Re: Coronavirus Response Update 5
The purpose of this memorandum is to provide the City Council with an update on city response
actions related to COVID-19. Please note this memo focuses on actions and information that
are new since the last update.
Regional status of outbreak
California (as of Monday, March 16, 2020 at 2 p.m.
472 confirmed cases of COVID-19 (including one non-California resident)
• 448 cases not related to federal quarantine
o 82 were travel-related
o 75 acquired from person-to-person
o 98 acquired in community
o 193 cases remain under investigation
• 24 cases of positive tests related to federal repatriation flights
• 11 deaths (including one non-California resident), five more than yesterday
Ages of all confirmed positive cases:
• Age 0-17: 7 cases
• Age 18-64: 300 cases
• Age 65+: 169 cases
• Unknown: 5 cases
San Diego County (as of Monday March 16, 2020 at 4 p.m.
55 confirmed cases of COVID-19
• 47 cases not related to federal quarantine (includes four non-San Diego County
residents)
• 4 cases related to federal quarantine
• 10 people hospitalized (it was 12 yesterday)
• 0 deaths

Ages of all confirmed positive cases:
• Age 0-17: 0 cases
• Age 18-64: 42 cases
• Age 65+: 13 cases
• Unknown: 0 cases
Carlsbad
A teacher with the Carlsbad Unified School District was tested for the coronavirus and found to
not be infected. (Note: County health officials are not disclosing the places of residence of
infected people, in keeping with federal medical privacy laws.)
Human Resources
• Completed Telework Guide for Supervisors
• Completed Wellness Q & A
• Completed and posted “Options for Employees” Flow Chart
• Drafted EOC HR Operations- Exposure Procedures and Flowchart
• Continuing to answer employee questions about COVID-19 response and impact
• Distributed a guide for all employees with tools and tips to work remotely
• Three employees have been cleared to return to work
• Two employees self-quarantined after visiting a foreign country
• Three employees self-quarantined after indirect contact with someone who tested positive
• Completed and posted employee resource on travel and health information privacy
• Completed and posted benefits chart to help full and part time staff understand what is
available related to potential COVID-19 needs
• Prepared HR internal intake form for employees who have been exposed to COVID-19
Library & Cultural Arts
• Developing alternative service delivery approaches for core library services to be launched today
• Notifying patrons of service changes
Parks & Recreation
Administration
• Closed all facilities in CivicRec, the online reservation system that also includes city libraries. Set
up automated messages informing community members that all city buildings will temporarily
be closed to the public, noting, “Our goal is to maintain city services to the greatest extent
possible given this very unusual circumstance. However, your health and well-being come first.”
These messages direct the public to the city’s online service and phone contacts.
Citywide Special Events
• Continued to coordinate with Coastal Family Urgent Care and Fire Department staff on potential
COVID-19 testing station

• Coordinating with Fire Department on consent for possible alternate or second location for a
COVID-19 testing station
• Postponed Flower Fields special event permit through end of March, at the request of organizer
Recreation
• Closed all community centers, senior center, the Leo Carrillo Ranch visitor center and other
buildings within parks (except restrooms) as of 5 p.m. on Mar. 16
• Advised youth sports groups that were using fields for practices that such non-essential
gatherings were not allowed
• Posted COVID-19 cautionary signage at field and court entrances, and other prominent locations
within parks, to further educate the public
o Determined Senior Nutrition Meal Program participation and reservations were down
from the average total of 140 participants, from 100 total participants on Mar. 16 (65
for pick-up and 35 for delivery) to 123 total reservations for Mar. 17 (65 for pick-up and
58 for delivery)
• Postponed Fiesta at the Rancho fundraiser event, originally scheduled for May 16, at the request
of co-organizer, the Friends of Carrillo Ranch
Parks
• Coordinated with American Red Cross on potential locations within select community parks for
placement of a mobile blood drive unit
• Reminded city field staff and contractual grounds maintenance staff of COVID-19 cautionary
distancing and cleaning measures to be taken continuously
The Crossings Golf Course and Canyons Restaurant
• Closed the clubhouse, which includes the pro shop and The Canyons Restaurant, as of 7 a.m.
Tuesday, March 17
• Limited food and beverage service to a take-out basis from the snack bar
• Modified payment and equipment exchange systems for golf and driving range operations to
minimize contact points and follow social distancing measures
• Posted COVID-19 cautionary signage at clubhouse, snack bar, and other prominent locations
throughout course, to further educate the public.
City Council Office
• Special City Council Meeting today (March 17, 2020) at 4:30 p.m. Council members will be given
the option to call in
• No in-person services or meetings being held in City Hall; council members are available via
phone or email
• Requested I.T. to move an office specialist to another work station, to adhere to the 6-foot
social-distancing guideline

