant load
exceeds 10 people. It appears to exceed this. You reach this number quickly with
classroom uses (20 square feet per occupant), and assembly areas like decks and
patios.
Each entrance and exit from the building also needs to be an accessible system.
They do not appear to be so. The City also has minimum plumbing standards for
restrooms in new projects. It does not appear to meet this criteria either.
These are just some of the hurdles this project faces, and I did not intend to provide
a complete list or even a preliminary plan check. As I mentioned, the project
applicant will need employ an architect or designer very familiar with the Building
Code and state access regulations.

Dear Frank:
As we previously discussed, it is the intent of the Carlsbad Redevelopment Agency to present your
application for a major redevelopment permit to construct a youth facility to the Design Review Board
on November 24, 1997. Enclosed please find a copy of the staff report which has been drafted to present
your application to the Design Review Board for consideration, Ifthe Design Review Board recommends
approval of project, it will be forwarded to the Housing and Redevelopment Commission for final
action. Due to the holidays, it is anticipated that your project will be presented to the Commission at the
first or second meeting in January, 1998, After the Commission has taken action on the project, you will
be allowed to process the necessary applications for obtaining the required building permits. Please
contact the building department directly for an indication as to how long it might take to process for
building permit approval.
In order for your project to be presented to the Design Review Board on November 24, 1997, the
following items must be submitted to my office by no later than October 16, 1997:
• 10 copies of the complete set of project plans. These plans must include building elevations, a
site plan, and a preliminary landscape and water conservation plan. The plans also need to
include a separate sheet which provides the details of the proposed signage (ie,, amount,
dimensions of each sign, type of sign, and copy on sign).
Please note that the proposed site plan needs to be revised to remove the additional set of doors
and related walls for the trash enclosure area.
It is important to note that Join Hands will be expected to construct the proposed facility as presented in
the plans approved by the Design Review Board and Housing and Redevelopment Commission, The
project will be required to substantially conform to these plans, including the landscaping plans, in order
to obtain a Certificate of Occupancy for the building.

funds allocated ( 75/000 dollars ).

On May 20,1997, the Carlsbad Redevelopment Agency forwarded a correspondence to you
indicating that your application for a major redevelopment permit was complete for the purposes
of further processing. We indicated at that time, however, that you may be requested to clarify,
amplify, correct or otherwise supplement the basic information required for the application as
staff continued it review of the project and developed a recommended action.
This correspondence is forwarded to you to 1) identify the additional information which has been
deemed necessary for you to provide as part of the application, and 2) to identify the issues
which must be resolved before staff can schedule the project for a public hearing before the
Design Review Board.
The Engineering Department has indicated that they need the following information added to the
project plans and/or submitted in separate documents to complete their review and
recommendafion:
1. The following information needs to be noted on the project plans. If not applicable to project,
please note so on the project plans.
Average Daily Traffic (ADT) projected for project.
Bearings and distances of each exterior boundary line.
Typical street cross sections for all streets adjacent to the project.
Width, location and use of all existing and/or proposed public or private easements.
Access points to adjacent properties.
Existing and proposed street lights and utilities within and adjacent to the project.
Location of fire hydrants within 300 feet of the site.
Approximate contours at 1' intervals for slopes less than 5%; exisfing and proposed
topographic contours within a 100 foot perimeter of the boundaries of the site;
existing onsite trees, note those to be removed and those to be saved.
Earthwork volumes; cut, fill, import and export.
Spot elevafions of the project.

