I am writing on behalf of Alicia Santos, who has been working with North County Health
Services, to open a medical center branch in Carlsbad. I represent Youth Enrichment
Services of Carlsbad, a coalition of Carlsbad Police, Carlsbad Schools, and various
Community Organizations, dedicated to addressing the many risk factors impacting the
youth in our community.
Y.E.S. strongly endorses the need forthis medical branch in Carlsbad. Such a facility
will help alleviate the many health issues of confronting, not only adults, but also our
youth. The establishment ofthis branch of North County Health Services will benefit all
of us. We urge your help in making this facility a reality.

1 have reviewed the building permit application for the above referenced project and
I do not have any objections to the issuance of the permit. The change in land use
of the property required approval of an administrative redevelopment permit. The
applicant applied for said permit and it has been finalized. A copy of the conditions
of approval are attached for inclusion into the building permit. In particular the
following conditions are to be incorporated into the building permit process:
1. As part of the building permit process, the disabled parking space shall be
properly striped and required signage shall be installed to the satisfaction of the
Building Department.
2. The access ramp adjacent to the disabled parking space shall meet current ADA
requirements for accessibility.
3. The applicant shall pay any additional fees as may be required through the
building permit process.

On January 12, 1999 the Housing and Redevelopment Director conditionally
approved Administrative Redevelopment Permit No. RP 98-13/CDP 98-83 for property
located at 3050 Madison Street. The decision of, the Housing and Redevelopment
Director is subject to a ten (10) day appeal period. The appeal period has elapsed and
no appeals were filed. Attached is a copy of the approved permit authorizing the
requested change in land use from a service commercial use to a medical treatment
office for use by North County Health Services. Please review all conditions carefully.
Violation ofthe conditions could result in revocation ofthis permit.
Before initiating any construction on the site, you must complete the process to obtain
the appropriate building permits to construct the improvements both inside and outside
the buildings.

Thank you for applying for a Land Use Permit in the City of Carlsbad Redevelopment
Area. The Redevelopment Department, together with other appropriate city
departments, have reviewed your Administrative Redevelopment Permit application No.
RP 98-13 and Coastal Development Permit application No. CDP 98-83 to determine the
level of completeness for further processing.
The applications have been deemed complete, as submitted, for further processing
purposes. Although the initial processing of your application may have already begun,
the technical acceptance date is acknowledged by the date of this correspondence. At
this time, there are no outstanding issues identified by the individual departments which
would preclude the approval of the Administrative Redevelopment/Coastal
Development Permit. Therefore, a notice will be distributed to open the ten (10) day
public review and comment period on the proposed project. Once the public review
and comment period is complete a final approval can be granted. The final decision of
the Housing and Redevelopment Director is subject to a ten (10) day appeal period. If
no appeals are filed, the end of the appeal period will constitute final approval of your
land use permit authorizing the change in use from a commercial service to a medical
treatment office.
The next step is to apply for a building permit for review of the proposed tenant
improvements. As I have previously discussed with your representatives, you may
submit the building plans at any time. There is not need to wait until final approval of
the land use permit. In the course of processing the building permit, the City may
request that you clarify, amplify, correct or otherwise supplement the basic information
required for issuance ofthe permit.
As previously stated, it is the intent of the Housing and Redevelopment Director to
approve the Administrative Redevelopment/Coastal Development Permit. To date, staff
has identified the following conditions, which will apply to the permit:

• The disabled parking space shall be properly striped and required signage shall be

• The use shall be operated in a manner that is consistent with the project description
provided by the applicant and contained within the approved Administrative
Redevelopment Permit. Any deviation from the proposed use may require an
amendment to the approved permit.
• The project shall be completed according to, and be consistent with, the plans
approved by the Housing and Redevelopment Director.
• No construction shall take place until required building permits have been issued.
Compliance with Uniform Building Code standards shall be reviewed by the Building
Department during plan check.
• The applicant shall be required to pay any additional fees as may be required
through the building permit process.
The above list constitutes the conditions that have been identified to date and may be
modified or extended upon final approval. In addition, please note that you may be
required to obtain an industrial waste permit. If you have not done so already, please
contact Pepper Godfrey at the Municipal Water District (438-28722 ext.7153) to
determine if an industrial waste permit is required. Finally, I suggest you contact
Michelle Masterson in the Engineering Department (438-1161 exL4315) to discuss
traffic impact and water impact fees which may be assessed during building permit plan
check.

School Nurses of the Carlsbad Unified School District have recently leamed that North
County Health Services has a plan for openmg a medical center branch in Carlsbad. We
nurses want to be on record in support of such a facility in Carlsbad. We know that many
of the femilies of the students in our district have a lack of transportation, which
compUcates their receiving health services in neighboring cities. More accessible health
care for this population would certainly improve the health and school success of the
children.

Dear Ms. Rosenstein:
I am one of the many fortunate residents of Carlsbad who enjoys financial security and
freedom from worry about the basic needs. Today, being Thanksgiving, it seems very
appropriate to not only express my gratitude for my good fortune, but to also speak out for
those in our commimity who are not as fortimate.
In that spirit, I would like to request that the Housing & Redevelopment Commission, grant
the permits required for the medical practice and health center being proposed by the North
Coimty Health Services at 3050 Madison Street. This health center would meet a
fundamental need that some in our community experience.
I recognize that the decision to grant these permits are not yours exclusively, but ask that you
convey to those who do have the authority, my request and sentiments. Carlsbad is truly"
the jewel of the county but that should not enable us to ignore the realities of some in our
city - particularly in the Northwest Quadrant.