Emergency Operations Center
• Activated Emergency Operations Center for COVID-19 mitigation operations
Police Department
• Following the county’s amended Public Health Order, the Police Department has worked to
provide notice to all bars and restaurants. All notices by the Police Department are being
recorded in the city’s Computer Aided Dispatch system so that there is a record if needed in the
future.
• As of 10 a.m. Tuesday, (March 17, 2020) the department has made the following notifications or
attempts: o Businesses provided personal notice - 102
o Businesses already closed with sign posted referencing order - 24 o Businesses closed where a copy of notice was able to be posted by officers - 8 o Businesses closed where no sign was posted, no place to leave copy of notice - 34 (officers
are going back to all these businesses to provide notice or to make contact with owners)
• Officers are still proactively providing notice to affected businesses who have not received
notice
• Overall, there has been no refusal to cooperate by any affected business
Public Works
• The Safety Training Center is continuing to support public safety agencies while adhering
to recommended social distancing practices, allowing only 49 or fewer participants to
gather and following all cleaning protocols
• Waste Management explained that due to the mandates, several restaurants in the city
have called requesting their trash and recycling services be suspended while they are
shut-down due to the COVID-19 pandemic. Staff is working with Waste Management to
determine how best to accomplish a reduction or suspension in service to reduce
financial concern for the restaurants and still meet state recycling requirements.
Community Development
• Pop-ups with sidewalls are stationed at the Faraday site to accommodate pick up/drop
off services of plans and permits
• Community Development staff were briefed this morning on alternative means of
service
• April 1, 202 Planning Commission meeting cancelled
• The management company of the affordable housing complex Tyler Court indicated it
was closing the manager’s office (with a call-in number posted) and the common room
until further notice. The laundry room will remain available but restricted to two users
at a time. Their maintenance staff will step up cleaning/sanitizing of areas and surfaces
to 2-3 times daily.

Other agencies
• SoCalGas and San Diego Gas and Electric Co. have suspended customer disconnections
effective Monday (March 17, 2020) and until further notice. As a result, no SoCalGas or
SDG&E customers will have their service disconnected for non-payment of bills during
this crisis.
Communication & Engagement
• Live tweeted County of San Diego news conference so residents had immediate access
to new information
• Promoted special City Council meeting for emergency proclamation
• Updated city website throughout the day
• Established a “Live updates” link on COVID-19 web page so people could see the city’s
twitter feed easily even if they were not familiar with Twitter
• Continued to share information about social distancing, other public health guidelines
and orders via social media
• Continued to create infographics to communicate priority messages.
• Created Instagram stories featuring County of San Diego news conference, tips on how
to disinfect surfaces and new county directives.
• Sent two eblasts to entire city email database and shared on NextDoor:
o Current status and message from the City Council
o New county health directive and temporary suspension of city services
• Sent employee update 7:
o Health reminders
o Child care
o Remote work options
o New Q&A
o Travel

• Sent employee update

• Finalized and distributed signs for facility doors about temporary suspension of in
person services.
• Updated the city’s on hold message to let callers know where to get COVID-19
information.
