You are underlying property owner. City has an easement. City Planning uivision doesn't want
development proposals for projects without property owner aware of project.They do not have a
separate application for City projects. We are all developers in their review of projects.
I have attached what I have so far.I am going to finish on Tuesday.I am waiting for one piece of data
about amount of material to be removed and amount of fill.

This is the authorization from the property owner regarding entrance to his property.Pam has been provided this email
on October 13, 2015.As you can see, the property owner wants some advance notice prior to authorizing access to his
property since the safest route is not through the easement. The city can access the property through the easement any
time.
There is already an easement on the property for the facility.The City is proposing to repair the facility and the damage
caused by the facility to real property (private property) when the facility failed.
I am awaiting communication from Planning that the request for 24 hour notice is acceptable.As I stated previously,I
consider this a reasonable request.I will be happy to meet with the City Planner to further discuss this if that is
necessary.
There is already an easement on this property.All restrictions ae currently in place.

Hi Pam, (Scott —I am forwarding to you in Pam's absence):
I am getting ready to submit the applications for the Sunnycreek/Agua Hedionda Creek streambank restoration project
(EA15-05).As the underlying property owner (the City has an easement) he will be signing the applications.He has the
following questions regarding the application and access.
I do not think his request for 24 hours written notice should be an issue since we need to access the site through his
property and he does have a couple dogs.We have been coordinating all site visits with him with at least 24 hours'
notice typically as much as we can give him.
I am not sure about the Notice of Restriction comment he has below.
I will be happy to sit down with you and the attorneys office to resolve these issues if we need to.
