Report of compliance regarding conditions of approval of
a single stack at the Encina Power Plant on property
generally located on the east side of Carlsbad
Boulevard between Cannon Road and the Agua Hedionda
Lagoon.
I. BACKGROUND
As required by Specific Plan Amendment; SP-144(B), a five
year report was forwarded to the Planning Commission on
August 26, 1981. This report pertained to the compliance of
SDG&E with the conditions of approval of SP-144(B) and all
applicable air quality standards and regulations.
At the meeting on August 26th, two (2) residents of Carlsbad
expressed concern regarding other air pollution issues. The
issues and questions addressed:
1. The use of natural gas at Encina:
a) What percentage of all fuel currently being used
at Encina is natural gas?
b) How much natural gas will be used in the future?
2. The use of a new fuel oil at Encina:
a) Request for information regarding this fuel oil.
b) What percentage of all fuel will this new oil
comprise?
c) What is the sulfur content of the oil? How does
this compare with oil currently being used?
3. Acid Rain:
a) What are the amounts and quantities of acid
rain?
b) What are the specific pollutants contained in
acid rain?
c) Where is the acid rain going when it leaves
Carlsbad?
d) Request for updated information regarding acid
rain.
In response to these public concerns, the Planning
Commission directed staff to contact SDG&E to obtain
additional information. SDG&E has replied to our request
with the attached articles and letter dated September 1,
1981.
Also in responce to public input, the Planning Commission
requested staff to obtain a copy of the Reasonable Further
Progress Report. This is an annual progress report,
prepared by the San Diego County Air Pollution Control
District, on the implementation actions taken to achieve and
maintain the National Ambient Air Quality Standards in the
the San Diego Air Basin. A copy of the report is available
for your review in the Planning Department.

Dear Ms. Nicholas:
Recently you telephoned and asked several questions
concerning the San Diego Gas & Electric annual report on En-
cina powerplant. These questions were asked by interested
citizens at the Wednesday, August 26 Planning Commission
meeting. Below I've attempted to answer the generic questions
plus have included a couple of articles about acid rain.
1. What percentage of total fuel at
Encina is natural gas versus residur
al fuel?
In 1980 76.78% of the total fuel
used at the Encina plant was residu-
al oil, and 23.22% was natural gas.
We expect continued natural gas
availability. Please see the
attached graph indicating the fu-.".

availability as compared to re-
sidual oil for the entire SDG&E
generation system.
2. What is the expected sulfur content
for SDG&E proposed medium sulfur
fuel oil test burn at Encina?
We expect to obtain 1.25% sulfur
fuel oil for the test burn opera-
tion. Please note the actual test
burn period is only six weeks in
duration. Attached is a fact sheet
concerning the test burn proposal.

How much acid rain is there in San
Diego County? We don't have that
answer but I've attached two arti-
cles concerning acid rain. We
don't believe our test burn of
medium sulfur fuel will affect the
acidity of rain.
What direction does the wind blow
at Encina Powerplant for disper-
sion of pollutants?
Encina is located in a coastal
environment and is subject to the
normal sea breeze circulation.
Thus one expects great variations
in wind flows with heights. How-
ever, surface wind data from on-
site monitor, nearby Palomar
Airport and Oceanside Weather i
station all indicate that for
most of the day, winds from the
southwest through northwest domi-
nate. And easterly through
northeasterly winds prevail at
night. Average wind speeds are
approximately 5-7 mph.
Since this report goes to City Council on September
15, 1981, and there might be questions, SDG&E will have rep-
resentation at the meeting.

