Re: Coronavirus Response Update 28
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. Please note, this memo focuses on actions and
information that are new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
• Distributed face masks to on-site city staff.
• Conducted CERT bi-monthly meeting using Zoom, with 85 participants.

Police Department
• Officers have issued five citations to people violating the Carlsbad Municipal Code by
being on closed trails and in closed parks, bringing the total so far to seven.
o Four were issued on the trail on the north side of the Agua Hedionda Lagoon just
east of Carlsbad Boulevard. Officers have been providing extra patrols in the area
for the past week because people have been parking at the south end of Garfield
Street and using the closed trail to walk to Carlsbad Boulevard.
o One was issued to someone found in Alga Norte Park despite the closures
Fire Department
• Beginning to outfit brushfire engines with COVID-19- specific personal protective
equipment in anticipation of fire season and the unique challenges that large fires could
bring in minimizing exposure to firefighters.
Human Resources
• Distributed guidelines on facial coverings to all city employees.
• Drafting a frequently asked questions guide for employees who are displaying
symptoms of the virus.

Parks & Recreation
• Provided staff support and several
canopies for a COVID-19 food donation
drive held at Carlsbad High School (at
right). CERT volunteers assisted.
• At the request from the Carlsbad High
School staff, began installing secondary
cable closures on the pedestrian gates to
athletic fields and courts on school sites
within the city-district joint use
agreement.

Communication & Engagement
• Launched #Sew2Care volunteer program
• Launched community support survey
• Created and shared the following with the public on city communication channels:
o Recap of state and county news conferences with updated numbers and
amended public health order
o #Sew2Care program and reaching milestone of 100 volunteers
o Springtime virtual scavenger hunt that families can do from home
o Mental health resources and hotline
o Centers for Disease Control guidance on no face coverings for children younger
than 2
o Senior resources from Live Well @ Home
o North County Transit District scheduling changes
o Warnings against COVID-19 scams such as emails and phone calls asking for
personal information from the IRS and district attorney
o Wildlife example of social distancing from CA State Parks
o What to expect from the federal economic impact payments to individuals
o COVID-19 resources for speakers of other languages
• Updated main COVID-19 webpage:
o Amended county public health order
o Confirmed number of cases
o Community survey
• Updated COVID-19 food resources page with additional grocery stores and special hours
for health care workers
• Updated Carlsbad Affordable Housing webpage with COVID-19 resources such as
statewide residential eviction moratorium
• Prepared and printed 5,000 Food Safety brochures for Senior Center meal pick up and
40 Sew2Care instructional flyers
• Responded to 15 questions and comments on the city’s social media platforms and
Communication & Engagement department’s email
