AGENDA OF: October 3, 2012 Project Planner: Austin Silva Project Engineer: David Rick SUBJECT: SDP 12-02 – DHIMAN GODDARD SCHOOL – Request for approval of a Site Development Permit to develop a 1.05 acre parcel with a 8,570 square foot child care facility located on the southwest corner of College Boulevard and Red Bluff Place in Village Y of the Calavera Hills Master Plan Phase II and in Local Facilities Management Zone 7. I. RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolution No. 6910 APPROVING Site Development Plan (SDP 12-02), based on the findings and subject to the conditions therein. II. INTRODUCTION The 1.05 acre project site is located on the southwest corner of College Boulevard and Red Bluff Place in Village Y of Calavera Hills Master Plan Phase II and in Local Facilities Management Zone 7. The proposed project consists of a Site Development Plan to develop a one-story 8,570 square foot child care facility with a 746 square foot covered patio. The project complies with city standards and all necessary finding can be made for the approvals being requested. III. PROJECT DESCRIPTION AND BACKGROUND The applicant has requested a Site Development Plan (SDP) to develop an 8,570 square foot child care facility with a 746 square foot covered patio on a vacant, 1.05 acre site. The site was reserved as a Community Facilities site as part of the Calavera Hills Master Plan Phase II. A child daycare facility is a permitted use in the Community Facilities (C-F) zone, subject to the approval of a Site Development Plan. Project site/setting The project site is located at the southwest corner of College Boulevard and Red Bluff Place in Village Y of the Calavera Hills Master Plan Phase II. The subject property totals 45,738 square feet (1.05 acres), sits 6 feet above College Boulevard, and is currently vacant. The property has previously been graded as part of a Calavera Hills grading and improvement phased permit. The site is bordered by multi-family on the adjacent property to the south, a residential development with duplexes across Red Bluff Place to the west, a small neighborhood park to the north, and multi-family across College Boulevard to the east. The General Plan Land Use designation for the site is Community Facility (C-F), with a Planned Community (P-C) zoning designation. 4 SDP 12-02 – DHIMAN GODDARD SCHOOL October 3, 2012 PAGE 2 Proposed Construction The applicant is proposing to construct a one-story, 8,570 square foot child care facility with a 746 square foot covered patio. The parking lot, consisting of 35 parking spaces, will be accessed by two driveways (24’ – 26’ wide) off Red Bluff Place with the building entrance oriented to the west, towards Red Bluff Place. The trash enclosure is located at the southwest corner of the property with building materials that match the main structure. The property is proposed to be enclosed by a combination of six foot tall wrought iron fencing along Red Bluff Place and a six foot tall block wall along College Boulevard that wraps around to the adjacent property to the south, and terminates where the existing neighboring fence is located, which will be used by both properties for the remaining 70 feet of the shared property line. The building lends itself to features of Mediterranean style architecture, which is similar to the styles in the surrounding developments. A beige colored stucco is used as the exterior building material with an El Dorado stone veneer of similar color around the base of the building. The pitched portions of the roof include a Mission-style tile with exposed wood rafters along the eaves, while the flat roof portions include a decorative cornice. Arched entryways are incorporated at the front and rear entries, and feature tile and metal accents to provide more visual interest to the building. A tower element is used to provide a focal point and give the appearance of a traditional school building. With the tower element, the total height of the building is 35 feet. The outdoor space for the facility consists of a 746 square foot area of the rear portion of the building that is cut out and covered by roofing to form an outdoor patio and is open to the rear outdoor play area. In addition, the outdoor playground areas are divided into two areas; an area for infants/toddlers at the south part of the property, and an area for preschool children at the north part of the property. Each playground area has its own playground equipment. The facility will have a maximum of 132 children and 19 employees with operating hours of 7:00 A.M. to 6:30 P.M., Monday through Friday. Proposed Grading Cut: 400 CY Fill: 100 CY Export: 300 CY IV. ANALYSIS The project is subject to the following plans, ordinances and standards: A. Community Facilities (C-F) General Plan Land Use designation; B. Calavera Hills Master Plan (MP 150); C. Carlsbad Municipal Code, Chapter 21.25 (Community Facilities Zone); D. Growth Management Regulations (Local Facilities Management Plan, Zone 7) The recommendation for approval of this project was developed by analyzing the project’s consistency with the applicable policies and regulations. The project’s compliance with each of the above regulations and policies is discussed in the sections below. SDP 12-02 – DHIMAN GODDARD SCHOOL October 3, 2012 PAGE 3 A. Community Facilities (C-F) General Plan Land Use designation The General Plan Land Use designation for the subject property is Community Facilities (C-F). The C-F Land Use designation allows facilities for child care providers, places of worship, senior citizens, charities, and various other community-servicing activities that are not traditional residential, industrial, or commercial land uses. The purpose of the C-F Land Use designation is to assure that some land, especially within master plan and specific plan areas, are identified and set