Re: Coronavirus Preparedness Update 3
This memorandum updates the Coronavirus Preparedness Council Memorandum dated
February 11th and summarizes major coronavirus developments for the period ending February
14, 2020.
Background
The outbreak of the respiratory disease known as Coronavirus (2019-nCoV) has continued to
spread globally.
Highlights
• February 14th San Diego County Officials news conference at 4 PM.
o News Conference participants:
Wilma Wooten, M.D., M.P.H., County Public Health Officer
Eric McDonald, M.D., M.P.H., Medical Director of the County’s
Epidemiology and Immunization Branch
Nick Yphantides, M.D., M.P.H., County Chief Medical Officer
Jennifer Erin Staples, M.D., Medical Epidemiologist, Division of Vector-
borne Diseases, CDC
Patty Maysent, M.P.H., M.B.A., Chief Executive Officer, UC San Diego
Health
Supervisor Nathan Fletcher, County of San Diego, District 4
o Supervisor Nathan Fletcher announced that San Diego County is declaring both a
Local Proclamation of Emergency and a Local Health Emergency. This is being
done to facilitate preparedness, out of an abundance of caution, to help
streamline response measures, to waive regulations and certain procurement
requirements, and to request additional funding. It is not due to any new
confirmed cases of coronavirus in San Diego County.
o First reported two days ago, there remains two confirmed cases of coronavirus
hospitalized in San Diego County

o In addition, there are currently 18 patients under investigation (PUI) in San Diego
County:
12 Federal PUI’s at MCAS Miramar
7 PUI’s under San Diego County Health monitoring
1 PUI under Immigration and Customs Enforcement (ICE) detention
o The County Emergency Operations Center is not activated
Actions and Next Steps, as appropriate
City of Carlsbad Emergency Services continues to coordinate with regional and local
stakeholders and monitor Presidential Task Force, HHS, CDC and local County Health
telebriefings and teleconferences. Carlsbad Emergency Management Administrative Team
(CEMAT) is updating the city’s Continuity of Operations Plan (COOP) and providing support.