SUBJECT: SAN DIEGO GAS AND ELECTRIC - Report of compliance re-
garding conditions of approval of a single stack at the
Encina Power Plant on property generally located on the
east side of Carlsbad Boulevard between Cannon Road and
the Agua Hedionda Lagoon.
I. PROJECT DESCRIPTION AND BACKGROUND
On May 4, 1976, the City Council approved Specific Plan Amend-
ment, SP-144(B), for the construction of a single smokestack to
replace four existing stacks at the Encina Power Plant. Condi-
tions of approval included the filing of an annual report with
the City Council regarding improvements in plant and operating
procedures which reduce the emission of air pollutants resulting
from the operation of the Encina plant. This condition has been
complied with on a yearly basis in the past and this year's re-
port, Exhibit A, has been attached for your review.
In granting approval, the City Council also directed that SDG&E
obtain a report of compliance from the city staff regarding the
conditions of approval of SP-144(B) and from the San Diego County
Air Pollution Control Officer regarding compliance with the ap-
plicable conditions of air quality standards. This report was to
be forwarded to the Planning Commission and City Council five
years from the date of adoption of the Specific Plan Amendment.
The approving ordinance with conditions, Exhibit B, has been at-
tached for your perusal.
II. DISCUSSION
As directed by condition of SP-144(B), the Air Pollution Control
District has supplied the attached report, Exhibit C, regarding
the compliance of SDG&E with all conditions under its jurisdic-
tion. The most significant of the Specific Plan conditions, as
they apply to the continued operation of the Encina plant, are
discussed in the APCD report.
As required by the City Council and discussed in the APCD report,
SDG&E has substantially eliminated the acid fallout as required
by the Air Pollution Control Hearing Board; financially supported
the installation, operation and maintenance of three ambient air
quality monitoring stations; and operated the boilers (with six
exceptions) in compliance with all applicable emission standards
and permit conditions required by district regulations.
The APCD report does indicate that operation of all monitoring
stations will continue through February 1982 and a final report
will be made by April 1982.
Conditions regarding positioning of lighting and screening of
rooftop equipment were satisfied shortly after approval of the
Specific Plan Amendment. Additionally, SDG&E has complied with
the abatement order issued by the Air Pollution Control Hearing
Board and no further fallout complaints have been received since
recommended control measures were instituted.
All other pertinent conditions concern compliance with any future
pollution control measures and regulations. Review by the Air
Pollution Control District should ensure compliance with future
regulations and the continued monitoring and operation of the
plant in compliance with existing requirements.
Overall, San Diego Gas and Electric appears to have satisfied all
conditions of Specific Plan 144(B) and to be operating the Encina
plant in general compliance with all applicable emission control
regulations.
III. RECOMMENDATIONS
It is recommended that the Planning Commission accept this report
as satisfying the conditions required by SP-144(B) and forward it
to the City Council reccommending its acceptance with the stipu-
lation that the final APCD report which will be completed in
April 1982 be reviewed by the City Council at that time and that
SDG&E continue to submit the required annual report.

