Re: Coronavirus Response Update 10
The purpose of this memorandum is to provide the City Council with an update on city response
actions related to COVID-19. Please note this memo focuses on actions and information that
are new since the last update.
Emergency Operations Center
• Emergency Operations Center is activated to support COVID-19 mitigation and
response operations and information sharing.
• Assessing and refining essential city function performance, essential staff identification
and telecommuting options
• Coordinating:
o Carlsbad CERT volunteer community sector
o Public safety public education on health orders
o Lifeguards’ public education for beachgoers
Regional status of outbreak
California (no new numbers released since Friday March 20, 2020, at 2 p.m.)
• 1,224 confirmed cases of COVID-19
• 23 deaths
San Diego County (as of Saturday, March 21, 2020, around 4 p.m.)
• 159 confirmed cases of COVID-19 (28 more than the day before)
o 135 San Diego County residents, 13 from elsewhere
o 11 cases from the federal quarantine
o 34 people hospitalized, 13 in intensive care
• 0 deaths
Carlsbad (as of Saturday, March 21, at 10 a.m.)
• 11 confirmed cases, second in the county after the City of San Diego, which has 87

Parks & Recreation
• Locked gates to all dog parks, tennis courts and athletic fields and posted COVID-19
“Temporary Closure – Due to Public Health Order” signs at each amenity. This includes
school sites operated under joint use agreements with the city.
• Installed barricades or wooden stakes and caution tape at all playgrounds, basketball
courts, skate parks and picnic shelters. Posted the temporary closure signs at each
amenity.
Police Department
• Preparing an operational plan to educate the public on the public health orders calling
for physical separation and the closure of non-essential businesses.
o Goal is to get community members to voluntarily comply with the orders.
o Working with the City Attorney's Office on an actionable definition of essential
businesses and activities to provide clear guidance to officers.
o Working with the City Attorney's Office and Communications to prepare
informational pamphlets for businesses and community members.
• Preparing plans to enforce the applicable Government Code sections that make it a
misdemeanor to fail to comply with the public health orders under certain
circumstances. Officers will turn to enforcement if education and suggestions do not
result in voluntary compliance.
Fire Department
• Added specific COVID tables to department’s electronic patient care reports and fire
incident reports to track the number and specific instances of potential COVID patients
in the future.
• Staffed lifeguard towers for the first day this year. (Two of the three lifeguard towers
were staffed.) Beach attendance at its peak was estimated at 1,500 people.
Human Resources
• Preparing instructions and citywide memo to begin employee self-screening for fever at
building entrances
• Preparing telecommuting agreement to be emailed citywide for employee
acknowledgement
• Drafted new memos on:
o Federal Family Medical Leave Act
o Federal paid sick leave laws
• Tally of employees who may have been exposed to COVID-19:
o Six employees have been cleared to return to work
o Two employees self-quarantined after visiting a foreign country
o Four employees self-quarantined after indirect contact with someone who tested
positive

o One employee self-quarantined after showing symptoms; this employee will be
returning on Monday 3/23. Presumed exposure confirmed negative.
o One employee went on a cruise ship. Displayed no symptoms but in self-quarantine
for 14 days
City Clerk’s Office
• The Governor’s stay-at-home executive order gives county elections officials an
additional 21 days to certify the election results of the March 3, 2020 election. San
Diego County’s registrar of voters is still planning to certify the results on April 2.
Communication & Engagement
• Shared the following information with the public on all city communication channels:
o Clarifications to Governor’s stay at home order
o Social distancing strategies and examples
o Updated cases in Carlsbad
o New “self checker” for COVID-19 illness from CDC
o Update on distance learning from local schools
o Encouragement to support local restaurants and map resource
o 2-1-1 resources available
o Closure of fields, courts and playgrounds
• Live-tweeted:
o County of San Diego news conference on COVID-19 update
o California governor news conference on COVID-19 update
• Responded to numerous comments and questions on city’s social media platforms and
communication email address.
• Prepared and produced 300 poster board signs and 200 smaller signs for posting at city
park amenities that are now closed.
