Sincerely, Don Neu Senior Planner Attachment 2O75 Las Palmas Dr. • Carlsbad, CA 92OO9-1576 • (619) 438-1161 • FAX (619) 438-O894 APPROVED PUN LEGOLAND CARLSBAD SOLID WASTE MANAGEMENT PLAN 7 In keeping with the ideals set out in the Greenwave philosophy of the LEGO Group, LEGOLAND Carlsbad will approach waste handling and waste management in as environmentally responsible a manner as possible. Additionally, as it is our goal to ensure that our guests' experience is the best it possibly can be, providing the cleanest Park possible is a top priority. Functionally, this means having a dedicated group of staff trained and certified to carry out most of the waste handling operations on the site. Naturally, other staff will be required to move and handle waste in the course of their daily routine, but their involvement will be minimized. In general terms, the waste handling operation will be focused in the Waste Handling Area (WHA) designed for this activity, located just inside the Service and Administration cluster of the Park. Waste will be taken from the inner Park and outer Park work areas by staff from various departments, moved temporarily to satellite collection locations around the outer Park and then moved to the WHA in the Service cluster by a team of dedicated Grounds Services staff. From this location, waste will be compacted, baled or otherwise prepared for removal from the site. Staff in all departments will be trained in all aspects of handling the type of waste most generally produced by their daily job tasks. They will understand how it should be gathered and transferred from their work location to the nearest satellite waste collection area. They will understand how different types of waste should be separated, what waste is recyclable and what is not. The Grounds Quality staff are the dedicated team that takes care of cleanliness in the inner park. They clean restroom facilities and spend most of their time picking up litter around the inner Park. They also empty the trash bins throughout the inner Park. They use a wheeled container to move through guest areas, pulling full garbage bags and replacing them with empty ones. The trash bins themselves are not moved, they are only emptied. The Grounds Services team will be trained in the correct procedures for the handling, collection and removal of all types of waste created on site at LEGOLAND. They will be responsible for the movement of the mobile waste containers located in the satellite waste collection areas to the WHA. Using a truck or similar vehicle, they will move around the Park collecting full waste containers and replacing them with empty units. Once back at the WHA, waste will be prepared for removal from the site according to the established procedures. Cardboard will be baled, glass and other recyclables collected together, general waste compacted, etc. It is intended that recyclables will be separated in the field and placed in designated containers in the satellite waste collection areas, thereby eliminating ongoing handling of the waste. Green waste will be collected and prepared for recycling by the Landscape staff in a designated area adjacent to the WHA. Due to the specialized nature of this waste, it will be the direct responsibility of this staff. Similarly, removal of building waste will be coordinated through the Grounds Services team, but will be separated as necessary by the Maintenance staff. This is easily accomplished as the primary Maintenance work area is also adjacent to the WHA. Using this approach will allow for effective waste management and ultimately, the cleanest environment possible for our guests. The flow chart that follows graphically illustrates this process. This shows containers located within the Park (used by guests) and the satellite collection areas (used by LEGOLAND Staff). 2) REFUSE AND RECYCLABLE COLLECTION METHODS USED IN EACH PLANNING AREA A) Inner Park Guest Locations I. Parkwide Throughout the Inner Park, themed metal waste containers will be located at regular intervals along all pathways and strategically placed in plaza areas. The total number of containers is estimated to be 250 - 300. This is double the number of bins used in the LEGOLAND Park in Windsor. See attached conceptual plan as an example. These waste containers will be lined with refuse bags that will be removed when the containers are full by staff designated to carry out this task - a members of the Grounds Quality team. Refuse bags will be collected in a wheeled container that is a easily maneuvered through crowded inner Park pathways and removed to a satellite waste collection area. Refuse containers always remain in place in the Park so that the maximum number are always available for use by guests. II. Restrooms Restroom facilities will be equipped with hand dryers to eliminate the high volume of paper towel waste normally generated here. Paper towels will be available from a single dispenser located adjacent to diaper changing areas. Additionally, soiled diapers and other hygienic waste will be collected from restroom facilities on a regular basis and moved to satellite collection areas to await removal the WHA in the Service and Admin. Area. III. Food Stands At all Food stands, there will be clearly marked containers to allow guests to separate waste, marked for plastic or glass or aluminum cans and other waste. It will be a goal to control and minimize recyclable waste created to one of glass, plastic or aluminum cans at these locations, but preferably not all three. Disposable plates and cutlery will be used at food stand locations. These bins will be emptied on a regular basis and overflow of bins will not be permitted. Behind all food stand locations, there will be an enclosed satellite waste collection area, where staff will move bagged waste emptied from guest area bins to be held in larger refuse containers and await removal to the WHA. Separated recyclable waste will be tagged and stored separately. It is anticipated that there will be sufficient capacity in this satellite area to contain one day's worth of refuse. IV. Restaurant Facilities Restaurant Facilities will minimize waste created in guest areas through the use of re-useable cutlery, plates