10. FINDINGS AND CONDITIONS OF APPROVAL (IF APPLICABLE) Page 1 of 2
The following findings have been made in order to approve the Administrative Redevelopment
Permit for the relocation of the existing Automatic Teller Machine (ATM):
1. The proposed location of the ATM will not adversely affect pedestrian traffic movements and will
not result in negative impacts to adjacent uses. Adequate use and queuing space exists on the
adjacent sidewalk to accommodate users without negatively impacting pedestrian traffic or
surrounding uses.
2. The ATM is not expected to create additional parking and traffic problems in the area. The ATM
is located within 100 feet of at least two parking spaces which, as a condition of approval, will be
made available to ATM users only. Four additional on-street public parking spaces are located
immediately adjacent to the proposed ATM. Due to their proximity to the existing bank and the
greater distance to adjacent uses, the primary users of these parking spaces are presently bank
patrons.

3. The appearance of the ATM and its related lighting and signage is appropriate to its location and
the Village. There will be no change to the appearance of existing signage and lighting
associated with the ATM.
4. Adequate lighting and visibility provisions have been made for user safety. A safety light will be
installed above the ATM providing adequate night-time lighting and there is an existing street
light immediately adjacent to the proposed location of the ATM. In addition, locating the ATM
immediately adjacent to the public street creates a higher level of visibility than its present
location, which is hidden from public view by the existing building and is only visible from the
private parking lot of the bank.
5. The project is exempt from the requirements of the California Environmental Quality Act (CEQA)
per Section 15301, Class 1 (Existing Facilities) ofthe State CEQA Guidelines and will not have an
adverse significant impact on the environment.
The following conditions have been approved for the subject project:
1. This approved permit serves as the required redevelopment permit for the subject project
approving the relocation of the existing ATM from the south side of the building to the north side
ofthe building facing Grand Avenue.
2. The project shall be completed according to, and be consistent with, the plans approved by the
Housing and Redevelopment Director on the date noted above. The approved plans have been
stamped by the Housing and Redevelopment Director and indicate the approval date of 2/17/99.
3. No construction shall take place until required building permits are issued. Compliance with
Uniform Building Code standards shall be reviewed by the Building Department during plan
check.
4. The applicant shali pay all current fees and deposits as required through the building permit
process.
5. The applicant shall obtain a right-of-way permit from the Engineering Department prior to the
relocation of the existing ATM.
6. Prior to the issuance of the building permit, the two existing parking spaces located on the west
side of the building closest to Grand Avenue shall be signed and striped identifying them for
ATM use only.
7. Light fixture for ATM shall include a vandal resistant cover and provide a maintained minimum
of one (1) foot-candle of light at the ground level during the hours of darkness.
8. A mirror or similar device shall be installed on the ATM to allow someone using the machine to
see background areas.
9. The applicant shall install surveillance equipment to monitor the ATM area.
10. Exterior landscaping in the area ofthe ATM shall be maintained at a minimal height and fullness
to increase police, security services, and the general public surveillance capabilities of the area.
