Re: Coronavirus Response Update 37
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. Please note, this memo focuses on actions and
information that are new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
• Re-started Carlsbad CERT 2020 Academy, 23 Zoom participants
• Conducted Zoom interview and EOC tour with Valley Middle School 8th grade student
Regional status of outbreak (all data from April 20 at 5 p.m.)
Fire Department
• Received just over $50,000 in coronavirus emergency funds from the federal CARES
Act’s Provider Relief Fund.

Library & Cultural Arts
• Holding an Earth Day-focused family story time live from Carlsbad City Library tomorrow
with 30 minutes of stories and songs, in English and Spanish.
Parks & Recreation
• Updated content of the Parks & Recreation webpages to emphasize virtual services
available to the community during the COVID-19 pandemic.
• Developed a Pen Pal Program for Seniors, hosted by Kids for Peace in partnership with
the Grandfriends Kindness Project
• Developed Coffee Connection, a free weekly online gathering for older residents to
meet new friends and connect, in partnership with the Foundation for Senior Wellbeing
• Developed an At Home Craft Projects program to coincide with this week’s Earth Day
and Arbor Day events
• Developed Nature Where You Are Parked, a weekly posting of nature videos clips and
images, in partnership with the Friends of Carrillo Ranch.
Human Resources
• Status of employees with possible COVID-19 exposure:
Cleared to return to work 35
Self-quarantined due to symptoms, have not been tested 1

Communication & Engagement
• Created and shared the following with the public on city communication channels:
o Community feel-good story: Carlsbad High School student who created rainbow
cards for 120 families who picked up meals at the high school on Friday
o Community engagement activities: teddy bears in the community through the
teddy bear hunt, art at home and play at home
o Earth Month from home tips and activities: run sprinklers in the morning to save
money and a preview of an Earth Day family story time
o Latest COVID-19 statistics from the county
o Video of the State Street drainage project moving forward while taking
advantage of people staying home
o Celebration of National Volunteer Week through Sew2Care volunteers
o Reminder that washing your hands is the best thing to do to stop the spread
o Governor’s actions to bridge the digital divide for CA students
o How and where to participate in the City Council meeting
o Mindfulness for Stress Management seminar in response to community survey
results

• Responded to two COVID-19 related council inquiries for a total of 25.
• Responded to 11 questions and comments on the city’s social media platforms and
Communication & Engagement department’s email.
