The Specific Plan indicates a commercial use but as you will recall, I indicated to the Planning Commission that a restaurant would not be permitted except by an amendment to the Specific Plan. I made this state- ment based on the fact that there is insufficient parking provided at the center for additional restaurants. (Restaurants have the highest parking requirements of any commercial use). The City Manager indicated that restaurants fall under the commer- cial category, but restaurants at the center must meet the City Code requirements. I assume this means they must meet parking requirements as outlined in the Code as well as Conditional Use Permits. Parking is alreqdy a prt)lem because of the insufficient area allowed for parking^at this center for all uses. And of course restaurants aggravate the problem because of the heavier than usual parking requirements. However, if the City (Public Works) feels strongly that a high traffic-generating use — such as a restaurant —is not desirable at the MacDonald's Site, then I would suggest that the City Council return SP-146(A) to the Planning Commission to develop a comprehensive parking program and establish the types of uses permitted in various buildings; i.e.: retail, professional, restaurants. I have discussed it with Tim Flanagan, City Engineer, and it was his recom- mendation that I contact you. The problem relates to the original parcel map condition which required that the off-site improvements be completed or a letter of future improvements filed with the City. Although Parcel 2 is not being improved at this time, Santa Anita Development was required to construct the improve- ments since the property owners would not file a letter of future improvements. Santa Anita Development bonded for the improvements and had their civil engineer prepare the improvement drawings. The drawings were approved by the City and construction started. At this point we were notified by the General Contractor that the improvements could not be installed without extensive grading on Parcel 2. In addition, that grading could not be accomplished because of the major power poles on this site. It is my understanding that the condition requiring these improvements was added since the City, at that time, had no other means of insuring the completion of the off-site improvements when development of that property occurred. Mr. Flanagan has informed us, however, that in June the Municipal Code was amended to require that street improve- ments and/or dedication be a condition of any building permit if desired by the City (Section 18.40). This change gives the City the authority to require these off-site improvements prior to the development of the site. Since these improvements do not relate to the shopping center project, and are not needed until such time as Parcel 2 develops, and since they relate so closely to the future development in which the center developer, has no interest, we would like to request that the City delete the required off-site improvements on Parcel 2. Mr. Flanagan suggested we ask you to make a determination on how to proceed on this problem. Our construction schedule makes this question extremely urgent and a prompt reply would be appreciated. I have reviewed the CUP and unfortunately have concluded that the only possible way for the mobile unit to remain after April 23, 1975 is through the CUP amendment process. This process, of course, requires an appli- cation on your part and a public hearing by the Planning Commission. Enclosed is an application for this CUP Amendment. (714) 238-7542 MEMORANDUM February 25, 1975 TO: THE PLANNING COMMISSION FROM: THE PLANNING DEPARTMENT SUBJECT: HOME FEDERAL SAVINGS AND LOAN ASSOCITION BUILDING DESIGN At the Planning Commission meeting held on February 11, the Commissioners decided to continue this item to February 25 in order that the applicant might bring in some alternatives in the way of exterior materials for construction of the front of the building. It was also stated that the Commissioners should feel free to bring samples to this meeting if they had some particular building material in mind. . br MEMORANDUM February 7, 1975 TO: PLANNING COMMISSION FROM: PLANNING DEPARTMENT SUBJECT: "HISPANIC" MOTIF OF THE HOME FEDERAL BUILDING The Specific Plan for the Hagen Development contains a condition requiring that all of the structures within that development be designed utilizing the Hispanic motif. Also, the Conditional Use Permit for Home Federal contains a similar condition. The question of "What is Hispanic Motif" has been a constantly recurring question. There are many different forms of architecture attributed to the Spanish. The question should be: Will it be possible to develop an integrated design concept that can apply to the entire shopping center complex? Satisfaction of the intent of the Specific Plan condition will re- quire a coordinated design effort between the City and the developers of each of the different uses to be contained within the development. Staff has reviewed Hornet.Federal ' s "Image Building" and feels that, with some minor detail changes, the architectural treatment can be