Coronavirus Preparedness Update 1
This memorandum updates the Coronavirus Preparedness Council Memorandum dated Jan. 27
and summarizes major coronavirus developments for the period ending Feb. 3, 2020.
Background
The outbreak of the respiratory disease known as Coronavirus {2019-nCoV) has continued to
spread globally. Unless otherwise indicated, the information in this memorandum comes from
Center for Disease Control (CDC} and Health and Human Services (HHS) telebriefings conducted
during the week of Jan. 27. These teleconferences are attended by the press and this
information is rapidly published by news agencies.
Highlights:
• Jan. 28, 2020:
o CDC advises travelers to all avoid nonessential travel to China
• Jan 29, 2020:
o CDC states there are 165 patients of interest in the U.S., only 5 confirmed cases
(one unconfirmed case in San Diego)
o CDC has full genetic sequencing for 5 U.S. cases, working to develop and get
laboratory test kits into hands of health care providers [currently, only CDC has
kits to confirm cases]
o CDC expanding screening to 20 U.S. ports of entry
• Jan 30, 2020:
o CDC announced the first instance of person-to-person spread of the coronavirus
in the United States (Chicago-resident spouse of traveler from China)
o Virus not spreading widely in communities, and the public is believed to be at
low risk
o CDC not recommending people in the general public to take additional
precautions, such as canceling activities or avoiding going out
o CDC does not currently recommend the use of face masks for the general public

o World Health Organization (WHO) declares coronavirus a global health
emergency
• Jan 31, 2020:
o CDC Issues Federal Quarantine Order to 195 repatriated U.S. citizens at March
Air Reserve Base, Riverside County, CA (first such order in 50 years)
o Health and Human Services Secretary Alex Azar declared the coronavirus a public
health emergency and ordered any U.S. citizens returning from the center of the
outbreak in China to be quarantined for two weeks
o Based on a recent New England Journal of Medicine article, CDC now discussing
the possibility of asymptomatic spread [infection by persons showing no
symptoms of illness]
o San Diego County Public Health Officer (PHO) conducted a regional
teleconference and announced that San Diego patient of interest did NOT have
corona virus
• Feb. 3, 2020:
o 11 confirmed cases in U.S.; 6 in CA"(San Benito County (2), Santa Clara County (2)
Los Angeles County (1), Orange County {1)); none in San Diego County
o First confirmed death from coronavirus outside of China (Philippines)
o U.S. residents remain at low risk
o CDC goal is to prevent sustained spread of disease, including focus on travel
restrictions and virus detection lab kit development and dissemination
o Miramar Marine Corps Air Station has been tasked to support Department of
Health & Human Services mission to house American Citizens (AMCIT) returning
from Wuhan China. AMCITS could start arriving AM 5 February.
o San Diego County Public Health and Emergency Medical Services Operations
Center has been activated.
Next Steps, as appropriate
City of Carlsbad Emergency Services continues to coordinate with regional and local
stakeholders and conduct public outreach as described in the January 27 council memorandum.
The incident oversight group, Carlsbad Emergency Management Administrative Team {CEMAT),
meets on Feb. 4, 2020 to assess the situation and review response actions. Digital and social
media efforts to enhance public awareness of virus mitigation "hygiene" strategies are
underway and a review of the city's Continuity of Operations Plan is in progress. Carlsbad Fire
Department is updating Emergency Medical Services (EMS) first responder protocols. Carlsbad
Emergency Services will continue to monitor CDC telebriefings and participate in regional
agency meetings and teleconferences.
