HomeMy WebLinkAboutV 340; Carlsbad Research Center; Variance (V)STAFF REPORT DATE : July 28, 1982 TO : Planning Commission FROM: Planning Department SUBJECT: V-340, KOLL COMPANY - Request for a variance to exceed the maximum size restrictions for a project identity sign for the Carlsbad Research Center to be located on the southwest corner of the intersection of El Camino Real and Palmer Avenue. I. BACKGROUND AND DESCRIPTION The request is for a variance to exceed the maximum size restrictions for a project identity sign (entry sign) at the Carlsbad Research Center. Section 21.41.075 of the zoning ordinance permits a maximum of 150 square feet of sign area for an entry sign. The applicant is proposing a sign which is 250 square feet in area (S'x50'). The subject sign would be located on the southeast corner of the intersection of El Camino Real and Palmer Avenue. 11. ANALYSIS Planning Issues Can the four mandatory findings for a variance be made which are as follows: That there are exceptional or extraordinary circumstances or conditions applicable to the property or to the intended use that do not apply generally to the other property or class of use in the same vicinity and zone. That such variance is necessary for the preservation and enjoyment of a substantial property right possessed by other property in the same vicinity and zone but denied to the property in question. That the granting of such variance will not be materially detrimental to the public welfare or injurious to the property or improvements in such vicinity and zone in which the property is located. Will the variance adversely affect the General Plan? Discussion Staff believes that there are exceptional or extraordinary cir- cumstances applicable to the subject property. The project site (560 acres) is larger in size than other industrial projects within the city. Several major streets will provide access to the property and the applicant desires a large enough sign to identify the Palmer Avenue access as the major entry to the project. The sign will not be out of scale given the large size of the development. The sign ordinance would not permit adequate identification relative to the scale of the project. Because the project area is so large, staff also feels that the applicant is being denied the adequate sign identification available to other projects located in the Palomar Airport area. It is the feeling of staff that approval of the variance will not be detrimental or injurious to the public welfare since the sign will be located in a location which will not obstruct visibility for traffic entering or exiting on Palmer Way or using any surface streets in the Carlsbad Research Center. The sign will not be detrimental to the intent of the general plan. Staff is recommending that the variance be conditioned to prohibit other monument signs (individual businesses) from being located along El Camino Real. This would reduce the visual impact of signs along this street which is designated on the city's scenic corridor list by the general plan. Staff is also recommending a condition which would not permit additional wording to be added to the sign structure. The wording, as proposed, occupies only a small portion of the total sign area (see attached Exhibit "A"). 111. ENVIRONMENTAL REVIEW The Planning Director has issued a Notice of Prior Compliance on July 3, 1982 because an Environmental Impact Report was certified for the Carlsbad Research Center in 1980. IV. RECOMMENDATION It is recommended that the Planning Commission ADOPT Resolution No. 1992, APPROVING V-340 based on the findings and subject to the conditions contained therein. ATTACHMENTS 1.