consistent with what can commonly be referred to as Hispanic Motif. Staff also feels that the above stated integration of design can occur as each phase of development comes before your body for re- vi ew and approval. Home Federal is requesting that the Planning Commission review elevations of their "Image Building" to see what changes, if any, would be necessary to meet their condition. They will be presenting slides, photographs, renderings and a verbal description of their typical bui1ding. Staff will make additional comments during the presentation. Plan Ref: City Council Reso. #3304 Per our meeting November 27, 1974, the following requirements must be met prior to issuance of any building permits: (1) Parcel Map. A parcel map showing the phases proposed for the Carlsbad Shopping Center. The phases will include all public improvements (i.e., desilting basins, road improvements, storm drains, water) necessary for the support of each phase. The phases must be developed so that each phase can stand alone in the event successive phases are not built. (2) Specific Plan Revision. The current specific plan, City Council Resolution 3304, will be processed as a revised specific plan outlining the proposed phased development. The revised specific plan must be approved by the Planning Commission and City Council. All conditions stipulated by City Council Resolution 3304 will be re-evaluated and applied to the appro- priate developmental phase. (3) Building Permits, Encroachment Permits. Necessary Encroachment Permits must be obtained for the permanent facilities, (Osuna Drive Encroachment Permit for parking). Building permits for the Bank of America and Home Federal Savings and Loan will not be issued until the Parcel Map is recorded and revised specific plan has been processed, and approved by the City Council. The Bank of America's permanent facility must be under construction by May, 1975 to meet requirements of CUP 101. The Home Federal Savings and Loan permanent facility must be under construction by March, 1975 to meet requirements of CUP-95. It is recommended that the Parcel Map and Revised Specific Plan showing phases be submitted to the City for processing and evaluation no later than December T5, 1974 so the requirements of City Council Resolution 3304 and the Conditional Use Permits can be satisfied. I am sorry for the delay in responding to your request for comments on the Carlsbad Shopping Center exterior elevations and site.plans. • These are just some random thoughts I have; 1. The elevations are in keeping with the theme we had envisioned along El Camino Real. The sides of the structures will be facing Marron Road and Haymar Drive. I presume that roof lines and exterior treatment are going to be continued along the sides. 2. The loading areas to the rear of the site are going to be facing the 10-acre portion which was originally part of the shopping center proposal. What measures are being taken to ensure that any future development on this site won't be .looking down on an unsightly truck dock? 3. The Specific Plan carried the conditions that 5% of the parking area and 15% of the net land area be landscaped. In addition, a 10' wide planter is required adjacent to all public streets. The site plan needs to reflect these requirements. In order to be counted toward the land- scaping requirement, all planters in the parking area must be a minimum of 4' wide and surrounded by a 6" concrete or asphaltic curb. Due to the poor reproduction of the we are unable to evaluate the proposed the Carlsbad Shopping Center. From This office of April 4, attachments, C.C.&R's for the Carlsbad Shopping Center. From the cursory review that was possible; it is apparent that said C.C.&R's do not seem to have adequate safeguards and/or specific standards in the area of -4-p^H-o-a-g e_ a n architectural limitations. Some additional analysis should perhaps be considered in these areas. In review of the plot plan as submitted on March 22, 1974, you should be reminded of staff's concern to the lack of landscape treatment adjacent to the public streets and the lack of sensitivity in terms of some form of transition (landscaping) from the existing service stations to the proposed, shopping center. In .addition, the tentative building elevations as submitted are considered to be in conformance with the motif envisioned by the City for the El Camino Real Corridor. Linn '' SUBJECT: Brief Analysis of Three Proposed Shopping Centers As per your request, I am providing you with some pre- liminary thoughts on three proposed commercial develop- ments in the vicinity of El Camino Real and Highway 78 in the City of Carlsbad. The first proposal has been submitted by the firm of Kelly-Kurlinder-Vanderburg for the development of a commercial site located east of El Camino Real between Haymar Drive and Marron Road. The above is proposing a rezone from Rl-10 to C2 which would permit them to develop a convenience shopping center, accommodating approximately 15 shopping facilities. All of these are to be located across El Camino Real or opposite the Plaza Camino Real Shopping Center. The Kelly- . Kurlinder-Vanderburg property contains approximately 29.30 acres. The second proposal submitted by the Rinker Company is to build a neighborhood shopping facility at the south- easterly corner of El Camino Real- and Marron Road. . This proposed development has approximately 410 feet of frontage on El Camino Real and approximately 600 feet of frontage on Marron Road. The site is approximately . 