FOURTH ANNUAL REPORT
TO THE CARLSBAD CITY COUNCIL
REGARDING EMISSION REDUCTION AND OPERATING IMPROVEMENTS
AT THE ENCINA POWER PLANT
SAN DIEGO GAS & ELECTRIC
June, 1981
In compliance with the City o-f Carlsbad
Ordinance No. 9456, Section 3, 14(j), San Diego Gas &
Electric is submitting this fourth annual report to
the Carlsbad City Council. The report was required
to relate "improvements in plant and operating proce-
dures during the preceding year which reduce the
emission of air pollutants resulting from the operation
of Encina Units 1, 2, 3, and 4."
As a preface, subsequent to completion
of Unit 5 and tall stack, the plant has returned to
a routine operating mode that has been characteris-
tically clean from an air quality viewpoint. The
operation approaches the optimum in terms of effi-
ciency and few significant changes are still occurring
in either the plant or operating procedures. At the
same time, the contribution of the emissions from the
Encina Power Plant to local air quality concentrations
has been substantially reduced. Further, there have
been no fallout claims filed in over a year.
INCREASED COMBUSTION EFFICIENCY
A primary ongoing goal of the SDG&E operations divi-
sion is to squeeze more electricity generation from each unit
of fuel combusted. Improvements in combustion efficiency trans-
late directly into fewer barrels of fuel required and lower
emissions to meet customer electricity demands. Due to its more
design, Unit 5 is the most efficient unit on the SDG&E system;
and it's addition to the Encina Plant resulted in a considerable
improvement in overall Plant efficiency.
During 1980, the several periodic maintenance activities
at the plant were scheduled to optimize the increased efficiency
that is often a primary purpose of those activities. The most
important of these was the major overhaul of Unit 1. In addi-
tion, the boilers in Units 1, 3 and 5 were chemically cleaned
and a combustion instability in Unit 4 was eliminated. The
high-intermediate pressure heater in Unit 2 was also replaced.
The combined improvements in efficiency resulted in a
savings of 329,532 barrels of fuel in 1980, over that which would
have been required to generate the same electric power in 1975.
This represents a considerable savings, especially when the
present cost of a barrel of fuel oil is well over $30.00 per
barrel.
As described in the previous annual reports, the Elec-
tric Production Performance Monitoring Program is still continuing.
In review, the method by which the Performance Program
is accomplished is the monitoring of performance for each unit so
that it can be operated at its most efficient level under various
loading conditions. This increased efficiency leads to reduced
oil consumption and corresponding emission reduction. Operators
make hourly comparisons of actual unit performance to the best
attainable standards then take corrective action when appropriate.
The operator can either adjust the control setting of the unit or
request that maintenance be performed.
INCREASED CONSUMPTION OF NATURAL GAS
Due to a further increase in availability of natural
gas for industrial use, the Encina Power Plant again consumed
more gas in 1980 for its operations than it did in 1979. By
the increased use of natural gas, less fuel oil is required,
and therefore, emissions of nitrogen dioxide, sulfur dioxide,
and smoke are reduced. The 12,542,490 million cubic feet of
gas burned at Encina represents a savings to the ratepayers
of $22.7 million over the cost of oil, had that gas not been
utilized.
The gas availability for 1981 is projected to be 15% to 20%
higher than the 1980 volume.
CONTROL OF ACIDIC FALLOUT
As mentioned earlier, no fallout claims have been filed
with SDG&E in over a year. A single claim filed in early 1980
was questionable, and if even partially the result of power plant
emissions, the causes were not recent at the time, and probably
attributable to some past event. This success in controlling
the acid fallout is due to the three procedures as identified in
the last annual report:
1. Introduction of a fuel oil additive to neutralize
acidic fallout that is created during boiler
combustion.
2. Soot blowing in the boiler is done on a regular
basis to reduce build up of material on walls of
the boiler.
3. Use of viscosity controllers increase the breakup
of fuel into very fine particles for more complete
combustion of the fuel.
The costs of these procedures were about $302,000 in
1980, with the major component being the additive itself at
$288,000.
CONTINUOUS EMISSION MONITORS
Although recent emission testing by the California Air
Resources Board confirmed Encina to be operating in compliance
with the emission limits, SDG&E will be spending about $1 million
in 1981-2 to install and operate continuous emission monitoring
instrumentation at the Encina Plant. These instruments are re-
quired by the Air Pollution Control District to continuously
monitor nitrogen dioxide emission from each unit to prove com-
pliance with the applicable regulations. These monitors will
provide data for quarterly reports for the APCD.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, AMENDING ORDINANCE
NO. 9279 BY THE AMENDMENT OF THE SPECIFIC PLAN
ADOPTED THEREBY TO PERMIT THE CONSTRUCTION,
SUBJECT TO CERTAIN CONDITIONS, OF A 400 FOOT
SINGLE STACK TO REPLACE FOUR EXISTING STACKS
AT THE ENCINA POWER PLANT ON PROPERTY GENERALLY
LOCATED WEST OF INTERSTATE 5 AND SOUTH OF THE
AGUA HEDIONDA LAGOON (SP-144(B)). APPLICANT:
SAN DIEGO GAS & ELECTRIC COMPANY.
The City Council of the City of Carlsbad, California, does
ordain as follows:
SECTION 1: That it does find and declare as- follows:
1. A verified application for an amendment to SP-144- to per-
mit the construction of a 400 foot single stack to replace the
four existing stacks at the Encina Power Plant has been received
for the following described property:
Those portions of Rancho Agua Hedionda, Map No. 823 in the
City of Carlsbad, County of San Diego, together with that
portion of Block W Palisades Number Two, Map No. 1803 in.
the City of Carlsbad, County o'f. San Diego. Also being
Parcel 6, Page 07, Book 206; Parcels 24, 25, 26, & 27,
Page 01, Book, 210; Parcel 21, Page 21, Book 211 and
Parcel 14, Page 01, Book 212 of the Assessor's Map of
San Diego County. . -f —