• Method of draining the lot. Location of drainage facilities within and adjacent to the
project.
• Type of gate - swinging or rolling (please note that a swinging gate would not be
permitted to swing into the public right-of-way).
• Note all "exisfing" and "proposed" public improvements, such as curb, gutter,
sidewalk and driveway aprons. ^
2. Please submit a preliminary title report for the subject properties, dated within the last 6
months, which shows all easements, property boundaries, etc. The Engineering Department
must review the title report to ensure that there are no encroachments into the public right-of-
way or easements which need to be addressed.
Attached is a redlined check print set of the project which has been prepared by the Engineering
Department to assist you in making the required corrections/additions to the project plans. This
redlined check print must be retumed with the corrected plans to assist staff in its continued
review. If you have any questions about the information required above, please contact Ken
Quon, project engineer, at 438-1161, extension 4380.
The project issues which remain to be resolved are as follows:
1. There are no side setbacks for the rear portion of the building, which includes the gym,
kitchen and second story office, study and training facilities. To permit this facility as
currently designed, a variance must be granted by the Housing and Redevelopment
Commission. If the variance is not granted, the project will ultimately need to be redesigned
to allow for the appropriate side setbacks.
2. The project is being developed on 3 single lots. A lot line adjustment will be required prior to
issuance of a building permit to resolve this issue.
3. The parking lot drive aisle for the project does not meet current standards; it should be 24
feet in width rather than the proposed 20 feet. To resolve this problem, staff is proposing that
the landscape planter within the parking lot on the south side of the property be completely
eliminated. This will provide an additional IH feet to the driveway aisle. In addition, staff is
proposing that the parking spaces be moved m feet to the north. The two changes will add
the additional 4 feet required to meet city standards for the aisle width.
4. The Village Master Plan and Design Manual requires a minimimi 5 foot rear setback and no
parking is permitted within this setback. As currently designed, the project has parking
located within this rear setback area. To resolve this issue, the applicant must obtain approval
of a rear setback variance or redesign the project to allow for the minimum 5 foot setback,
which must be used for landscaping only. Staff is not supportive of the variance for this
specific issue because the current design of the parking spaces also proposes an access
problem. The parking space closest to the rear property line will not be easily accessible due
to the proximity of the wrought iron fence. Therefore, staff is proposing a redesign of the
project to resolve the setback and parking space access issue. Staff recommends that the

applicant ensure that the rear of the V story of the building is no closer than 38.5 feet to the
rear property line. This will allow enough area for a 5 foot landscape planter between the rear
property line and the first parking space (compact, 8ft). The applicant then requires a
minimum of 33.5 feet for the 3 required parking spaces - 1 compact, 1 regular and one van
accessible handicap space. By moving the rear building line 5H feet towards the front of the
property, the applicant will be able to resolve the parking and rear setback issue, and noChQ
required to obtain approval of a variance. The second story of the building can remain as
currently designed, if so desired, overhanging the parking area and outdoor recreational area.
On the revised plans, please note the dimensions of the parking spaces, both width and
length, as well as the width of the driveway aisle.
5. The identified trash enclosure does present some concems to staff in that it may not allow
adequate space for vehicles to maneuver in and out of the parking spaces. Also, staff is
concemed about the access to the trash dumpster by Coast Waste Management due to the fact
that it is located behind the security gate. However, staff has not identified any altemative
sites for the trash dumpster/enclosures. The applicant should provide assurances to the City
that Coast Waste will be able to access the dumpster. Also, if the applicant has any
altematives to suggest for relocation of the dumpster, please share them with staff
6. The North and South elevations should be similar in design; this means both sides should
have architectural features which allow for some articulations. The arches are acceptable if
there is some recess of remaining building at least 12" to 18".
7. A six (6) foot masonry wall must mn the full length of both property lines on the north and
south sides of the property, with the exception that the height ofthe wall shall drop to thirty
inches (30") at least fifteen feet (15') from the west property line for site distance compliance
purposes.
8. The Village Master Plan and Design Guidelines requires a roof pitch of 4:12. The gym
facility portion of the building will not provide for the required 4:12 roof pitch. To resolve
this issue, a variance will need to be approved by the Housing and Redevelopment
Commission, Please provide staff with a statement of justification for this variance. Please
explain the reasons as to why this project is unique and should not be required to comply
with the roof pitch requirement for the gym portion of the facility.

School or Elementary School ratio of one (1) space per employee for Elementary or one (1)

^ 1. Using and "open" fencing along Tyler helps to provide visual reUef at the Tyler Street
property line.
i/3. The Roosevelt Street elevation is nicely done. A suggestion for additional articulation is to
create the impression of depth by recessing the windows and including an arch over the lower
floor windows of at least 18".
If the side elevations will be visible from adjacent properties, we suggest additional
articulation.
O'^^dx 5. Access to the trash enclosure should be verified since it will be behind a security gate.
6. Landscaping should be provided in the Tyler Street parkway
7. Typical parking lot drive aisles are at least 24 feet wide. The driveway proposed for the three
parking spaces is only 20 feet. There may not be enough room to maneuver a car in or out of
those parking stalls. The stall closest to the street will be difficult to access because of its
location relative to the street and the fence, as well as its reduced width (8 feet versus 8.5
feet).

