We appreciate the attention and focus the council gave this project and
anticipate that redevelopment of the site will enhance the corner as an
important northern entryway into the Village. To insure this we've now stepped
up the landscape so that it will more effectively help to articulate the building
and create visual interest. To do this we have added more plant material,
going from 9 to 14 trees between the street and building, and increased the
size of the plants at installation.
Form the important view at the intersection we've now introduced a large boxed
tree (Coral) whose multi trunk and scarlet flowers will be the focus ofthe area.
This will be planted at the corner of the building held up and out of the sight
lines by a short v-shaped retaining wall that will be constructed with the same
material of fluted concrete and tile accent as used in the Village entry sign just
to the north. Below this a gentle slope will roll out into drifts of daylily flower
color in a field of Periwinkle.
Beyond this, the street scene is made up of two additional trees. First is a verity
of Liquidamber (#4 on the plan) that is especially columnar in form, allowing it
to achieve the height of the building in just a few years and I produce multiple
leaf color in the fall. The street tree (# 1 on the plan), a Loquat, is a small tree
whose bronze leaf color and flowers will provide a pleasant walking experience
and an attractive foreground color for to the grey building.
The ground plantings will use a lot of bronze foliage plants, again to accent the
buildings color scheme and produce yellow and blue flower colors . The first
floor elevation along State Street will have both a row of 6 foot and 3 foot
shrubs to soften that edge.
Again, we appreciate the interest in the site and feel confident that we all will
be very proud of the project once it is built and planted.

Request for Refund for Tentative Tract Map CT99-12 (Park Laguna Condos)
The attached letter is a request for refund submitted by Judson Pittam for
property located at 2530 State Street (APN 203-101-32). Mr. Pittam is
requesting a refund in the amount of $5,450.00 for fees paid in association with
the processing of a tentative tract map along with an official withdrawal of his
application (CT99-12).
Due to circumstances beyond the control of the applicant, the project was
changed from condominiums to apartments and no longer requires a tentative
tract map. The Housing and Redevelopment Director has authorized a full
refund of the application fees for CT99-12. I am therefore requesting your
assistance in processing the refund request.
If you have any questions or require additionai information please contact me at

Application was made on 6/08/99 for a tentative tract map
for Park Laguna Condominiums. A paymenr in the amount of
$6,480.00 was made for the filing fee.
Part of the fee was for environmental fee which had been
paid when application for major redevelopment permit was made on
2/24/99.
A refund of $1,030.00 was made on 8/04/99 for the
overpayment. The actual filing fee was $5,450.00.
We request that, due to project now being processed as
apartments, the $5,450.00 fee be refunded in full to Park Laguna
LLC and that the application for a tentative tract map be
withdrawn.

Enclosed is a letter requesting withdrawal of application
for a tentative tract map and refund of the filing fee.
Also enclosed is a print of a perspective drawing showing
the building as seen approaching to the south from the lagoon.
It will be used as a basis for a colored rendering that will
be submitted to you for presentationn to the City Council.
Please let me know your reaction too this drawiang and
suggestions you may have for its improvement!

Dear Lori,
As you suggested, I called the City Clerk to request the
minutes of the hearing last Tuesday night. They will be
completed the first part of next week and then a copy will be
mailed to me. Until I read them and see the video my friend
taped, I will not contact any Council members. Thanks for the
list of Carlsbad City officials.
The roof of my building can be lowered at least 5 feet by
decreasing the roof pitch from 5;12 to 4:12, eliminating one 7"
stair riser at each floor and by ramping the driveway down about
2 feet. Revisions to my plans would be minimal as most changes
can be made by dimension only.
The floor elevation could be depressed further if the front
yard setback is increased. However, that would result in
substantial plan changes as two units would be lost. Doing so
would provide the required storage and recreation space as well
as housing all standard car spaces in a completely covered
garage.
We could then move ahead with the condominiums as originally
intended. That plan revision needs further study, and when I
have done that I would like to meet with you again to determine
if it does meet all of the development standards.
I am doing a study as to the feasibility of combining our
site with Mr. Canepa's site. It does appear possible, so far,
to combine them and the resulting buiiding wouid be much better
than the plans I saw in your office.