11.7 acres in size and will be entirely devoted to commercial uses. The third proposed development is that submitted by Larwln- San Diego Incorporated. Their proposal is to secure zon- ing \vhich at the present time is RA-10,000 to C2. Larwin's tentative thinking if their rezoning rs successful would be to develop the site into commercial and office type uses. The site is approximately 7.81 gross acres. It "is unfortunate that the Environmental Impact Reports submitted with the proposed actions do not address them- selves adequately to the problems of urban economics. By this I mean putting into their proper context market demand not only generated by Carlsbad but also Oceanside. Don Agatep November 13, 1973 Page 2 Unfortunately the Economic Element of the General Plan is not yet completed. But even if it were, the facts and figures that would have to be developed to adequately address the question of whether there is a market demand at that loca- - tion for any or all of the proposed developments would not be within the context of the scope of work you approved. It is rather obvious that the proposed developments are not only attempting to capture much of the consumer dollar available from the City of. Carlsbad,"but more importantly, trying to capture Oceanside potential expenditure. It could be argued in a logical manner either pro or con, that market support does really exist for any or all of the three centers. '•'... You~ and your staff-might want to ke.ep the following thoughts in mind when performing additional research: (1) The question would have to be asked and then answered as to what is the proposed development density north of the City boundary in Oceanside. It appears that the existing regional shopping center has a. strong orientation to the freeway and to the market potential of Oceanside. (2) Because of the lack of precise data regarding the market feasibility of the three proposed projects, we have had to rely basically on empirical information. A given of course is the Plaza El Camino Real Regional Center which is contained on a 50 acre site. Located at the southwest corner of P.oute 78 and El Camino Real, it contains at the present time two major department stores and 60 shops which provide compa.rision and specialty shopping. I understand that this center in the future proposes a new bank, a theatre, and perhaps an air-conditioned mall. Across the street or due east of the center is an existing service station and a temporary bank building. The primary question that must be addressed is the City's intention concerning the development or redevelopment of the downtown core area. Any new commercial development approved ivithin the City of Carlsbad will drain potential dollar flows to the downtown core area. If there is a commitment to revitalize the downtown area, than what will be the best possible way? It is our opinion, at least at the present time, that any attempt to revitalize pure commercial uses in the downtown area to compete against either the existing regional or any proposed regional shop- ping center would be unsuccessful. Many, of course, will Mr. Don Agatep November 13, 1973 Page 3 advance the argument that perhaps the CBD should.be developed into an office professional center. I doubt that within the foreseeable future that Carlsbad will be able to attract corporate main or regional offices. Generally speaking, if one were to locate a large headquarters type use in the City the reason would most likely be that of environment as opposed to.any prime locational advantages. The already existing regional center in itself does not offer a strong generative force.to promote the development of office type uses. It would seem that if the City were to revitalize the downtown area that a central type of theme such as found in Carmel, or Laguna, California would increase the projects chance of success. The type of offices that generally locate in this kind of an environment would be those particularly related to the design professions (i.e. landscape architects, planners, architects, painters, etc.). The question as to whether doctors, dentists, or attorneys would locate there would be dependent on the population of Carlsbad. Because of Carlsbad's close proximity to the financial center of the City of San Diego any chance that stock brokerage firms, saving and loan, or regional bank headquarters locating there would be almost nil. With the above thoughts in mind, a closer analysis of each of the three proposed developments would be appropriated at this time. The proposed Kelly-Kurlinder-Vanderburg commercial site dis- cussed before involves a rezone from Rl-10 to C2 which would permit the construction of convenience'type shops which would hopefully complement those existing shopping facilities found in the regional center