Re: Coronavirus Response Update 20
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. Please note, this memo focuses on actions and
information that are new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
• Refining essential city functions performed by telecommuting.
• Engaging community sectors.
Regional status of outbreak (all data from March 31 at 4 p.m.)
State of California
• Began a “Stay Home. Save Lives. Check In.” campaign Tuesday. It urges Californians
to help combat social isolation and food insecurity among those over the age of 65,
who are particularly at risk from COVID-19.
• Unveiled a statewide hotline – 833-544-2374 – in coordination with local non-profit
local 2-1-1 systems, to answer questions and provide assistance to state residents.

Fire Department
• The county’s Health and Human Services Agency amended the policy governing
emergency medical service providers to allow them to access personal health
information on patients before they respond to calls. This will enable them to take
appropriate precautions should the patients have COVID-19 or other preexisting health
conditions that could put the medical services providers at risk.
• The county has developed a process through Rady Children’s Hospital-San Diego for
rapid first responder testing. These tests are available by appointment. Results can be
available in 12 hours. This provides another option for the city’s fire responders.
Human Resources
• Drafted communication and Q&A on new family and medical leave and emergency paid
sick leave policies based on the recent federal Families First Coronavirus Response Act.
• Drafted Employee Assistance and Wellness Resources for city staff.
• Identifying revised work schedules and locations for employees citywide.

Public Works
• Prepared a cleaning and disinfecting protocol for facilities in the event a staff member
tests positive for COVID-19. It follows the guidelines outlined by federal Centers for
Disease Control and Prevention and the Occupational Safety and Health Administration.
• Suspended leasing the Safety Training Center to other public agencies until at least April
30 because of challenges in maintaining social distancing.
Parks & Recreation
• Discussed the potential for prohibiting street parking along the west side of Carlsbad
Boulevard, from approximately Cherry Street to south of Avenida Encinas, with State
Parks staff and city departments.
• Postponed all remaining weddings and private events at Leo Carrillo Ranch Historic Park
through May, in consultation with the park’s catering services provider.
Library & Cultural Arts
Contributed to a national survey on public library service related to COVID-19, which will
provide comparative data and help with prioritizing national and state efforts to support
public library services.

• Created and shared the following with the public on city communication channels:
o Updated COVID-19 case numbers and explanation of what they mean and how
they will be reported moving forward
o Reinforcement of stay at home order
o Recaps of county and state news conferences
o Reminder to fill out Census 2020 form
o New state resources for seniors
o Updated grocery store hours
o Chamber of Commerce’s Small Business Association loan application webinar
o Overview of food safety and official COVID-19 information from Sprouts
o County’s Live Well @ Home resource
o Johns Hopkins COVID19 global dashboard
o 90-day extension for small business state taxes
o California Health Corps
o 2-1-1 nurse triage line
o County volunteer recruitment resource
o Updated business resources from Innovate 78
• Created and shared the following videos:

o County of San Diego’s daily COVID-19 update
• Prepared and distributed city manager’s update via internal and external channels
• Responded to five COVID-19 related council inquiries for a total of 14 since the public
health emergency started
• Updated local grocery store hours
• Updated relief and assistance programs webpage
• Produced 10 additional temporary closure signs
• Responded to 32 questions and comments on the city’s social media platforms and
Communication & Engagement department’s email
• Prepared and distributed employee updates 19 and 20 highlighting new benefits for
employees
