a) Explain Why there are exceptional or extraordinary circumstances or
conditions applicable to the property or to the intended use that do not
apply generally to the other property or class of use in the same- vicinity
and zone: The property line sets approximately 60' from the edge
of Palomar Airport Road and 20-27' 'below the street elevation.

The granting of the variance will not affect the visual appearance
from Palomar Airport Road due to the grade differential. The-re-
maining.parkway along the roadway will still be approximately bU'
which should still be sufficient to create a park like environment.
d) Explain why the granting of such variance will not adversely affect the
comprehensive general plan: The granting of the variance does not
diminish the land use of the property and shall conform with the
general plan designation.
