RECOMMENDATION That the Planning Cominission ADOPT Resolution No. 2635 recommending APPROVAL of SNC-25 based on the findings contained therein. II. DESCRIPTION AND BACKGROUND The Carlsbad Merchants Association has petitioned the Redevelopment Office to process a street name change from Elm Avenue to Carlsbad Village Drive on the portion generally located west of Pio Pico. The reason for the name change is to increase awareness of the Village Area. This matter was brought before City Council at their meeting of November 12, 1986 for direction. (City Council Agenda Bill #8813 attached.) Because of the specific nature of the name change several options were presented to Council. Council referred the matter to the Planning Commission for consideration. Options presented to Council are as follows: 1] FREEWAY TO THE OCEAN Would necessitate dual freeway signage for 1-5 intersection Would affect 99% of businesses located on Elm Avenue Would not affect City Hall address 2] EL CAMINO REAL TO THE OCEAN Would require only one street name at 1-5 intersection Would affect 100% of businesses including City Hall There will be no residential addresses east of Highland 3] EASTERN TERMINUS TO THE OCEAN Would mean single name for street throughout Carlsbad Council took action recommending option #3. III. ANALYSIS PLANNING ISSUE Is the proposed street name consistent with the City's street naming policy? DISCUSSION City Council Policy No. 20 establishes a policy for naming and changing the names of Carlsbad streets. In approving any name change both the justification for replacement name and any effect of the change on any other streets must be considered. The major justification for the proposed name change is that it would further augment the City's commitment to the Village Area Redevelopment Project by focusing attention upon and direction traffic to the Carlsbad Village Area. The City's Street Name Policy also addresses the effects of street names by establishing a coordinated system for naming streets. The City is divided into seven geographical areas. Each area is designated according to acceptable classes of -2- names (birds, cities, famous names, etc.). The area in question would allow any non-conflicting name. The proposed, CARLSBAD VILLAGE DRIVE, would not conflict with any other street name in the City. There are approximately 120 individual businesses located along Elm Avenue. The street name change would require a one time only expense to these businesses to alter their correspondence to reflect the new address. In the case of banks and other high volume letter establishments this would require considerable work (although it should be noted that La Jolla Bnak and Trust Co. at 770 Elm Avenue is one of the petitioners stating they have no objection to the change). However, the proposed street name change will effect an area greater than those properties fronting on Elm Avenue. The freeway signage that will be required will direct to the Village as a whole rather than solely to Elm Avenue. It is the greater good for the Redevelopment Area that prompted the Housing and Redevelopment Advisory Committee to unanimously recommend the street name change when it was proposed at their August 25, 1986 meeting. Staff believes there is merit to the request for a street name change and is able to support approval of SNC-25. I object to the chauige for the following reasons: 1. There is already a major thoroughfare in the downtown area named Carlsbad Blvd. There will be much confusion resulting with two names so nearly alike. Persons unfamiliar with the city will probably remember only that the name begins "Carlsbad" azid have difficulty in locating the correct one. There is a current situation, now having to be adjusted, because two streets were named Forest. 2. The cost and inconvenience of changing addresses for the baulks located on Elm will be great. This inconvenience will also be extended to the customers of these banks because their checks will no longer carry the correct bank address. 3. The cost and inconvenience of changing addresses for the City of Carlsbad will be great, since many city offices, the Library, and the fire station are located on Elm. k. A major street which goes through town from the ocean towards the east (supposedly someday to El Camino Real) should not have two names. Locating the street suid the downtown area will be easier with just one name. 5. Freeway signs will have to be altered if there is a name chEuige. This is smother expense. The signs already indicate that the downtown area can be reached from the Elm off-ramp. Additional signs on that ramp could indicate more information about the "Village". A few years ago it was suggested to change the name of ELM ST to something that would allow highway travelers to know they had reached the City of Carlsbad. Right now, the let sign on the south- bound side of 1-5 that SAYS "Carlsbad" is 1-1/2 miles south at Carlsbad Blvd & visitors completely miss the Village. At ELM AVE the sign says "DOWNTOWN",nothing about Carlsbad Downtown. There is a current situation, now having to be adjusted, because two streets were named Forest. 2. The cost and inconvenience of changing addresses for the bsuiks located on Elm will be great. This inconvenience will also be extended to the customers of these banks because their checks will no longer carry the correct bank address. 3. The cost suid inconvenience of changing addresses tor the City of Carlsbad will be great, since many city offices, the Library, and the fire station are located on Elm. A major street which goes through town from the ocean towards the east (supposedly someday to El Camino Real) should not have two names. Locating the street and the downtown area will be easier with just one name. 5. Freeway signs will have to be altered if there is a name change. This is another expense. The signs already indicate that the downtown area can be reached from the Elm off-ramp. Additional signs on that ramp could indicate more information about the "Village".
