This memorandum provides information on the San Diego County Water Authority's (SDCWA)
two planned interruptions of treated water supply to their customers, including Carlsbad
Municipal Water District (CMWD).
Background
Annually, SDCWA shuts down its pipelines to perform internal pipe inspections. On March 1,
2020, SDCWA began the annual 10-day treated water shutdown for all four connections serving
CMWD customers.
Additionally, in January 2020, SDCWA found corrosion problems in pipeline 5, which required
· carbon fiber repairs to the pipeline. The repairs will take place from March 30, 2020, through
April 6, 2020.
Discussion
CMWD has prepared for the SDCWA 10-day treated water shutdown from March 1, 2020,
through March 10, 2020. During the 10-day shutdown, SDCWA will be doing internal
inspections of pipelines 3 and 4. With the recent completion ofthe capital improvement project
at Maerkle Reservoir, CMWD has a total of 160 million gallons in storage. The CMWD demand is
approximately 9 million gallons per day. Therefore, CMWD would be able to provide 18 days of
service to customers without using any other imported water.
SDCWA pipeline 5 will be out of service from March 30, 2020, through April 6, 2020. Pipeline 5
will be isolated at Red Mountain Hydro Facility and at the Twin Oaks Treatment Plant in San
Marcos. This section of pipeline will remain isolated to allow the contractor to perform the
repairs found during the January internal inspections on the SDCWA pipeline 5. Pipeline 5 will
not impact CMWD customers.

CMWD will continue monitoring the water system 24/7 with staff and the Supervisory Control
and Data Acquisition (SCADA) system . Staff will make any necessary changes to keep water
reliability and quality a top priority. CMWD does not foresee any customer-related impacts to
water deliveries during this 10-day shutdown. CMWD is working closely with SDCWA operations
and member agencies to assure reliable service in case of emergency.
