Date of Notice: May 16, 2000 NOTICE IS HEREBY GIVEN that the Housing and Redevelopment Director of the City of Carlsbad intends to APPROVE an Administrative Redevelopment Permit and Coastal Development Permit {RP99-17) for the installation of Internet antennas at the Carlsbad Inn, 3045 Carlsbad Village Drive. The property is located on the west side of Carlsbad Blvd. between Carlsbad Village Drive and Oak Avenue. The assessor parcel number is 203-252-04. The proposed project is located within the Coastal Zone, but is not within the "appealable" area of the Coastal Zone. The applicant for the administrative redevelopment/coastal development permit is J.M. Consulting Group for Airtouch Cellular and Carlsbad Inn. The application for the subject permit was submitted on December 22, 1999. The application number assigned to the permit is RP99-17. Airtouch Cellular proposes to construct, operate, and maintain an unmanned and unoccupied cellular telecommunications facility at the site of the existing Carlsbad Inn. In response to staff's concerns, the equipment room has been moved from the roof of the building to the ground at the southeast corner of the lot and architecturally integrated into the building in such a way as to match the existing utility enclosure located further west on the south elevation. The project also consists of up to 10 directional cellular antennas mounted in groups of 5 each on 2 expanded chimneys of the building and 1 digital dish antenna (4 ft. diameter) located on the roof of the existing Carlsbad Inn. No grading, removal of landscaping, or use of existing parking area is proposed with this project. Those persons wishing to comment on the proposed project and intended action by the Housing and Redevelopment Director are cordially invited to submit written comments or contact the Housing and Redevelopment Department by 5:00pm on May 26, 2000. NOTICE IS HEREBY ALSO GIVEN that the Planning Department has determined that the project is exempt from the requirements ofthe California Environmental Quality Act (CEQA) per Class 11, Section 15311 ofthe State CEQA Guidelines and will not have an adverse significant impact on the environment. Any petition or other paper seelcing judicial review must be filed in the appropriate court not later than ninety (90) days following the date on which this decision becomes final; however, if within ten (10) days after the decision becomes final a request for the record of the proceedings accompanied by the required deposit in an amount sufficient to cover the estimated cost of preparation of such a record, the time within which such petition may be filed in court is extended to not later than thirty (30) days following the date on which the record is either personally delivered or mailed to the party, or his attorney of record, if he has one.
