Re: Coronavirus Response Update 27
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. Please note, this memo focuses on actions and
information that are new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.

Police Department
• Update on COVID-19 outreach to the homeless:
o From March 1 to April 6, Homeless Outreach Team officers contacted about 220
people to provide COVID-19 information and offer related services. About 100
accepted the resources offered, which ranged from pamphlets to assistance
from social workers, while 41 declined any help.
o Interfaith clinicians coordinated by and working in conjunction with HOT officers
have contacted over 92 people and have provided over 345 resource services
including information, food, general relief, housing and help getting financial
assistance.
o The 35 formerly homeless people being lodged in a local hotel, who were
referred there by HOT officers to help prevent the spread of COVID-19, are being
assigned case managers who will help them transition the client to a more
permanent housing option.
Community Development
• Notifying short-term vacation rental owners by mail that short-term rentals used for
commercial purposes are not considered “critical infrastructure” and should not be in
operation aside from under certain exceptions specified in the state public health order.
Human Resources
• Distributed new policy on the use of city provided face masks for all employees working
at city facilities.
Status of employees with possible COVID-19 exposure

Parks & Recreation
• Canceled special event permit for the 2020 U.S. Fire and Police Championships in San
Diego, originally scheduled for June 20, at the request of the event organizer.
Communication & Engagement
• Created and shared the following with the public on city communication channels:
o City Council suspending business evictions
o Carlsbad stories making a difference: making hand sanitizer
o Recap of county news conference with updated numbers
o Senior resources, where to call for abuse or neglect, AARP fraud
o Celebration of World Health Day
o How to ask the state surgeon general your mental health questions

o Messages of hope and cheer from Carlsbad Police
o Outline of who gets tested with the limited number of tests
o Centers for Disease Control’s best tips for wearing face coverings
o County pledge to #StayHomeSD
o Live tweets of the City Council meeting: swearing in for District 1 seat, ad hoc
committee on economic revitalization, commercial rent relief
o Continuation of city services: virtual council meeting reminder, how to watch
upcoming board and commissions meetings, virtual art gallery video
• Updated main COVID-19 webpage:
o Updated numbers
o City passes temporary halt on commercial evictions
• Responded to three COVID-19-related council inquiries requesting that trails, parks or
beaches be reopened for a total of 19 COVID-19 inquiries so far.
• Drafted employee updates 24 and 25 and updated staff webpage:
o Citywide face mask policy
o Cybersecurity tips and example of real phishing email
o Wellness resources – webinars
• Responded to 13 questions and comments on the city’s social media platforms and
Communication & Engagement department’s email.