Thank you for submitting plans for the Join Hands Save a Life Youth Center for
preliminary review. As we discussed, the plans were reviewed by the Building,
Planning and Engineering Departments. The following comments are provided to
assist you in completing the final set of plans for the project:
Engineering:
1. An adjustment plat is required to merge lots 27, 28 and 29.
2. Drainage may be an issue. The drain sheet reflects flow to a public street
system. This issue will need to be discussed further with Engineering Staff.
3. Need to identify location and design for a trash enclosure on the site.
4. A five foot (5') setback from Tyler Street will satisfy queuing space required by
Engineering Standards.
5. Handicapped parking space looks too small. Need to dimension it on the
plans.
A redlined copy of the submitted plans with Engineering comments is enclosed for
your review.
Planning:
1. Final plans should show elevations of relocatable Phase I building.
2. Side yard setbacks are a minimum of five feet (5') in this Land Use District (No.
5) of the Village Redevelopment Area.

3. Architecture of permanent structure looks good and appears to have 4:12 roof
pitch elements as required by the Village Master Plan and Design Manual. The
temporary structure will also need to be enhanced.
4. Need five foot (5') landscaped setback along Tyler Street. As indicated within
the Engineering comments above, this area will also assist in meeting the
required queuing distance.
5. The previously used parking standard for these type of facilities is 1 space per
employee and 2 guest parking spaces.
6. Fences are not allowed to exceed 42" in a setback area. So, they should be
moved back at least five feet.
7. It is suggested that you prepare a Master Plan which would indicate the
proposed timing of each phase of the project. A redevelopment permit would
then be processed for each Phase of the project as the applicant is ready to
proceed. Each Phase of the project will need to stand on its own in terms of
building design and site improvements. For example, facade improvements will
need to be made to the temporary bank buildings and site improvements will
need to be made for parking and landscaped areas. The Master Plan should
indicate the level of building and site improvements at each Phase of the
project.
A redlined copy of the submitted plans with Planning comments is enclosed for your
review.
Building:
1. When only one handicap parking stall is required, the parking stall must be van
accessible (see attachment) and provide a path of travel to the primary
entrance to the main building. The width of the van accessible space is almost
twice as wide as a normal parking space due to the required loading zone.
This will effectively eliminate a parking space.
2. The main building must be ramped to be accessible to the disabled. The
restroom inside the building must be accessible to the disabled.

5. The building must be demolished or relocated within sixty (60) days if action is
taken by the Housing and Redevelopment Commission to deny the required
redevelopment permit, or action is not taken by Join Hands within the required
time period to submit a complete redevelopment permit application.

Dear Mr. Sorino:
I am writing in support of the "Join Hands, Save A Life Boxing Club". I know that the
Carisbad Police Officers' Association has donated equipment and time to the program,
and that we all wish that more could be done to help with the costs of youth programs
such as yours during times of dwindling resources and revenue. I am informed that
the anti-drug and anti-gang message of the club reaches out into the community and
has had a positive Influence of young men who are at risk.
The physical training has provided a productive evening activity that teaches discipline
and self-esteem. I am pleased to hear that your coaching and training methods have
produced some promising athletes. I also appreciate the opportunity for young people
to interact with our officers in a positive way.
Please accept my invitation and that of my staff to continue your Monday night
workouts at the Safety Center with Lieutenant Hawks and other volunteers.

To Whom It May Concern.
I firsl became aware of the work of Frank Sorino and the Join
Hands, Save A Life program over a year ago. I have since had several
opportunities to interact with and observe Frank and the youths in
his program. I have done school sports and pretournament physicals
for them as well served as a ringside physician at several local
matches. I have been impressed with Frank's leadership by example
and the genuine compassion that he has for them. This is evidenced
in the care he takes in arranging their boxing matches and by the
way they respond to him with respect and affection.
Frank has also tried to show his charges the value of an education
and of service. He has brought a group of his youths to my home
where they did some landscaping and were reimbursed at an
appropriate hourly rate on four occasions. We fed them morning
snacks and lunch and used the opportunities to discuss their plans
and compare a person's level of education and their probable future
earning potential.
I want to commend Frank for his selfless devotion to the youths
of Carlsbad. It is very rare to encounter this level of dedication in
life and I feel compelled to nuture and support it. I have promised
Frank that I would come forth with some economic support this year
in addition to the usual logistical help. It is my hope that other
residents of the city of Carlsbad will also open their hearts and
minds to the promise of his program.
