Re: Coronavirus Response Update 29
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. Please note, this memo focuses on actions and
information that are new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
• Monitoring and coordinating response to rain and flooding.
• Along with Economic Development, participated in Chamber of Commerce Ready
Carlsbad Business Alliance teleconference.

Human Resources
• Updated cleaning protocols to cover situations in which employees have COVID-19
symptoms while at work but have not tested positive, following guidance from the
Centers for Disease Control.

Parks & Recreation
• Senior lunch program provided 1,089 meals during the past week.
o 645 were delivered to residents’ homes by staff
o 444 meals were picked-up at the Senior Center by residents
o Average total number of meals provided increased 55% since before the COVID-
19 crisis
• Launched virtual springtime scavenger hunt to engage residents stuck at home because
of the public health orders.
Community Development • Update on building permit activity:
Communication & Engagement
• Created and shared the following with the public on city communication channels:
o Recap of county news conference, including new interactive dashboard of case
information and new businesses that are required to wear face coverings
o How to access legal aid
o Free webinars about how to apply for SBA loans
o Economic relief for Carlsbad’s commercial solid waste customers
o Food resources webpage
o Financial assistance from SDG&E
o Update on school meal program schedule
o Reminder to stay connected with family, friends and neighbors

• Developed and promoted a new online survey to identify community needs and priorities
related to the COVID-19 emergency.
• Updated city’s COVID-19 webpage:
o Redesigned content and added visual icons to improve user experience
o Updated data
o Updated county public health order
• Updated hand washing station map.
• Updated COVID-19 staff resource webpage:
o Latest employee emails
o Recordings of wellness webinars
• Prepared and distributed employee update #26
o Wellness webinar
o Employee health benefits
• Produced video compilation of City Council’s comments to the community from April 7
meeting.
• Assembled materials for 200 sets of Sew2Care kits including face covering instructions,
fabric, patterns, donation forms, volunteer handbooks and waivers. Over 100 volunteers
have signed up so far.
• Responded to one COVID-19-related City Council inquiry regarding street repairs for a total
of 20 COVID-19 inquiry responses so far.
• Responded to 18 questions and comments on the city’s social media platforms and
Communication & Engagement department’s email.
