Re: Coronavirus Response Update 21
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. Please note, this memo focuses on actions and
information that are new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
Regional status of outbreak (all data from April 1 at 4 p.m.)
Fire Department
• Getting quotes on renting cleaning equipment for decontaminating fire apparatus and
equipment should that become necessary. Also exploring a possible contract with a
private company for routine deep cleanings of fire stations and apparatus once or twice
a week.

Public Works
• Waste Management has responded to the city to confirm it will now send solid waste
and recyclables to the Palomar Transfer Station.
Human Resources
Status of employees with possible COVID-19 exposure
Cleared to return to work 24
Self-quarantined due to contact with someone who may have COVID-19 1
Self-quarantined due to symptoms, have not been tested 4
Parks & Recreation
• At the request of the Police Department’s Homeless Response Team, requested a hand-
washing station and a trash bin be placed in the Washington Street city parking lot, and
a hand-washing station be placed next to the bus stop on the west side of Harding
Street south of Carlsbad Village Drive. The county would provide the hand-washing
stations.
Library & Cultural Arts
• Launched Cannon Art Gallery’s virtual tour of the "Frayed Edges" art exhibition on the
Cultural Arts webpage.
City Clerk’s Office
• Providing training to staff who support city commissions on the proper noticing and
conduct of holding commission meetings online.
Communication & Engagement
• Created and shared the following with the public on city communication channels:
o Update of the latest COVID-19 numbers and explanation of what they mean
o Reinforcement of the importance to stay home and flatten the curve
o Recaps of county and state news conferences
o Reminder to fill out your 2020 Census form
o Update on Health Corps program
o Joint city economic development, Carlsbad Chamber and Carlsbad Village
communication and business resources
o Update on school distance learning
o Extended tax deadline and free tax resources
o Governor’s clarification on face coverings
o Centers for Disease Control news that COVID-19 cluster cases resulted from
people without symptoms
o Federal Trade Commission tips on how to make sure you get your coronavirus
relief check
o Warning against a COVID-19 Costco scam

• Produced and distributed the following video:
o COVID-19 update for Innovate 78
• Prepared and distributed city manager’s update via internal and external channels
• Updated Carlsbad home page web banners with Stay Safe, Stay at Home and
#Care4Carlsbad messaging
• Updated Q&A on COVID-19 webpage with information on food safety and cases by zip
code
• Responded to one COVID-19 related City Council inquiry for a total of 15
• Responded to 20 questions and comments on the city’s social media platforms and
Communication & Engagement department’s email
• Updated business resources on city website
• Created new section of COVID-19 website for tenant assistance resources
• Prepared and distributed employee update #21 highlighting:
o Stay Safe, Stay at Home video
o Service desk access and support
o Cybersecurity best practices
o How to code timesheets
• Coordinated media interview with Voice of San Diego about beach closures