-2. In accord with Titl'e 21 of the Carlsbad Municipal Code,
the natter was referred to the Planning Commission for public
hearing.
3. A duly noticed public hearing was held before the
Planning Commission at the time and in the place specified in
said notice on January 28, 1976 and continued to March 24, 1976
at which time all interested persons were heard.

4. The applicant has complied with the Public Facility
Element of the General Plan and has. provided the necessary
information which ensures Public Facilities will be available
concurrent with need.
5. The subject application has complied with the require-
ments of the City of Carlsbad "Environmental Protection Ordinance
;
of 1972" in that an Environmental Impact Report on the project
was certified in 1973 and has been fully supplemented with
additional current information which constitutes prior compliance.
In addition, an EIR for the entire.related Encina 5 project as
certified by the Public Utilities Commission acting as lead
agency on the project has been considered.
6. The Planning Commission unanimously recommended the
approval of the applicant's request.
7. That a duly noticed public hearing was held before -the
City Council on April 20, 1976. "
8. At said public hearing, 'upon hearing and considering
the testimony and arguments, if any, of all persons who desired
to be heard, the City Council considered all factors relating to
the Specific Plan Amendment and made the following findings of
fact:
(A) All conditions of City Council" Ordinance 9279 have
been complied with and this amendment is consistent
with said ordinance and the provisions of the P-U zone.
(B) The 400-foot stack is necessary to provide an effective
method of dispersing the emissions of the Encina
Power Plant as required by the State Air Resources
Board and because of its relationship with Encina 5,
will improve the overall quality of air in this area.

(C) SDG&E has indicated that some of the corrosion damage,
"fallout", in the vicinity of the San Diego Gas &
Electric Company Encina Power Plant (more specifically
the Terramar Area) is probably started or caused by-
particles from the Encina Plant. SDG&E has accepted
responsibility for such damage and further stated that
they will meet with individual Terramar residents to
resolve the damage claims and that they are also
working with the San Diego County APCD staff to
develop a work program that will assure the City and
County that necessary corrective action will be taken
by the Company. „ Unless this ordinance is amended,
the "fallout" problem will be solved prior to the
use of Encina 5 and the stack.
(D) The approval of this amendment, with conditions, will
improve air quality in the immediate vicinity of the
plant.
(E) To the extent there are adverse environmental effects
to the project, they will be mitigated by the con-
ditions of approval.
(F) The identical project was approved in 1973 and the
conditions surrounding that approval have not materi-
ally changed and the applicant has relied on such
approval.
(G) The construction of the' stack will be accompanied
by the removal of the four existing stacks and a
screening of all duct work so that the aesthetic effect
of the plant with the 400-foot stack will be no worse
than the existing.four stacks.
(H) The project is a logical extension of an existing
use located in an area already committed to heavy
public utility operations.
(I) This amendment is consistent with the Carlsbad General
Plan and all applicable specific plans.
SECTION 2. That Ordinance No. 9279 is amended by the
amendment of Section 2 of said ordinance to replace the Specific
Plan Map attached thereto with a revised plan labeled SP-144B,
Exhibit A, dated October-10, 1975, on file in the Planning
Department and incorporated by reference herein,, which is hereby
adopted.

