It is difficult to give directions to our development from 1-5 when you have to say, "Go east on Palomar Airport Road to College, turn left to Faraday, turn left to Halley, turn right until it changes to Camino Hills Drive, there is no indication of this change, and then turn right at the entrance to Camino Hills." It is difficult to give directions to our development from 1-5 when you have to say, "Go east on Palomar Airport Road to College, turn left to Faraday, turn left to Halley, turn right until it changes to Camino Hills Drive; there is no indication of this change, and then turn right at the entrance to Camino Hills." We see no reason to have this problem. As an aside, the street sign at Jackspar Drive and Camino Hills Drive shows the address, to the west, as 2400 when, in fact, it should be 2200 The entrance to Camino Hills is in block 2300. Any assistance you can provide in rectifying these problems will be appreciated. We will be unable to attend the meeting on Wednesday, October 2, but wish to express our thoughts on this. We have been residents of Camino Hills for eight years and since that time new development has gone on around us. Closing the access of Camino Hills Drive to El Camino by shunting this off with a cul de sac has caused us to find other routes to our property. The decision by the Commission to access our area by installing a signal at Rancho Carlsbad was well received by the residents as it took the risk out of making a left turn at Camino Hills Drive sans signal. The other access to our community was opened up from Faraday via Halley Drive, a new street (named out of desperation?) that was another bonus to the residents. The wisdom of the Planning Commis- sion has given us two means of access for which we are grateful. This short stretch of road from Faraday dubbed "Halley" of which Camino Hills Drive is now an extension, should have its name changed to Camino Hills Drive. For the convenience of its resi- dents, friends and families, searching for our community would be no longer a problem. Brawner LIAISON CAMINO HILLS HOMEOWNERS ASSOCIATION 2314 Bryant Drive Carlsbad, CA 92008 RESPONSES TO ISSUES OF CONCERN The purpose of this letter is to follow-up in writing to the issues of concern that you raised in your letter dated June 24, 1996. I will address the issues in the order they were listed in your letter. The double street name sign and post that was at the corner of the former intersection of Camino Hills Drive/El Camino Real has been removed. Work orders have been issued to remove both the existing two way left turn lane and the two signs on El Camino Real adjacent to the former intersection of Camino Hills Drive/El Camino Real. A work order has also been issued to paint a new center median in El Camino Real with a left turn pocket for Sunny Creek Road. I have contacted the City's Community Services Department and have asked them if they o^uld expedite this work. The wooden barricade and gate have been constructed across Camino Hills Drive between Browning Road and El Camino Real. Regarding the approximately 30 feet of missing sidewalk at what was the southeast corner of Camino Hills Drive/EI Camino Real, the City's project inspector Al Ludwig informed me today that the contractor has agreed to construct this missing sidewalk. The contractor has some concrete work to do in the subdivision in the near future (possibly August sometime) and this sidewalk will be installed at that time. Regarding your request that Halley Drive street name be changed to Camino Hills Drive, I found out that this is being handled by Anne Hysong in the Planning Department. Anne informed me that it could take a few months to get the name change approved by the City Council. Years ago, when the Camino Hills Mobile Home Park was created, we knew that Camino Hills Drive would extend south. Originally there was a plan that Camino Hills would make a 90 degree turn and continue. It was not anticipated that it would connect to Halley Dnve which was intended to be a cul-de-sac. When it became apparent that Faraday would not outlet to Cannon Road for the foreseeable future, the City Engineer allowed the connection of Halley Drive to Camino Hills Drive as a second way out for the Carisbad Research Center. So, the situation today is that Camino Hills Drive continues in a straight line to Halley Drive, forming one street with a different name at each end. There is no way to tell where one ends and the other begins. People going to the mobile home park from College Avenue to Faraday Avenue will not find Camino Hills Drive. There are only two lots in the Carisbad Research Center with frontage on Halley Drive and both are cun-ently vacant. One has a slope that will probably preclude access to Halley and it can get its access from Faraday. The other could physically take access from either street and may prefer it from Faraday for "visibility." I did not check conditions to see if access is required from Halley. There is only one homeowner who mav be addressed on Camino Hills Dnve (I have not checked). However, the Camino Hills Mobile Home Park named the street after itself and would undoubtedly complain if the name were changed. I recommend that the City initiate a Street Name Change changing Halley Drive to Camino Hills Drive so that the street has only one name. I also recommend that this action be implemented quickly before occupancy of the two lots in the Carisbad Research Center. ^1 RICHARD H. ALLEN, JR., P.E.
