This memorandum provides information about mold remediation at Fire Station 2.
Background
Following a recent water leak in the show~r at Fire Station 2, staff noticed what appeared to be
mold in the area. Testing has confirmed the presence of mold, and Fire Station 2 staff have been
temporarily relocated until remediation is completed.
Discussion
Air quality samples taken the morning of Oct. 17, 2019, confirmed the presence of mold in
several areas of the station. The standard protocol for the type of mold detected includes
cleaning and treating the affected areas with an antimicrobial solution as well as cleaning the
heating and cooling system. This work is expected to take between seven and 10 days.
Since mold can pose a health hazard, personnel have been temporarily relocated to a post in the
Dove Library parking lot and are using facilities at Fire Station 5 as needed. Fire administration
staff are working closely with Carlsbad Firefighters' Association leadership to address any health
concerns and minimize operational impacts associated with the temporary relocation of staff.
The Dove Library location was selected because its location is within the Fire Station 2 service
area. During the relocation, approximately 30 parking spaces in the northeast portion of the
library parking lot will be unavailable.
Next Steps
City staff from the Fire Department, Facilities, Human Resources and Risk Management are
planning to meet with the fire station staff this morning at 9:30 a.m. in the Safety Center
Conference Rooms to review the test results, remediation, temporary relocation plan and any
health concerns.

S & J Contractors, a firm specializing in mold remediation, will begin remediation and clean-up
efforts today. Upon conclusion of the cleaning and remediation, air sampling will again be
conducted to ensure the remediation is complete and the building can be re-occupied.

SUBJECT: FIRE STATION TWO TEMPORARILY CLOSED
Out of an abundance of caution due to possible mold, Fire Station 2 will be temporarily closed
beginning immediately. Fire Station 2 will be inspected and tested tomorrow at 0700 and
results could be back in as little as one day. E 102 and RA 102 will be temporarily re-located to
Fire Station 5 until results from the testing are in. All personnel assigned to E102 and RA 102
will report to Fire Station 5 at normal reporting hours of 0730 to begin their shift.
After vehicle checks and during daytime hours between 0830-1800, E102 and RA 102 will be
posted at the Dove Library. The library staff will provide access to their facilities which includes
bathrooms (with a shower), a kitchenette and a staff lounge. The library staff will cordon off
several parking spaces on the far north part of the' parking lot for apparatus parking. Please
always make sure to keep your pagers on you as you will not have station alerting at the
library.
Fire admin appreciates your flexibility as we investigate further. Your safety and wellbeing have
been and will continue to be a top priority. If you have any questions, please contact your
Battalion Chief.

SUBJECT: FIRE STATION 2 UPDATE AND ALL HANDS MEETING
As information has become available over the last 24 hours the Fire Department has been
working as quickly as possible to investigate concerns of mold found at Fire Station 2. As this
has presented concerns surrounding working conditions, Fire Administration has been working
closely with Human Re~ources, Public Works, Risk Management and outside mold oetection
and remediation experts. Together, and with the inclusion of CFA leadership, every effort has
been made to determine reasonable solutions and minimize any hazards or operational
impacts as we develop a plan moving forward
In the interest of providing all personnel with the most recent and relevant information
available the Fire Department will be conducting an all-hands meeting tomorrow, October 18
at 09:30am at the Safety Center Conference Rooms. At this meeting personnel will receive
details on the type of mold discovered, exposure and health concerns, and remediation efforts.
Standard protocol for the type of mold detected includes cleaning and treating the affected
areas with an antimicrobial solution as well as cleaning the heating and cooling system. This
work is expected to take between 7 and 10 days. Upon conclusion of the cleaning and
remediation, air sampling will again be conducted to ensure the remediation was thorough and
complete and the building can be re-occupied.
Operational concerns will also be discussed at tomorrow's meeting, in the mean-time, .
personnel normally assigned to Station 2 will continue to report to Station 5 while other
accommodations are being explored for housing.