aside solely for these types of uses. The Calavera Hills Master Plan designated this parcel of land for these specific uses. The Calavera Hills Master Plan was found to be in compliance with all applicable General Plan Goals, Objectives and Policies, including Land Use. This project is in conformance with the Master Plan and therefore is also in compliance with the General Plan. College Boulevard and Red Bluff Place are adequate in capacity to handle the traffic (660 ADT) generated by the proposed use. Yes Noise Control harmful or undesirable sound through the planning and regulatory process. The Acoustical Site Assessment performed by Investigative Science and Engineering, Inc., dated April 18, 2012, indicated that the project would not be exposed to noise levels exceeding the City’s 60 dBA CNEL exterior noise standard or exceeding the City’s 45 dBA CNEL interior noise standard. Provision of emergency water systems and all- weather access roads. Each child daycare classroom exits directly onto the playground area or to the interior hallways. There is an existing fire hydrant at the westerly corner of the site. In addition, the building will be fully sprinklered. All necessary water mains, fire hydrants, and appurtenances must be installed prior to occupancy of any building and all-weather access roads will be maintained throughout construction. Yes Yes B. Calavera Hills Master Plan The project site is located in Village Y of the Calavera Hills Master Plan, and is designated for Community Facilities uses. It is intended that a child day care center and other similar community serving uses operate at this location. The zone designation for the site is Planned Community (P-C) with a Community Facilities (C-F) underlying zone designation. The C-F development standards are established by Chapter 21.25 of the Carlsbad Municipal Code. The development standards for C-F uses are included in the master plan. The project complies with the master plan development standards as shown in Table 2 below. Community Facilities (C-F) Zone (C.M.C. Chapter 21.25) The project site is zoned C-F, and is subject to C.M.C. Chapter 21.25 unless stated otherwise within the Calavera Hills Master Plan. A stand-alone child daycare center is permitted in the C-F zone subject to the approval of a Site Development Plan (SDP) pursuant to C.M.C. Chapter 21.06 (Qualified Development Overlay Zone). The required findings and justification for approving a Site Development Plan are summarized below: 1. That the requested use is properly related to the site, surroundings and environmental settings; is consistent with the various elements and objectives of the General Plan; will not be detrimental to existing uses or to uses specifically permitted in the area in which the proposed use is to be located; and will not adversely impact the site, surroundings or traffic circulation. The General Plan encourages the establishment of child daycare centers in safe and convenient locations throughout the community to accommodate the growing demand for child care in the community caused by demographic, economic, and social forces. The subject site was reserved as a community facility site as part of the Village Y of the Calavera Hills Master Plan. The Calavera Hills Master Plan was found to comply with all applicable General Plan Goals, Objectives and Policies including Land Use. This project is in conformance with the Master Plan and is therefore also in compliance with the General Plan. 2. That the site for the intended use is adequate in size and shape to accommodate the use. The 1.05 acre project site is adequate in size to accommodate the proposed 8,570 square foot child daycare center. All necessary setbacks, play areas, landscaping, circulation, and parking areas will be provided. The project can accommodate up to 132 children and 19 employees, and will provide 35 parking spaces, two more than required. 3. That all yards, setback, walls, fences, landscaping, and other features necessary to adjust the requested use to existing or permitted future uses in the neighborhood will be provided and maintained. The project has been designed in accordance with all development standards of the C-F Zone and standards required for Village Y of the Calavera Hills Master Plan. All amenities required by the Child Care Ordinance, Chapter 21.83 of the Carlsbad Municipal Code will be provided. All yards, setback, walls, fences, landscaping, and other features necessary to adjust the requested use to existing or permitted future uses in the neighborhood will be provided and maintained. 4. That the street system serving the proposed use is adequate to properly handle all traffic generated by the proposed use. The proposed 8,570 square foot child daycare center will generate 660 ADT. Growth Management (Local Facilities Management Plan, Zone 7) The proposed project is located within Local Facilities Management Zone 7 in the northeast quadrant of the city. The impacts on public facilities created by the project, and its compliance with the adopted performance standards, are summarized in Table A below. ENVIRONMENTAL REVIEW The project qualifies as a CEQA Guidelines Section 15332 (In-Fill Development Projects) Class 32 Categorical Exemption. The project is consistent with the General Plan as well as with the Zoning Ordinance, the project site is within the City limits, is less than 5 acres in size, and is surrounded by urban uses; there is no evidence that the site has value as habitat for endangered, rare, or threatened species; approval of the project will not result in significant effects relating to traffic, noise, air quality, or water quality; and the site can be adequately served by all required utilities and public services. The project is exempt from further environmental documentation pursuant to Section 15332 of the State CEQA guidelines.
