SUBJ. RP 84-17 - JAUREGUI, (7-UP MARKET)- REQUEST FOR A MINOR
REDEVELOPMENT PERMIT TO REHABILITATE AN EXISTING ONE-
STORY STRUCTURE AT 3292 ROOSEVELT STREET TO OPERATE A
MARKET-DELI AND BAKERY.
I. RECOMMENDATION
It is recommended that the Design Review Board adopt Resolution No.
045 APPROVING RP 84-17.
II. PROJECT DESCRIPTION
The applicant is requesting a permit to renovate the existing 2450
square foot one-story structure on the northeast corner of Roosevelt
and Walnut. This building has served as a market and bakery for
many years. The market or westerly jJortion has been vacant since
August. A new market-deli operation will occupy this area following
the renovation. The eastern portion houses a Greek bakery which
will remain following the rehabilitation.
The proposed project is located in sub-area 7 of the Village
Redevelopment Area.
This sub-area is intended to permit and encourage mixed uses among
residential and service/commercial uses. The applicant is continuing
and existing use at the site. As such it is a permitted and compatible
use for the location.
Staff believes this proposal to be a significant improvement to an
older structure. The improved exterior appearance could generate
and encourage spin-off improvements in the surrounding area.
Additionally, this area has experienced some negative social problems
and has been a concern to the community. It is felt that with this
upgrade and the assumption of the market by a new operator a beneficial
social good will result.
Due to the constrained site no off-street parking is provided. Public
parking would be limited to the on-street parking adjacent to the
structure on Roosevelt and Walnut. As there is no parking problem
at this somewhat isolated commercial site presently and most
surrounding uses are residential it is felt that this upgrade will
have little negative effect.
III. ARCHITECTURE/DESIGN
The proposed upgrade will substantially alter the exterior facade
of the block structure. A red Spanish tile mansard will be installed
on the market portion of the building. V7indow openings will be
enlarged and grated with wrought iron, A used brick veneer will
be attached to the lower quarter of the facade. Stucco will be white
with a coffee brown painted trim.