SECTION 3: That Ordinance Mo. 9279 is amended by the amend-
ment of Section 2 of said ordinance to add Condition No. 1.4 to
read as follows:
"14. In addition to the above conditions, the revised por-
tions of the specific plan which permit the construction
of the 400-foot stack and the removal of the four

existing stacks shall be accomplished in accord with
the revised specific plan SP-144B and shall be subject
to the following conditions:
(A) All applicable requirements of any law, -ordinance
or regulation of the State of California, City
of Carlsbad, and any other governmental entity
shall be complied with.
(B) All ground lighting shall be arranged to reflect
away from adjoining properties and streets.
(C) Any mechanical and/or electrical equipment to be
located on the roof of the structure shall be
screened in a manner acceptable to the Planning
Director. Detailed plans for said screening
shall be submitted, in triplicate, to the
Planning Director for approval.

(D) Air pollution equipment capable of monitoring
ambient particulates, NOX and SC>2 concentrations,
and other emissions from the Encina Plant as well
as air quality in the Carlsbad area shall be
placed in service not later.than six months fol~
'lowing the effective date of this ordinance. The
number of stations, type of equipment and loca-
tion of stations shall be to the satisfaction of
the APCD Control Officer and the City "of Carlsbad.
Should the Air Pollution Control Officer of the
San Diego County Air Pollution Control District
require additional air quality or emissions
monitoring equipment and funds for air quality
analysis in connection with their current
study of emissions from the Encina Power Plant,
the applicant shall supply said equipment and
funds as deemed necessary by the Air Pollution
Control Officer. The cost of said equipment

shall not exceed $150,000. The requested funds
for air quality analysis shall not exceed
$50,000 per year.
Any future measure required by the San Diego
County Air Pollution Control District to lessen
'or otherwise control emissions from the Encina
Power Plant are hereby incorporated as a part
of this Specific Plan. Amendment and SDG&E shall
comply fully therewith. The costs of such
measures shall be borne by SDG&E.
SDG&E will obtain a report of compliance from the
City staff regarding the conditions of this
ordinance and from the San Diego County Air
Pollution Control Officer regarding compliance
with the applicable conditions of the ordinance
and with air' quality standards, and forward it to
the City Council five years from the date of
this ordinance or as otherv/ise required by
motion of the City Council, or the Planning
Commission. The Planning Commission and City
Council shall review the report with reqard to
conformance to the conditions of this ordinance
and to regulations required by other applicable
regulatory agencies, including, but not limited
to, the San Diego County Air Pollution Control
District, Public Utilities Commission and State
Coastal Commission. The City reserves the right
to amend this specific plan SP-14.4B as necessary
to add conditions to ensure such compliance..
After the initial report is filed the City Council
may, by motion, require additional reports as
they deem necessary.
In the event that the City of Carlsbad determines
that the 400-foot stack is no longer necessary as
a method 6£ air emission dispersion, the 400-foot
stack shall be removed at the applicant's expense.
The applicant may request an amendment to this
specific plan to provide a reasonable extension of
the period for such removal.
The applicant shall make a formal commitment to
conduct the studies necessary to determine what
operating practices and/or emissions control
devices are capable of eliminating the particulate
"fallout" problem.' .A schedule for the completion
of the studies shall be established which is
satisfactory to the San Diego County Air Pollution

