Re: Coronavirus Response Update 36
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. Please note, this memo focuses on actions and
information that are new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
• Monitored weekend community social distancing practices.
• Issued face masks for city staff.
Regional status of outbreak (all data from April 19 at 5 p.m.)
Police Department
• Officers issued eight additional citations Friday evening, four in Poinsettia Community
Park and four on the trail on the north side of the Agua Hedionda Lagoon just east of
Carlsbad Boulevard. The department has issued twenty citations so far for violations of
the CMC section making it illegal to access closed trails, parks or beaches.

Library & Cultural Arts
• Began offering a new “Enjoy Now” e-book collection with certain popular titles to give
library patrons quick access to titles in high demand.
Parks & Recreation
• Updated and redesigned the content of Carrillo Ranch Historic Park webpages to
emphasize virtual services available during the COVID-19 pandemic.
• Linked instructional at home video shorts for various sports to the Parks & Recreation
Department webpages.
Public Works
• Converted the traffic signals at Carlsbad Boulevard and Carlsbad Village Drive and at
Carlsbad Boulevard and Grand Ave to no-push buttons so pedestrians can cross without
having to touch the buttons.
Human Resources
• Distributed new guidebook for video conferencing.
• Status of employees with possible COVID-19 exposure:
Cleared to return to work 35
Self-quarantined due to symptoms, have not been tested 1
Self-quarantined while waiting for test results 2
Communication & Engagement
• Created and shared the following with the public on city communication channels:
o City resources for where to find the latest COVID-19 information for Carlsbad
o City TV’s senior health and wellness class schedule
o Carlsbad State Park home learning programs
o Preview of COVID-19 related City Council agenda topics
o Carlsbad staff sharing who they stay home for as part of the county’s
#StayHomeSD campaign
o Latest COVID-19 numbers for Carlsbad, San Diego and California
o Community engagement opportunities: neighborhood teddy bear hunt video
and daily Art at Home projects
o Library’s new online chat feature
o Carlsbad restaurant map for takeout and delivery services
o Tips on celebrating Earth Month from home
o Volunteer opportunity ideas
o Carlsbad police officer on a bike, enforcing social distancing
• Prepared and distributed daily update from the city:
o Federal and state guidelines on reopening the economy

o Governor’s announcement about sick leave benefits for the food sector
o Enforcement in Carlsbad, including short-term vacation rentals
o Latest numbers, including a graph showing the trend of Carlsbad positive cases
based on percentage of the population in comparison to other cities
o The city’s steps to balance the budget
o Community resources such as the Q&A webpage and at home activities
• Created and launched a new webpage called Carlsbad Play @Home to encourage home
activities in different categories:
o Library resources
o Art projects
o Concerts and livestream music
o Virtual tours
o Lectures, local history
o Community engagement
o Health and wellness
o Educational resources
• Prepared and distributed a newsletter to city distribution lists for kids up to 13 years
old:
o Activities and resources for families and kids to do at home, including the new
Carlsbad Play@Home webpage
o Community engagement opportunities, such as the neighborhood teddy bear
hunt
• Prepared and distributed employee update #31:
o Governor’s indicators to lifting the stay at home public health order and the
city’s preparations
o Employee support through the Employee Assistance Program and wellness
webinars
o Guidebook for video conferencing
o Update on city council meeting and the city’s COVID-19 response
o Encouragement to participate in the county’s #StayHomeSD campaign
o Input for community engagement ideas
• Updated COVID-19 staff webpage:
o Video conferencing handbook
o Slide presentations from previous webinars
• Responded to two COVID-19-related council inquiries, both asking for the beaches to be
reopened, for a total of 24 council inquiries on the coronavirus emergency.
• Responded to 20 questions and comments on the city’s social media platforms and
Communication & Engagement department’s email.