and beverage containers. Waste receptacles in guest areas will be placed to collect waste at source although most waste in restaurants will be placed in containers by staff as they clear tables. The majority of this waste will be food waste or paper napkins. Waste receptacles will be emptied as frequently as required in order to prevent overflow. Once again, bagged waste will be moved to satellite collection areas behind restaurant facilities to await removal to the WHA. All kitchen grease will be separated and disposed of the in the correct manner. All staff handling waste requiring special procedures or separation will be trained, tested and certified to ensure that they fully understand and carry out the appropriate procedures for waste handling. V. Attractions Food and beverage consumption will be discouraged or not allowed in most Attractions. Refuse containers will be paced near entry areas and in queues for all rides, shows and activities within the Park. VI.Green Waste Collection and preparation of green waste for recycling will be handled by the Landscape department staff. As they are the team generating all of this waste, they will be responsible for its immediate removal to Landscape storage area in the Service and Admin, cluster to prepare it for removal for recycling. B) Satellite Waste Collection Areas Satellite collection areas located principally behind restaurants but will also be used by other Park staff as the designated back of house area to take waste. Recycling protocols established with regards to plastics, glass, cans and cardboard will be reinforced in satellite areas through the use of marked containers. All staff will be trained in the correct method of separating and disposing of waste generated by their job function. Containers will be removed from satellite locations and replaced by empty containers as frequently as required to prevent overflow of waste. This is anticipated to be once per day throughout most of the season and twice per day at the Park's busiest times. This function will be carried out by the Grounds Services staff, using a tractor or other vehicle to pull a number of the containers at the same time. C) Administration and Maintenance Areas I. Administration Building Since most of the Waste generated in this area will be paper-related, recycling containers will be located throughout the building to encourage separation of waste paper. Additionally, standard waste containers will be available for general waste. All trash will be removed nightly and taken directly to the WHA adjacent to the building. Paper for recyling will be stored separately to await pick-up. General waste will be compacted. II. Maintenance Building Cardboard will be the main type of waste generated in this area. It will be taken directly to the adjacent WHA for baling and sale on to an appropriate recycler. A reduction in the amount of cardboard used will be attempted by encouraging suppliers to provide shipping containers that are re-useable - especially for high-volume items like LEGO toy products. III. Gardening Shed Green waste generated or brought here will be stored and prepared for recycling at the adjacent Gardening storage facility. 3) DESCRIPTION AND SITE FLAN FOR ON-SITE PROCESSING FACILITIES The central Waste Handling Area for the site (WHA) will be located in the Service and Administration Cluster. See attached Diagram for the details of the layout of this area. This walled, gated compound will contain a cardboard baler and the compactor for general waste. Central containers for other recyclables will also be located here to hold glass, paper, plastics (and any other waste to be recycled). Cut sheets describing representative types of equipment that may be used are attached. 4) TYPES OF RECYCLING SERVICES AND CONTRACUAL RELATIONSHIPS A relationship will be established with the waste hauling and recycling vendor or vendors currently licensed by the City of Carlsbad to provide their services to the LEGOLADN site. LEGOLAND will contract with a service(s) to provide: (1) green waste composting and which may be purchased back by LEGOLAND for use in the Park; (2) pick-up of recycled materials (glass, aluminum, plastics, paper); (3) regular collection of compacted waste. Contracts would be renewable on an annual basis. 5) ESTIMATED QUANTITIES OF WASTE GENERATED Based on the experience at LEGOLAND Windsor, where a very similar Waste Handling system is used, we can predict the quantities of waste LEGOLAND Carlsbad is likely to produce. In fact, in Windsor the waste haulage company separates all recyclables in their own processing facility and green waste is not separated, so we have gross figures for all waste removed from the site. During the 1996 season, 68 x 35 yd containers of waste were removed from the site, for a total weight of 416.68 tons. In the peak season, this means that the container was changed 2 or 3 times per week. Additionally, 15 tons of diapers and other hygienic waste was removed from the site. In assuming that LEGOLAND Carlsbad will have 300 operating days (1/3 more than LEGOLAND Windsor's 200 day operating calendar) and will have a projected attendance of 1.8 million guests (almost 1/3 more than LEGOLAND Windsor's 1.4 million), we can predict that total volume of waste removed from the site would be somewhere in the area of 575 tons. 6) CONCLUSIONS The Waste Handling System described in this document works very efficiently and effectively at LEGOLAND Windsor. In fact, 94% of the Park's guests say that cleanliness in the Park is Good or Excellent - very high ratings indeed. In fact, cleanliness and fun received the same ratings. This success begins with having a dedicated team of trained staff who maintain a strong sense of pride in keeping the Park as clean as it possibly can be. It is supported by measures described in the detail of this document that include the use of hand dryers in restroom facilities, crockery in many of the restaurants and working with suppliers to eliminate cardboard packaging and replace it with re-useable containers for shipping high volume items such as LEGO Toys. 11172/MAR BuyLine 7048 The 20 cubic yard RJ-88SC easily handles the odor- producing waste of a college student cafeteria.
