Dear Mr. Plender:
Please refer to the Development Review Committee meeting on
November 18, 1975, concerning San Diego Pipeline Company's (SDPC) applica-
tion for Zone Change (ZC-154) and Specific Plan (SP-167), covering a proposed
booster station in the City of Carlsbad.
In answer to Mr. R. S. Osburn's question regarding noise level around
the pump station, we have attached a letter from Bio-Acoustical Engineering
Corporation to Southern Pacific Pipe Lines, Inc. , (SPPL) in response to a
noise level survey they made of our stations. Since SDPC is operated by
SPPL, the letter also covers SDPC operations. The survey shows that noise
levels are acceptable for employees to work around; therefore, since employees
would be working immediately around the pumps and neighbors would be at least
70 feet away, the noise level should not be objectionable. Measurements taken
at 70 feet from operating pumps run around 80 dbA. We have not experienced
any complaints from similar installations in our system; however, should there
ever be a noise problem, we are sure that it could be rectified by installation
of a barricade.
There is a correction that should be noted in the Negative Declaration
under the Environmental Protection Ordinance. The booster station will not
be enclosed in a structure. Most of the piping is below ground, the pumps and
motors have a low profile, (reference Section A-A on Specific Plan), the faci-
lities are painted a buff color and are well maintained, so there is no more
aesthetic impact than a structure.
Thank you, Mr. Agatep and others on the City's staff for your persever-
ance in getting Ordinance No. 9441, concerning the Zone Code Amendments,
before the City Council and approved.

Dear Homer:
The plot plan for the- subject pump station was submitted as a
Specific Plan, but was not processed since the zone you were
also requesting needed to be amended. The zone (Public Utilities)
amendment as approved by the Planning Commission has changed the
plan reviewing process from Specific Plan to a Site Development
Plan.
This change from Specific Plan to Site Development Plan is a
benefit to you since processing is simpler. However, a Site
Development Plan requires a certain form, which your Specific
Plan does not meet entirely.
Enclosed is an application for Site Development Plan. Please
review the preparation check list and redraw the plan to meet
these specifications. Your Specific Plan is generally okay,
but we have noted some needed changes. They are:
a) Location map showing the distance to the center line
of the nearest intersection.
b) The total acreage of the project site.
c) Proposed "General Land Use" designation (in this case
the use would be public utilities).
d) Building dimensions, setbacks and distances between
buildings.
e) Type of construction proposed.
f) Height and number of stories.
g) Gross floor area per structure.
h) Location of existing and proposed sidewalks and
curbcuts.
i) Dimensions of driveways.
j) Landscapi ng -
1. Existing and proposed trees in the public
right-of-way.
2. A schedule showing types, size and location
of all plant materials proposed on site.
3. Indicate'a permanent watering system for all
landscaping areas by showing the location of
water 1i nes.
k) Property line dimensions.
1) Location of proposed storm drains or other means
of drainage (grades and size).
m) Topographic contours at two-feet intervals, with
indication of manufactured slopes.
If the ordinance amendment to the Public Utilities Zone is adopted
by the City Council you will need to redraw the Site Development
Plan and resubmit along with application following the directions
of the preparation check list. Please check with me after
September 16, 1975 for the status of the Public Utilities Zone
ordinance amendment.

SUBJECT: ZONE CHANGE #154 and S_Pj
SAN DIEGO PIPELINE COMPANY
A request was advertised for a zone change and specific plan by San Diego
Pipeline Company on property generally located on the north side of
Olivenhain Road east of El Camino Real.
Zone Change #154 was a request to change the current L-C zoning on the
property to P-U and R-A-15.
Specific Plan #167 requested a specific plan for development of a petroleum
products pipeline booster station on a portion of the property.
The current public utility zoning ordinance does not cover pipelines and
control facilities as a permitted use.
The minimum parcel size to maintain L-C zoning is five acres. The parcel
not included in the P-U zoning request would be less than five acres and
would, therefore, require an additional zoning change.
As a result of the above mentioned situation and consultation with the
applicant, the staff and applicant request these applications be tabled
until appropriate zoning amendments can be made.

SUBJECT: Request for engineering comments
We have reviewed the following projects and submit these comments:
1. SP 168 - Lagoon Shores (Park Drive and Marina)
a. It is assumed that a tentative subdivision map will be
submitted as a next step. The tentative map should
show lot boundaries corresponding to construction phase
boundaries.
b. Right of way shall be dedicated to provide a 42 foot half-
street section for Park Drive, plus a 10'.two-way bike lane,
and public frontage improvements shall be constructed as
required,Rights of access to Park Drive shall be waived.
c. Right of way shall be dedicated and public frontage im-
provements shall be constructed along Marina Drive to
provide a 40' curb-to-curb dimension, plus a 10' parkway.
The intersection of Park Drive and Marina Drive shall be
partially realigned to avoid acute turning movements and
in accordance with City of Carlsbad Standards. A 15'
improved walkway from Marina Drive to the lagoon shall be
ded icated.
d. A public cul-de-sac street shall be dedicated and improved
on the east boundary of the lot, to provide public access
to the lagoon. The alignment and perpendicular parking
layout of this street is not approved as shown on the
specific plan. The street shall have a 60' right of way
with a 40' curb to curb dimension, improved according to
City of Carlsbad Standards. An improved 15' wide public
access to the lagoon shall be dedicated.
e. A public walkway shall be dedicated at the top of the slope
to the lagoon along the entire lagoon frontage.
f. Driveways shall have 24' clear width. Minimum width of
paving at parking areas shall be 44 or 64 feet (one or
two 20' stalls plus 24' maneuvering area). Parking at
of garage ramps is not approved.top
Adequate facilities, clearances and maneuverability for
trash removal and emergency vehicles shall be provided.

h.,- Height limitations shall be observed.

i .j Necessary fire protection shall be provided, by a combina-
tion of building design, materials, and construction of
water mains and hydrants. A preliminary estimate of fire,
flow io 3000 to 2DOO gallons per minute.
j. A 5' utility and tree planting easement shall be dedicated
along all public street frontage.
2. SP 167 - San Diego Pipeline (Olivenha?n Road)
a. A parcel map (PS 258) is required to create the pump sta-
tion lot. As a condition of the tentative parcel map
approval, an additional street right of way of 2]_ feet shall
be dedicated along the Olivenhain Road frontage and a future
improvement agreement for complete public improvements in
Olivenhain Road will be required.
b. The proposed facility may have three significant effects
on the local environment:
I. The pumps may generate excessive noise.
II. Structures, fencing and equipment may have a stark,
displeasing appearance if some architectural control
and landscaping is not required.
A means of separating petroleum products residuals
from storm runoff and drainage may be required for
both fire safety and pollution control.