Control District Hearing Board or Court of Law.
SDG&E shall fully comply with the abatement
order entered in petition No.607.
The applicant shall further agree to pay claims
for property damage resulting from the "fallout"
problem until compliance with the abatement order
is achieved.
The particulate "'fallout^ problem shall be con-
trolled7 to- the satisfaction of the City Council
of the City of Carlsbad and of the Air Pollution
Control Officer prior to the final building permit
clearance for Encina 5 and the single stack.
(I) Not later than eight months after the Building
Inspector signs the final- inspection for the
400-foot stack, the four stacks on the existing
Encina Power Plant shall be completely removed,
(J) SDG&E shall file an annual report with the City
Council regarding improvements in plant and
operating procedures during the preceding year
which reduce the emission of air pollutants
resulting from the operation of Encina Units 1,
2, 3 and 4.
(K) SDG&E shall operate the plant in full compliance
with all air quality standards as-are or may be
established by the APCD. If the monitoring stations
indicate the standards are being exceeded at any
time, SDG&E-shall comply with all directions of
APCD to reduce, through any reasonable means,
pollutants from the plant.
(L) In the event SDG&E .files for a variance or other
form of administrative or legal relief from the
requirements of APCD, they shall concurrently
forward a copy of any such filing, or any sub-
sequent communications in connection therewith,
to the City of Carlsbad.
SECTION 4. That the thirty-five foot height limit establish-
ed by Condition No. 5 of Section 2, of Ordinance No. 9279, shall
not apply to the 400-foot stack or the duct work and. screening to

be constructed on top of the main generation building in conjunc-
tion with the construction of the stack and the removal of the
four existing stacks."
EFFECTIVE DATE: This ordinance shall be effective thirty
days after its adoption, and the City Clerk shall certify to
the adoption of this ordinance and cause it to be published
at least once in the Carlsbad Journal within fifteen days after
its adoption.

This is my five year report to you as required by the specific plan amendment
authorizing San Diego Gas & Electric Company (S.D.G.&E.) to build a 400 foot
stack at the Encina Power Plant. Since May 4, 1976, the date of the specific
plan amendment, S.D.G.&E. has substantially eliminated the acid fallout as re-
quired by The Air Pollution Control Hearing Board; financially supported in-
stallation operation and maintenance of three ambient air quality monitoring
stations, and; operated the boilers (with six exceptions) in compliance with
all applicable emission standards and permit conditions required by District
Regulations.
Subsequent to the Abatement Order issued by the Hearing Board, S.D.G.&E. con-
ducted a comprehensive study to determine the cause of and solution to the
acid fallout problem. Upon completion of the study, the proposed control mea-
sures were implemented. The control measures are additive injection into the
fuel oil to neutralize acid formation, daily soot blowing to eliminate massive
short term fallout incidents, and automatic viscosity controls to improve
combustion and thereby reduce formation of soot particles. In conjunction with
this, the tall stack has also aided in reducing fallout emissions. The Dis-
trict has not received complaints of property damage from the Carlsbad area
since the control measures were implemented.
Since May 4, 1976, the District has issued six Notices of Violation for excess
emissions at Encina. Five of the violations were for boilers exceeding the
Oxides of Nitrogen emission standard and one was for exceeding the visible
emission standard from the tall stack. All of these violations were of short
duration and resulted in out of court penalty settlements. There were no per-
mit condition violations.
Three ambient monitoring stations were put into full time operation in March,
1977, to measure the impact from the power plant in Carlsbad, before and after
the tall stack, and with and without Encina Unit 5. Units One through Four
were tied into the tall stack by June 1978 and Unit 5 became fully operational
in August. The monitoring stations are recording ambient levels of Nitrogen
Dioxide, Oxides of Nitrogen, Sulfur Dioxide and Total Suspended Particulates.
An interim report on the program was issued on February 20, 1980. Operation
of the monitoring stations will continue through.February, 1982. At that time

funding from S.D.G.&E. to operate these stations will cease. A final report
of the air quality will be completed by April 1, 1982. At that time an analy-
sis will be made concerning the impact of Encina 5 and the tall stack on the
Carlsbad area.
