Re: Coronavirus Response Update 38
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. Please note, this memo focuses on actions and
information that are new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
Regional status of outbreak (all data from April 21 at 5 p.m.)
Fire Department
• Received first shipment of surgical masks that is part of a large order of 140,000 masks
to be distributed to more than two dozen fire agencies in the region. A second shipment
is expected to arrive Friday.

Library & Cultural Arts
• Holding first online meeting of Library Board of Trustees today.
• Livestreaming 30-minute jazz pianist concert tomorrow.
Parks & Recreation
• Added a new virtual scavenger hunt activity for school-aged children using a virtual tour
video of Leo Carrillo Ranch Historic Park.
• Canceled special event permit for a fire explorer event originally scheduled for June 8 at
the request of the Fire Department, the event’s organizer.
Human Resources
• Status of employees with possible COVID-19 exposure:
Cleared to return to work 36
Self-quarantined due to symptoms, have not been tested 2
Self-quarantined while waiting for test results 2
Information Technology
• City staff’s use of Microsoft Teams application for online meetings and telecommuting
continues to increase. (Chart shows usage from March 17-April 13. Top line shows total
active users by day.)
Communication & Engagement
• Created and shared the following with the public on city communication channels:
o Latest county statistics and comparison charts to the Spanish Flu
o How to participate in the City Council meeting
o Carlsbad companies at the forefront of fighting COVID-19
o Earth Month and Earth Day tips and activities to celebrate from home: Library
live bilingual story time, save water by sweeping instead of hosing down a
driveway, arts and crafts

o Art at Home example: rock painting activity
o Coffee Connection via Zoom resource for seniors
o Opportunity to experience live jazz from your living room
o Celebration of receiving 600 face masks from #Sew2Care campaign
o Governor’s “Californians For All” volunteer corps
• Prepared and distributed daily update from the city:
o County’s direction to cities on requirements needed to relax restrictions
o Response to community survey through offering a mindfulness for stress
management video
o Latest county statistics
o Celebration of providing 5,000 free senior meals since the COVID-19 emergency
o Projects getting done during downtime such as the State Street drainage project
o Earth Day at home preview
o Community photos showing how residents #Care4Carlsbad
o Reminder how to participate in the City Council meeting
• Prepared and distributed a newsletter to city distribution list for kids and families:
o Earth Day activities to do from home: sustainability tips, arts and crafts, Leo
Carrillo video and photo educational opportunities
• Prepared and distributed employee update #32
o Earth Day activities and sustainability tips
o Employee participating in #StayHomeSD picture campaign
o Wellness webinars and Microsoft 365 professional development resources
o Cybersecurity tips
• Updated the City TV programming schedule to include the mindfulness seminar,
additional senior work outs and examples of how Carlsbad is responding to the COVID-
19 public health crisis
• Updated COVID-19 webpage:
o Californians for All volunteer opportunities
o Community engagement opportunities in Carlsbad
• Responded to four council inquiries on COVID-19 related topics for a total of 29
• Responded to 17 questions and comments on the city’s social media platforms and
Communication & Engagement department’s email
