Dear Mr. Hale:
Thank you for your letter of July 18, 1989. I hope this letter will answer the questions your raised and explain the Planning Department’s position on the issues of concern. The Zoning Ordinance requires that for bed and breakfast uses, parking spaces be provided at a ratio of two spaces for the owner/manager, plus one space for each guest room. A minimum of one covered parking space must be provided for the owner/manager unit. In addition, parking is not allowed in the front yard setback.
The subject of offsite parking is addressed in Section 21.44.050 (a)(Z)(c) of the Zoning Ordinance. It specifies that parking must not be located over three hundred feet from the building it is required to serve. If searching for potential offsite parking you should also be aware that in order to receive credit for an offsite space it must not be considered required parking for another use, in addition to meeting the standards previously mentioned.
Offsite parking is also subject to approval by the Planning Commission.
The Planning Department’s policy is to evaluate not only any proposed addition but also the existing development when a use is proposing to expand. The purpose of this is to bring the entire use into conformance with existing standards to avoid problems which occur as the result of intensifying a project which is substandard. This is also done in order for staff to be able to make the findings required for conditional use permits so that a recommendation of approval can be made to the Planning Commission.
In answer to your question regarding the total number of parking spaces approved by the Planning Commission for CUP 291 on August 13, 1986, the project file and minutes were reviewed. The Planning Commission approved a total of four parking spaces. Two of the spaces were in the garage with the remaining
two in front of the building. A variance was also approved to allow one of
these spaces to encroach into the 20 foot front yard setback. The exhibits
approved clearly show that only four spaces were approved. The staff report
for that meeting stated that parking for the use will be inadequate and that
the use was one space short of what is required. The Commission justified approving the use as it followed the standards in effect at the time the application was filed. Now that the use is proposed for expansion you will need to meet the parking requirements of the Zoning Ordinance for the entire
use which means correcting existing parking deficiencies.