due west. The proposed development would include a market, various service type shops, a drug store, hardware store, a motel/hotel, and a restaurant. The market, service shops, drug store, and hardware store seem quite appropriate at this location where they will not only serve those individuals wishing to shop in the regional complex, but will also serve as a community shopping center for those seeking certain convenience goods. The proposed type of uses historically do well on the fringe of regional shopping centers. The Kelly-Kurlinder-Vanderburg proposal for a motel/hotel complex is questionable at this time. I have found no market data to support any contention that this type of a venture would be successful. The inherent danger in approving a premature location for a motel/hotel complex would be that if the use were not successful, then the City eventually would find itself with an inexpensive transitory type apartment unit developed out o:£ the motel. The restaurant complex itself could be successful due to its close proximity to highly used thoroughfares. It seems Mr. Don Agatep November 13, 1973 Page 4 from your experience as well as mine that Carlsbad could use a first class dinner house to serve its daily business popu- lation and dinner hour demands. The Rinker development to be located at the southeast corner of El Camino Real and Marron Road presents another- set of alternatives. It appears that the.approval of this develop- ment would promote the proliferation of strip type uses and " zoning on El Camino Real. Whether there is sufficient market demand for both the Rinker development and Kelly-Kurlinder- Vanderburg proposal, at least at the present time, is mote at best. . •••'.. One could very well argue from a gross statistical analysis of the entire Carlsbad-Vista-Oceanside area that there is adequate population and economic demand for both of these two developments. Unfortunately, City-wide figures do not take into account the locational aspects and such factors as traffic flow. Actual location of population centers, being at either single or multiple family are also not addressed using gross statistics. The proposed Tanglewood commercial site again seems to be an extension of a strip commercial along El Camino Real, although certainly not within the classic sense that we have known historically. A detailed analysis of the Tangle- wood project is difficult in that the applicant is only proposing a change in zone at this time. An approval of a commercial development at this site would only add fuel to the fire in the City's quest to restrict strip type commercial development. If the proposed site were approved for the development of office professional type uses, I would only ask that the Council and the Commission react to my comment of concern for the revitalization of the down- town core area. I frankly do not feel that the City of Carlsbad could adequately support an office complex in the downtown.area as well as one on the Tanglewood property. . In summation, it would be in our best professional opinion, and I qualify this in that much of the information is purely empirical in nature, that only the Kelly-Kurlinder-Vanderburg project be approved at this time. I would think that if the Council or Commission had any hesitation about disapproving the other two projects, that a holding action be initiated and the the developers be required to provide the City with a detailed economic demand analysis for each of the pro- posed sites. Agatep Planning Director City of Carlsbad Carlsbad, California Dear Mr, Agatep: We understand that application is being made for commercial zoning on approximately 23 acres of land fronting on the east side of El Camino Real between Haymar Drive and Marron Road directly across from Plaza Camino Real. There is no question but that this location is ideally suited for the development of shopping facilities to augment and complement those of Plaza Camino Real. Since many shoppers already use the bus system in coming to PCR, the addition of such adjoining facilities would enable them to complete all of their shopping needs in one trip. This would provide great convenience and a considerable saving in both time and money. It would result in greater and more efficient use of the transportation system and, in some cases, even eliminate the necessity of using automobiles to shop. Needless to say, because of the proximity of both centers, similar savings could be made by those shoppers who must use automobiles. In the years to come, because of the growing need to conserve fuels, the advantage of having a complete range of shopping facilities in such juxtaposition will undoubtedly become of increasing importance. Also, there would be no encroachment into any residential area by the placing of a commercial facility at this location as it would continue the well established pattern in this vicinity of commercial use for the land lying between the south side of the Freeway and Marron Road. We believe this zone change would result in substantial benefit for the entire community and ask that you accept this letter as a very affirmative indication of our support.
