Re: Coronavirus Response Update 30
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. Please note, this memo focuses on actions and
information that are new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
• Monitoring recovery from yesterday’s storm impacts.

• COVID-19-related calls for service continue to increase.

distancing complaints and extra patrols due to COVID-19
• Update on homeless community response activity:
o Homeless Outreach Team officers are conducting extra patrols of parks and
beaches and monitoring social distancing, providing hygiene kits and COVID-19
health education. Officers made 34 contacts in the past week, including some
repeat contacts.
o Ninety-three formerly homeless people are sheltered at La Posada. Public health
nurses come to facility regularly to screen participants and guide them to care.
o Thirty-nine are being sheltered at the Hyland Inn. Of those, 33 came from
Carlsbad, four came from Oceanside and two came from Escondido. A public
health nurse will begin screening these participants, starting Monday
o City’s homeless program manager has been fielding a large number of calls on
homelessness-related issues
Parks & Recreation
• Met with Library & Cultural Arts staff to review concepts for providing age-friendly
television programming on the city’s public access channel.
Human Resources
• Issued memo reminding staff that the state Public Records Act continues to apply to city
staff who telecommute.
Status of employees with possible COVID-19 exposure (no change since yesterday)
Cleared to return to work 30
Self-quarantined due to contact with someone who may have COVID-19 1
Self-quarantined due to symptoms, have not been tested 2
Communication & Engagement
• Created and shared the following with the public on city communication channels:
o Daily update on COVID-19 news and resources
o Clarification on water billing for CMWD customers
o Messages to the community from the City Council (video)
o Recap of county and state news conferences
o Stay at home encouragement

• Created a page on the city website for City Council messages to the community.
• Prepared and distributed employee update #27:
o Public records and telecommuting
• Responded to 12 questions and comments on the city’s social media platforms and
Communication & Engagement department’s email.
